CHAPTER I
INTRODUCTION

BACKGROUND OF THE STUDY


Election is the process of formal decision-making by selecting a set of officials
through the vote of every individual as the basis in which who will serve the country
righteously and fairly and for the benefit of every individual. That winning political
faction is then entitled to propose an agenda and lead in law-making for a set period of
time. Both the majority and minority parties have the total responsibility to ponder the
position and significance of the other, though their means to similar ends may
significantly differ. Both have the responsibility to work closely enough with the other in
common cause such that the over-all purpose of government is fulfilled.
Philippines had been using the traditional and manual way of electing officials for
numerous consecutive years. Last 2010, technology gave birth to the automation of
voting system in our country that ensures quality and fair results. The use of automation
is very rampant in high-tech contemporary world. Automation is very much popular in
most industries and countries in order to mobilize and optimize the production,
productivity and delivery of information.

As the technology dominates the voting system, our country is moving away from
the known imperfections and weaknesses that creates bad impression to the country.
Through the use of this automated system, it ensures fast and accurate count, a highlyefficient reporting and recording mechanism that democratizes the count and canvass of
election results and most significantly, the extinction of old doings the vote shaving and
vote padding.
As a concerned student of this university, I created a system that enables a rapid
and accurate information of voting election of Campus Student Council (CSC officers)
through the use of information technology.

.OBJECTIVES OF THE STUDY

General Objectives:
Development of E-Polling System for Campus Student Council ( CSC ) of Bataan
Peninsula State University- Orani Campus.

Specific Objectives:
1. To recognize information technology to be a part of campus voting system and
for the innovative way of voting
2. To provide an accurate and fast information in order to lessen the time and
energy.
3. To create an easy access of voting officials
4. To minimize the costs of materials during campaigning period.

SCOPE AND LIMITATIONS OF THE STUDY


Voting system is only compatible only for Bataan Peninsula State University,
Orani Campus (BPSU-OC). Students can vote via their student number and can only vote
once per election. The system can secure votes counts and reset the settings and
configurations. In order to enter the system, you will be needing three password from
different admin (Election officer, assigned Dean for voting, current President of the
student council). Admin account can add, edit, delete voters and candidates from the data
base and able to print vote result as needed, after the voting has closed. It has limits for
two unit at or can vote two students at the same time.
It can only be used by bonafide student of BPSU as the primary beneficiaries of
the project. Some will benefit too, as long as they have the same voting process. It will
not hold votes fom the last election after votes are reset. Manual deletion of voters that
are not eligible to vote such as alumni or a student transfering.

SIGNIFICANCE OF THE STUDY


This study aims to mobilize the traditional way of qualified electing officials
through the use of information technology serves as the catalyst in promoting good
governance. Our country is now moving away from the scandalous old ways of doing
things and toward an automated election system that promises a speedy and accurate

count, a highly efficient reporting mechanism that democratizes the count and canvass of
election results, and most importantly, the extinction of vote padding and vote shaving.
