Healthy Smiles - New Dental and Oral Care Support Initiative


Beginning in 2015, The Fenwick Foundation will provide support to low-income older adults and other special
needs individuals who are not receiving adequate needed dental and oral care services. For example, the vast
majority of Medicaid recipients receive inadequate care only limited emergency treatment is covered in
Virginia. As such, individuals go without essential care. We are determined to change this condition. Our initial
efforts will focus on a pilot project to provide support in Northern Virginia.

Pilot Program Synopsis


Our objective with this pilot program is to carefully and thoroughly provide unmet dental services to the target
population. To this aim, we are working to identify the best array of solutions for addressing this need, including:
Coordination and participation with local agencies (including Arlington County) and nonprofits
who operate limited dental care clinics to purchase care "slots" to serve more individuals.
Outreach to area dentists to provide support to clinics as part of the expansion of reach.
Identification of dentists interested in providing dental care at their offices at a reduced rate
and/or "pro bono" to support expanded dental care.
Planning and implementation for residents at two/three area long-term care residences.
Assessment, study and development of more expansive collaborative program.

Focus, Partners, Statistics and Outcome Objectives


Focus. The pilot program is being developed to provide needed dental and oral care to low income (mostly
Medicaid) residents of long-term care residences. In Virginia, Medicaid residents only receive emergency dental
care. No coverage is provided for periodic checkups, cleaning, non-emergency cavities, gum and mouth
hygiene, etc.
Partners. We are working with local Northern Virginia government and nonprofit agencies, area dentists and
others to develop a pilot program designed: (a) to provide dental and oral care; (b) to measure and assess its
impact number of residents treated, types of treatment and its effects on health and wellbeing and (c) to develop
a more collaborative long-term solution to address this need
Outcome Measurements Quantitative and Qualitative. We are seeking to: (1) carefully identify and
provide needed care for the affected residents; (2) identify an array of provider solutions (area clinic capacities
for expansion, local dentists who agree to provide pro bono and reduced-rate services; (3) measure and
assess the beneficial health impact and costs of services; and (4) provide qualitative and quantitative metrics for
designing/implementing a broader collaborative program. Among outcome measurements:

Number of individuals served (estimate for pilot: 125-175 depending on needed care costs/charges)
Identification/measurement of types of care provided (e.g., cleaning, cavities, x-rays, gum disease)
Unit Cost of Care (by individual, by type of care, clinic vs. local dentist, etc.)
Number of individuals declining care (total number, percentage of pilot population)
Assessment of impact on health and wellbeing (regular and special surveys).

The Fenwick Foundation, a 501(c)(3) public charity, was founded in 2011 to provide unmet services that have
a beneficial health and life quality impact on low and virtually no income (Medicaid) individuals
focusing on older adults (including Veterans) as part of coordination of care initiatives in the communities
where we work. We also have an active caregiver support and respite program. Our current initiatives:
Enriching Lives Program We are passionate about providing social, entertainment and educational
opportunities for individuals to attend theater, museums, professional sporting events (baseball, hockey,
basketball, football), out-to-eat group meals, visits to zoos, parks, river cruises, bowling, movies, etc.

Ernest L. Breeding Flower and Gardening Program Fosters and encourages activity-based flower
and gardening clubs at long-term care residences. Residents drive these programs, including getting out to
nurseries to purchase flowers and plants, and then "digging in the dirt" for physical activity and creating
beauty.
Para-Transit Program Designed to pay the para-transit fares of low and no income (mainly
Medicaid) residents living in long-term care facilities. We want to encourage these residents to get out of
the house to visit relatives and friends, go to the library or a museum, etc.
Veterans Support Program We provide support to Veterans and their families who are convalescing
and/or traveling to receive care at Veterans Affairs Medical Centers and other military hospitals, mostly
through our affiliation with several Fisher Houses.
Caregiver Respite Program Respite gives a chance to have a break from the difficult, stressful and
unrelenting responsibilities Caregivers have in caring for their loved ones. Many of the respite activities are
similar to the events and activities we sponsor but also include beauty salon visits, dinner vouchers, gift
cards and special events for caregiver families and for special "me" time needed by the Caregivers.
Dental and Oral Support Program Beginning in 2015, The Fenwick Foundation will provide dental
and oral care support to low-income older adults and other special needs individuals who are not receiving
adequate care. Dental care for residents receiving Medicaid in Virginia is woefully inadequate only
limited emergency treatment is covered. We are determined to change this condition. Our initial efforts
will focus on a pilot project to provide support in Northern Virginia.

Where We Serve
We serve organizations in two major geographic regions: (1) the Greater Washington DC, Northern VA,
Suburban MD metropolitan areas (largest service population) and (2) the Baltimore metropolitan and Perry
Point, MD areas. We also serve targeted communities in Southwest VA, Durham, NC, West Palm Beach,
FL, and Wilkes-Barre/Scranton, PA.
