A group of allotteemember of the society were engaged in conspiracy of destruction of

Organised Green of the Society by constructing a Cycle Stand violating and / or ignoring the Lay
Out Plan of the society, the Sale Deed, the Byelaw of the society, the West Bengal Apartment
Ownership Act, the West Bengal Cooperative Societies Act.
The exARCS, Mr S. Sarkar, being a public officer, supported and helped the aforesaid activity by
approving the request for construction of a Cycle Stand in the society.
The exARCS, Mr S. Sarkar, did not consider the Act, the Rules and other legal documents
applicable in society intentionally and wilfully before approving same. As a result, a part of the
organised green of the society has been lost. We invested our hardearned money for the said
organised green.
The said public officer supported and helped to organise the aforesaid offence by applying his
official power in a wrongful way.
The exARCS, Mr S. Sarkar, also did not provide us any resolution in respect to the complaints
submitted by us. It seems that he gave scope to the wrongdoers or violator or offenders to go
scotfree by adopting timewasting tactics or inaction / delay in action.
The said public officer is still being paid by public money even after the aforesaid activity in the
world largest democracy.
I hereby complaint to you against the activity of the exARCS, Mr. S. Sarkar, Office of the
Assistant Registrar of Cooperative Societies, (presently known as Cooperation Directorate,
Hooghly Range Office), Hooghly Zilla Parishad Building (Old), 1st Floor, PO: Chinsurah, Dist:
Hooghly, West Bengal, PIN: 712101 as well as a Public Officer of the Government of West Bengal.
I request you to hold an inquiry on the activity of the exARCS, Mr S. Sarkar and arrange
necessary legal action and punishment honouring the Act and the Rules and the democracy.
I also request you to arrange the recovery of the loss of organised green in our society.
I hope that I shall not be deprived of your kind cooperation.
