    inter neighbours according to the following recommendations on Qrxlevmin and Qqualmin

    (1)"Minimum Required Received Level in the Cell (Qrxlevmin)":from -115 to -108


    (2)"Minimum Required Quality Level in the Cell(Qqualmin)" : from -18 to -13
