Subject: Filling up of various positions in National e-Governance Division (NeGD), Delhi


and State e- Governance Mission Teams (SeMTs) in 35 States and Union
Territories
NeGD has been set up by the Department of Electronics and Information Technology
(DeitY), Government of India as an Independent Business Division (IBD) within Media Lab
Asia, a Section 25 company of Department of Electronics and Information Technology,
Government of India. NeGD has been set up with the objective of supporting DeitY in
Programme Management of the National e-Governance Plan (NeGP) and implementation of a
Capacity Building Scheme across the country. A brief write up of NeGD is at Annexure I.
The CB Scheme mainly aims at provisioning technical & professional support to State level
policy & decision-making bodies and to develop specialized skills for e-Governance. The CB
Scheme involves creation of State e-Governance Mission Teams (SeMTs), developing skills
and imparting training and other capacity building initiatives. A brief write up of SeMTs
under NeGD- Media Lab Asia is at Annexure I.
The NeGD is in the process of filling up various positions on deputation basis in NeGD
Corporate and in SeMTs in all 35 States and Union Territories of India from amongst the
officers in Central Government/ State Government/PSUs / Autonomous bodies. Recruitment
to NeGD and SeMTs is an ongoing process. Candidates may refer to the latest vacancies
and closing dates for receipt of applications at www.nisg.org/negd-semt-vacancies and
give up to three preferences of their choice of States /NeGD positions.
The initial period of deputation shall be for two years extendable by a further period of two
years subject to conditions as per NeGD policy. The deputation shall be under Foreign Service
terms and conditions. The eligibility criteria viz., grade pay, educational qualification,
experience is detailed at Annexure II. The pay fixation will be done as per the prescribed
Government guidelines. Other benefits shall be as per NeGD norms for deputations.

Annexure I

The National e-Governance Plan (NeGP) is an ambitious program of the Government of India with the
vision to "Make all Government services accessible to the common man in his locality, through
common service delivery outlets and ensure efficiency, transparency & reliability of such services at
affordable costs to realize the basic needs of the common man". With this vision, the Government of
India (GoI) approved the NeGP to lay the foundation for the long term growth of e-Governance in the
country.
NeGP proposes to achieve its objectives through:
Deployment and scale up of select "Mission Mode Projects" (MMPs - projects with significant
citizen interface),
Creation of a National IT backbone for fast, reliable and efficient connectivity, data storage and
access,
Set up of Common Service Centers for delivery of citizen services
Creation of Internet portals for 24x7 access to Government information and services.
About NeGD

NeGD has been tasked with:

Programme Management of NeGP, including facilitating and supporting DeitY in


undertaking the following tasks and responsibilities assigned to DeitY under NeGP:

Facilitating implementation of NeGP by various Ministries and State Governments

Providing technical assistance to Central Ministries and State Line Departments

Serving as a secretariat to the Apex Committee

Undertaking technical appraisal of all NeGP projects to examine issues such as overall
technology architecture, framework, standards, security policy, service delivery
mechanism, sharing of common infrastructure etc.

Human Resource Development, Training and Awareness Building

Framing core policies, technical assistance, R&D, awareness and assessment and creation
of organization structure

II Acting as a Central Agency for an effective implementation of Capacity Building Scheme


inter-alia involving provisioning of manpower at various SeMTs across States/ UTs &
training and other Capacity Building initiatives. A Capacity Building Management Cell has
been positioned in NeGD for effective management of manpower at SeMTs together with
management of other Scheme activities including training, knowledge management, HR
policies, etc.
49 positions have been approved in NeGD. These requirements are being sourced through:
Deputation from Central Government, State Government, PSU and Autonomous organizations
to NeGD, Media Lab Asia
Recruitment of candidates from open market through NISG.

About SeMTs
Government has approved the Capacity Building (CB) Scheme for taking NeGP forward across the
country in all the States & UTs. The CB Scheme is mainly for provisioning technical & professional
support to State level policy & decision-making bodies and to develop specialized skills for eGovernance. The CB Scheme is supporting Capacity Building through various means such as
deployment of State e-Governance Mission Teams (SeMTs) developing skills and imparting training
and other capacity building measures.
The SeMT is responsible for assisting the State Government in program management of various eGovernance initiatives, overseeing project execution, and dealing with technology, process and
capacity building issues.
327 positions have been approved in SeMTs across all 35 States and UTs. These requirements are
being sourced through:
Deputation from Central Government, State Government, PSU and Autonomous organizations
to NeGD, Media Lab Asia
Recruitment of candidates from open market through NISG.

