    asavestigeofthesocialistera.Thenewbody,conceivedmoreinthenatureofathinktankthatwillprovidestrategic
    andtechnicaladvice,willbehelmedbythePrimeMinisterwithaGoverningCouncilofChiefMinistersandLt.
    Governors,similartotheNationalDevelopmentCouncilthatsettheobjectivesforthePlanningCommission.TheNITI
    Aayogseekssubstitutecentralisedplanningwithabottomupapproachwherethebodywillsupportformulationof
    plansatthevillagelevelandaggregatethemathigherlevelsofgovernment.Inshort,thenewbodyisenvisagedto
    followthenormofcooperativefederalism,givingroomtoStatestotailorschemestosuittheiruniqueneedsrather
    thanbedictatedtobytheCentre.Thisismeanttobearecognitionofthecountrysdiversity.TheneedsofaStatesuch
    asKeralawithitshighlydevelopedsocialindicatorsmaynotbethesameasthatof,say,Jharkhand,whichscores
    relativelylowonthiscount.Ifindeedthebodydoesfunctionashasbeenenvisagednowandthejurywillbeouton
    thatStateswill,forthefirsttime,haveasayinsettingtheirowndevelopmentpriorities.
    AlsoRead:AnodetothePlanningCommission
    Onesignificantchangeofnoteisthatoneofthefunctionsofthebodywillbetoaddresstheneedsofnationalsecurity
    ineconomicstrategy.NowhereisthismorerelevantthanintheareaofenergysecuritywhereIndia,unlikeChina,has
    failedtoevolveacoherentpolicyovertheyears.Similarly,networkingwithothernationalandinternationalthink
    tanksandwithexpertsandpractitioners,ashasbeenenvisaged,willaddhefttotheadvicethattheNITIAayogwill
    provide.Todeflectcriticismthatthiswillbeafreemarketinstitutionthatignoresthedeprived,thegovernmenthas
    takencaretomakethepointthatthebodywillpayspecialattentiontothesectionsofsocietythatmaynotbenefit
    enoughfromeconomicprogress.Howthisoperatesinpracticewillbearclosewatching.Interestingly,thoughitwillnot
    beformulatingCentralplansanymore,theNITIAayogwillbevestedwiththeresponsibilityofmonitoringand
    evaluatingtheimplementationofprogrammes.Thus,whiletheadvisoryandmonitoringfunctionsoftheerstwhile
    PlanningCommissionhavebeenretainedinthenewbody,theexecutivefunctionofframingPlansandallocatingfunds
    forPlanassistedschemeshasbeentakenaway.Butwhowillnowberesponsibleforthecriticalfunctionofallocating
    Planfunds?Hopefully,therewillbegreaterclarityonthisaspectinthedaysahead.
