Maintenance
Howdoweensurethatthetrailsandbikefacilitiesaremaintained?
DPWisformallyresponsibleformaintenancebutalwaysactslikeitisafavortheyare
doingDDOT.JeaniehasadoptedtheS.CapitalBridgewouldsuchaprogramona
widerscalemakesense?MegansuggestedweshouldnotletDPWoffthehookso
easilybyshiftingresponsibilitytousersofthefacilities.WhileMaryChehhasbeen
helpful,perhapsalettertothenewMayor,similartowhattheBACFACsenttoMayor
Gray,isinorder.

Indiscussionoffacilitiesmaintenance,Megannotedthereare18lightsoutontheMBT(just
SofBrooklandPint).Calling311istheformalprocessfortellingDDOTofissues.Thegroup
pointedouttherearevariousmechanismsforusing311.Onecancall,email,web,mobile
app.Suggestionsforwiderpublicationof311includedaddingittotheBACblog,WABA(post
onlineandputablurbintheirnewsletter),viaCaBiTipsoftheMonth,andpotentially
WashCycleasafriendlyreminderPSA.

Conditionofpavementwasalsoatopiccoveredinmaintenance,andutilitypatchesareabig
problem.
Companies/Agenciesthattearupthestreetforinfrastructurerepairs(includingPepcoand
WASA)have2monthstocreateapermanentpatch,soitsimportantthatthetemporary
patchesarereasonablygood.DDOTissupposedtoinspectpatches,butMikeindicated
theresnotagoodmechanismforDDOTtoknowwhere/whenastreethasbeentorn
up/repaired,becauseorganizationslikePepcohaveablanketpermitfortearingupand
repairingstreets.Abettertrackingmechanismisneeded.Bicyclists/motorists/pedestrians
whousefacilitiescancall311toreportinadequaterepair,buttheburdenshouldbewith
thepeoplewhotearupthestreet.

InputtoSouthwest(andothertimely)plans
JoshfromtheoftheOfficeofPlanning(OP)broughttheSouthwestNeighborhoodPlanas
wellastwoareas(VanNessandAdamsMorgan)inwhichtheOPisdoingwhattheycall
visionframeworksThesevisionframeworksaresmallerareas,lessinvolved,andthus
requirelesstimetoimplementthanneighborhoodplans.

ThereweresomegreatBACnotesonMStSW/SEthatweredoneinlate2012,wouldbe

connectionsonEye,M,P,MaineAvenuearecommoncorridors,andimprovementstothe
conditionofpavementinthoseareaswouldbewelcomed.InSWhealsosuggested
a)connectingNandOStreetbetweenCanaland4thatleastforbicyclistsandpedestrians
b)connectingKto6th
c)connectthecircleonthenorthsideofDelaware(atH)toGStreet
d)rebuild3rdstreetsouthofM
e)inthelongtermreconnectHStreetthroughthearea.
Implementingthesesuggestionswouldeffectivelyrebuildthestreetgrid.

VanNessandAdamsMorganVisionFrameworks
JoshalsobroughtupthesetwoareasforwhichtheOfficeofPlanningisundergoingashort
(approximately6monthprocess)ofvisionframework.
Therewillbeakickoffforbothareasinthenewyearandinputtotheplanningprocesswill
endinJune/July.
January31stkickoffcommunityworkshopforVanNess.February28thkickoffcommunity
workshopforAdamsMorgan.Jeaniewouldliketodoridesthatcouldbeusefulforprojects
currentlyinprocess.Thegroupthoughtthatridesintheseareaswouldbeuseful.

TheBACFAChasaspreadsheetsynopsizingridesithasdonesince2006.That
spreadsheetwaslastupdatedinMarch2014.Mikewillupdatethespreadsheetbythenext
meeting.

TherewasgeneraldiscussionaboutareasweveincludedinBACFACrides,buthaveseen
littleornotraction.Someofthoserideswere:

BenningRoadrecentlyredonebutnoinfrastructureforbikesorpeds,andtheconnectivityto
thewesternsideoftownisdreadful.RandallsuggestedweneedmoreoutreachtoBenning
community.Heknowsfolksthereandwillworkwiththem.

makingneighborhoodbikewayskidfriendly.MeganalsosuggestedDCshouldadoptapolicy

likeSanFranciscodidin1973inwhichpriorityisgiventotransportationprojectsthatinvolve
modesoftransitthatarealternativestosinglecar/singleoccupant.Thatwouldtake
commitmentattheCouncilandMayorallevelstoaccomplish,andgettingthatkindof
commitmentwouldtakesignificantinputfromthebike/ped/transitcommunities.