Job Objective
The objective of this job is to assist the State IT/ e-Governance Department in overall
management of the e-Governance mission of the State. The job holder shall oversee the
functioning of the SeMT team comprising professionals from the domains of Program
Management, Finance, Technology and Change Management etc. He/She would work closely
with the State IT/ e-Governance Department, the designated State Nodal Agency and NeGD for
successful implementation of the NeGP and other e-Governance programmes of the State. The
Head SeMT will report to the State IT/ e-Governance Secretary/ the designated State Nodal
agency, where the SeMT is placed, with a dotted line reporting to the President & CEO, NeGD.

Primary Responsibilities
Program Management
Drive the implementation of various MMPs, NeGP components and other State projects and
highlight any issues/ slippages to higher authorities
Ensure that the different e governance projects being developed are in alignment with the
overall objectives of NeGP
Assist in overall appraisal of e-Governance projects.
Develop and establish suitable program monitoring framework for the State under guidance
from State IT/ e-Governance Department and NeGD
Assist in procurement of required material/services for various e- Governance projects
SeMT Management
Oversee the functioning of SeMT and ensure that it is able to suitably meet the requirements
of the State Government in implementation of NeGP
Prioritize and allocate available resources/ work to the SeMT personnel to ensure effective
service delivery within the defined structure
Clearly establish performance targets for the SeMT personnel in line with their assigned roles
Identify developmental needs of the SeMT personnel and ensure that specific, need based
training interventions are administered
Interagency Coordination
Interact with the State e Governance Apex Committee and other relevant governance
bodies to identify their issues and concerns in matters related to the implementation of NeGP
Provide inputs to the State e Governance Apex Committee and other relevant governance
bodies on various matters related to e Governance and help them understand and analyze
the policy guidelines issued by various central agencies/ committees/ NeGD etc.
Support State e Governance Apex Committee in resolving interdepartmental coordination
issues related to technical, architectural, support, inter dependency, standards, security, core,
support or shared infrastructure issues etc.

Capacity Building
Assist the individual departments of the State Government in putting an appropriate project
Management Structure and dedicated team for conceptualizing and undertaking eGovernance projects in their departments
In close coordination with the CBMC, assist the state Government in addressing the issues
related to capacity building and training requirements.
Financial Management
Ensure financial appraisal of project reports received from the various state departments
Manage the financial affairs of the SeMT and provide regular inputs to Secretary State IT /
NeGD.
Technology Management
Proactively use the services of the technology experts in the SeMT as well as actively seek
help from the NeGD technology team, in order to provide assistance to states in technology
related matters
Miscellaneous
Ensure that the requirements of State departments in matters like preparation of EoI/ RFP/
Contracts/ PPP and other related matters are suitably addressed
Identify Change Management needs of the department and formulate change management
strategies in consultation with the State IT Department/IT Society/external consultants
Support the State Government in the roll out of awareness and communication efforts as part
of the NeGP
In addition to above Primary Responsibilities the incumbent may be assigned any other task from
time to time by Secretary IT of the State/ Head of Nodal Agency.

Support in development and implementation of Change Management Framework /guidelines for e

Develop communication, workshops, trainings etc. to facilitate effective Change Management

Assist in the overall training & development for NeGD employees including supporting the senior

consultant in developing training guidelines and training budget, facilitating and monitoring training
design and delivery, engaging external experts, vendors and trainers for effective training design and
delivery in line with the NeGP
Organize and manage the induction training for SeMT and other recruits
Assist in training evaluation

