Auburn City Council


January 12, 2015
Mayor Verdi Maunu called the meeting to order at 6:00 PM with council members Cindy
Finley, Jane Barto, Janelle King, Randy Schulte and Justin Potthoff present. Employees: Gerry
Blessington and Nancy Janssen. Guests: Randy Buse, Gayleen Schug and Donetta Stewart.
Motion by Potthoff, seconded by Schulte to approve the agenda. All voted Aye. Motion by
King, seconded by Finley to approve the consent agenda which included the minutes of the
December 8, 2014 meeting, Sheriffs, Treasurers and financial reports, claims and payroll.
All vote Aye.

Jane Barto, representing the Historical Committee, addressed the council regarding their
activities for the past year, plans for the next year and request for funding in the FY2016
budget. No action taken.
Fire Chief Randy Buse and Secretary Gayleen Schug presented the FY 2016 budget request,
2014 Run report and presented the following officers for approval. Chief Randy Buse,
Assistant Chief Randy Schulte, Secretary Gayleen Schug, Treasurer Alan Schrad and Training
officer Justin Potthoff. Motion by Barto, seconded by Finley to approve theses officers and
run reports. Voting Aye: King, Finley and Barto. Abstain: Potthoff and Schulte.
Librarian Donetta Stewart gave presentation of Library activities, changes due to the
additional open hours and made request of the council for FY2016 funding. No action taken.
Resolution 15-01- A Resolution Naming Depositories for 2015 was introduced and Barto
motioned approval. Seconded by Finley. Voting Aye: King, Finley, Barto, Schulte and
Potthoff.
Ordinance 15-01- An Ordinance Amending the Auburn Code of Ordinances, 2009 pertaining
to billing charges was read and discussed. Motion by Barto, seconded by Schulte to approve
first reading of Ordinance 15-01. Voting Aye: Barto, Schulte, Potthoff, Finley and King.
Motion by Barto, seconded by Potthoff to waive second and third readings of Ordinance 1501. Voting Aye: Potthoff, Barto, Schulte, Finley and King .
ORDINANCE 15-01

AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF AUBURN, IOWA, 2009, AMENDING
PROVISIONS PERTAINING TO BILLING CHARGES, TITLE VI-Physical Environment, Chapter 5-Utilities- Billing Charges,
which is hereby adopted as follows:
Be it enacted by the City Council of the City of Auburn, Iowa:
Title VI, Chapter 5, Section 8 and Title VI, Chapter 5, Section 10 is repealed and the following adopted in lieu
thereof:
SECTION 1.
6-5-8 WATER RATES. Water shall be furnished at the following monthly rates per property serviced within the City
limits:
(Code of Iowa, Sec. 384.84(1))
Base Rate including first $1,000 gallons per month
$20.00
All over 1,000 gallons used per month
$ 8.68 per 1000 gallons
The minimum charge shall be $20.00 per household or business building per billing month. The City Council by
resolution may amend these rates, according to the United States Department of Labor Consumer Price Index
calculations, not to exceed five percent (5%) annually. Said resolution will adjust rates for twelve (12) consecutive
billing months. Rates for service and usage will revert to said rates above unless a new resolution is duly adopted
annually at a meeting duly called no later than the date of certification of the annual budget.

RATE OF SEWER RENT AND MANNER OF PAYMENT. Each user shall pay a sewer rent for the use of and
for the service supplied by the municipal sanitary sewer system based upon the amount and rate of water
consumed as follows:

$ 3.00

SECTION 2.
REPEALER. All ordinances and parts of ordinances in conflict with the provisions of this ordinance
are hereby repealed.
SECTION 3.
SEVERABILITY CLAUSE. Should any section, provision or part of this ordinance shall be adjudged
invalid or unconstitutional, such adjudications shall not affect the validity of the ordinance as a whole or any
section, provision or part thereof not adjudged invalid or unconstitutional.
SECTION 4.
WHEN EFFECTIVE. The Ordinance shall take effect immediately after its final passage, approval
and publication as provided by law.

Motion by Potthoff, seconded by Schulte to offer the property at 305 Ash St for sale fulfilling
a requirement of the grant program. Voting Aye: Barto, King, Finely, Schulte and Potthoff.
Reports were heard and motion to adjourn at 7:30 PM by Potthoff.