Design Recruitment Strategy, Policies and Practices


Assist in development of the overall recruitment strategy in alignment with NeGD growth strategy,
develop recruitment practices and policies for NeGD
Update and prepare job descriptions and person specifications for various roles in NeGD including the
SeMTs
Recruitment Planning
Obtain and collate manpower requirement from Division Heads/ SeMTs and estimate manpower
requirement
Develop creative recruitment solutions
Assist in development of a recruitment plan with estimated budget
Execution of the Recruitment Plan
Empanel recruitment agencies for recruitment of NeGD & SeMT personnel
Liaison with empanelled consultants on day to day basis to ensure recruitment of lateral candidates
Develop job advertisements and the media plan in concurrence with the Awareness & Communication
division of NeGD
Develop selection and assessment tools like interview sheets etc.
Organize and conduct the campus recruitment process
CB Scheme
Gather all information regarding the implementation of CB Scheme in the country including utilization
of allocated budgets, future fund requirements etc.
Assist in developing policy and implementation guidelines around the CB scheme for furthering the
understanding of same among the States and provide ongoing clarifications to states on CB scheme
implementation
Track the Wet leasing of personnel from empanelled organizations for SeMT
Prepare timely reports and circulars for both internal and external distribution on project progress on
CBMC related activities
CB Scheme Appraisal
Ensure timely appraisal of the Project Reports from an HR perspective and ensure their adherence to
the Capacity Building standards and guidelines
Provide assistance to Central Line Ministries and State governments in ensuring alignment of MMPs to
the Capacity Building standards and guidelines
Provide support to Head- Project Appraisal in timely completion of appraisals on CB matters
In addition to above Primary Responsibilities the incumbent may be assigned any other task from time to
time by President & CEO.

Job Objective
The job holder will be part of the CBMC team with responsibility for assisting the senior consultants in
design, implementation and monitoring of various Human Resource activities for the NeGD.

Job Objective

consultants and Head Finance & Accounts in managing various activities related to finance and accounts
for NeGD.
The role would include responsibility in all aspects of areas like Bills & Expense Monitoring; Payroll
activities; funds management including disbursements; budgeting; preparation of all financial statements
and records; compilation of all relevant financial data for NeGD; financial appraisal of projects; and
ensuring adherence to statutory and regulatory requirements, accounting standards and other guidelines.
Primary Responsibilities
Bills & Expense Monitoring
Ensure adherence to payment terms and conditions in case of external payments
Manage entire bills processing for bills of expense and ensure their scrutiny and verification in line with
the policy of the organization
Oversee and review the quarterly forecast and monthly MIS submissions
Take overall responsibility for all statutory compliance
Maintain the record of all the bills received under various heads and pay orders made for payments
Payrolls Management
Ensure accurate payroll management of NeGD employees
Coordinate with Human Resources for salary calculations and their approval
Supervise preparation and distribution of salary and other benefits
Ensure that employees are provided with salary slips and any other required information as and when
requested by them
Liaise with banks for managing salary accounts of employees
Financial Statements & Reports
Assist in preparation of Financial Statements for NeGD in line with the statutory requirements
Assist in preparation of financial reports for e Bharat scheme in line with World Bank guidelines
Preparation of financial data for submission to Head Finance & Accounts with variations /
movements with detailed reasons and analysis
Regular compilation of financial data pertaining to NeGP
Maintain records of all past reports
Assist in production of performance reports, performance indicators and a range of other management
statistics to effectively inform the Head Finance & Accounts
Statutory Compliance
Preparation of consolidated accounts for Quarterly & Yearly statutory audits
Ensure adherence to all relevant accounting standards

Preparation of all tax computations as applicable and filing of returns for the same within the stipulated
timelines

Funds Management
Assist in establishment, implementation and monitoring of efficient norms for fund management for
NeGD
Assist in establishing and maintaining relationships with banks and other financial institutions for
issues relating to funding and obtain the most favorable terms for NeGD
Assist in disbursement of budgeted funds to various agencies as per the guidelines
Manage the banking and general administration activities
Budgeting
Assist in vetting and collation of budgets received from various NeGD divisions
Assist in preparation of annual budget of NeGD
Conduct a viability analysis on the investment decisions being considered by NeGD from a corporate
finance perspective
Financial Appraisal
Ensure timely appraisal of the Project Reports and ensure their adherence to the NeGP standards and
guidelines around financial management
Appraise the projects on their financial viability and recommend corrective steps to be undertaken to
improve the financial model of projects
Develop generic financial model and guidelines around project financing for MMPs that can be adopted
by different agencies
Provide regular reports and other information to higher authorities/ bodies on status of financial
appraisals and any other related matter
