Township School District Board
of Education meeting, the board
adopted a policy regarding possible transgender and gender
nonconforming students in the
district.
According to the policy, the
BOE said the district would accept a students assertion of gender identity a students deeply
held sense or psychological
knowledge of their own gender
if and when that student chose to
assert a specific gender to the district, generally taking the student
at face value and accepting their
word for what gender they believe
they are.
In the case of students still too
young to advocate for themselves,
parents could then instead advocate for a students gender on

Support, a member of the Samaritan Family of Services, has announced its February support
group schedule.

Celebration of Life Gala is Feb. 21


Samaritan Healthcare & Hospice to host annual event at Crowne Plaza
The Motown Gala, Samaritan
Healthcare & Hospices annual
Celebration of Life Gala, will
allow guests to step back in time
if only for one night for an
evening of sequins, glamour,
groovy tunes and great auction
prizes. This year, the event will be
held on Saturday, Feb. 21, beginning at 7 p.m. at the Crowne
Plaza, Route 70 in Cherry Hill.
During the gala, Samaritan will
award its annual Circle of Excellence award, host a live art experience and draw winners for its
highly anticipated Delightful Dining raffle.
Holman Automotive, headquartered in Pennsauken, has returned as presenting sponsor.
Mindy Holman, president and
CEO of Holman Enterprises, and
her family, are long-time supporters of Samaritans programs and
services for those coping with issues of aging, serious illness and

award to Holman for her professional and personal dedication to

Evesham School District finalizing


preliminary 2015-2016 budget

Evesham Township School District is in the process of finalizing
its preliminary 2015-2016 budget,
and members of the public will
have the chance to view the budget at one of two upcoming public
meetings.
The first meeting will take
place on Monday, Feb. 9 in the
Marlton Middle Schools all purpose room, and the second will
take place on Tuesday, Feb. 10 at
DeMasi Middle School cafeteria,
where regularly scheduled BOE
meetings are held.
Both meetings are scheduled to
start at 6 p.m.
As weve done over the last
several years, we are looking to
hold the community meetings to
provide the community an opportunity to provide some input and
gain some information on the 1516 budget, Superintendent John
Scavelli Jr. said.
Scavelli said the two presentations will be identical, and if
members of the public cannot attend one meeting, they are encouraged to attend the other.
Scavelli said the budget was
once again driven by GOALS
2017, the districts long-term
strategic planning initiative
adopted in 2012, in addition to
other items that have been reviewed at committee meetings or
approved at previous board meetings.
Our general budget goals are
sustainability, maintaining reasonable elementary school class
size and maintaining or enhancing our educational programs,
Scavelli said. GOALS 2017 implementation, if you remember, is focused on student achievement,
professional development and the
integration of technology in the
classroom.

However, Scavelli also noted
that the information that will be
presented to the public on Feb. 9
and Feb. 10 will be preliminary,
and details could still change before the budgets final adoption by
the school board in May.
For the 2014-2015 budget, several details did change in the spanning months, including a drop
from a 2 percent general fund tax
levy increase, the maximum allowed by state law, to a 1.25 percent increase.
Scavelli said if the state releases the amount of state aid it will
provide to school districts before
the BOEs next meeting on Feb.
26, there is a possibility that by
that night, the board could have
everything compiled for the adoption of the tentative budget.
If the state does not release
state aid information in time for
the Feb. 26 meeting, Scavelli said
the board would then instead be
forced to hold a special meeting to
approve the budget.
According to Scavelli, that special meeting would take place before the boards regularly scheduled meeting on March 26, as the
tentative budget would be due to
Burlington County for approval
before the regular March meeting
could be held.
Typically, its due around the
first week of March. This year we
have a couple of extra weeks,
Scavelli said.
Scavelli said after the county
approves the budget, the boards
finance and curriculum committee will meet in March and April
to review budget-related information, and then the final public
hearing for the budget would be
held sometime between the twoweek period of April 24 and May
7, at which time the board would
then approve and adopt the 20152016 school year budget.

OBrien elected county freeholders director


Mary Ann OBrien was unanimously
elected director of the Burlington County
Board of Chosen Freeholders at the reorganization meeting, pledging to make
Burlington County more affordable while
expanding services for those in need.
OBrien, of Medford, was elected during
the traditional organizational meeting
held in the Olde Historic Court House in
Mt Holly on Jan. 7. The event also included
the swearing in of Bruce Garganio to his
second three-year term on the board. Garganio will also serve as deputy director.
OBrien cited four key goals:
Establishment of a Rapid Rehousing
Pilot Program for Homeless Residents.
OBrien pledged that in 2015 Burlington
County will become the first county in the
state to implement a program in which
rapid rehousing funds will be dedicated to
place individuals and families in need of
housing into a real home and provide them
with the assistance necessary to become
self-reliant rather than living from motel
to motel under the current state system.
Creation of a Workforce Development

Center. OBrien announced that, in the


weeks ahead we will open a one-stop Workforce Development Center at Burlington
County Colleges Mt Holly facility. This
center will serve as the central point of access for all workforce development services
and programs. She explained that this
new center would provide a better access
point for both job seekers and potential employers, allowing residents to more easily
receive the assistance and guidance that
they need to advance their careers.
Opening of New Youth Drop-In Facilities. OBrien pledged that, in 2015, we will
establish new Youth Drop-In Centers designed specifically to address the needs of
our youth within their communities.
These centers will allow us to bring consolidated services directly to our at-risk populations, and I look forward to their success.
Additional Programming for the new
Health Starts Here Initiative: OBrien
pledged to increase outreach into the community with two programs aimed at helping residents stay active. Sneaker Sundays,

started by OBrien during her first term as


freeholder, will allow residents to join
OBrien as she leads nature walks through
various parks throughout the county. In addition, the new Saddle Up Saturdays program will allow for monthly bike rides
along county trails and roads.
OBrien also placed herself as director
of administration and human services;
Garganio will oversee public works and
health; Joe Donnelly was named director
of natural resources, economic development and education; Aimee Belgard remains as director of hospital and medical
services, and elections; and Joanne
Schwartz was appointed as director of
public safety and corrections.

Citizens Police Academy begins March 24


The Evesham Township Police
Department is accepting applications for the 2015 session of the
Citizens Police Academy. Session No. 5 will start on Tuesday,
March 24 and will run until May
12. Classes will be held at the Evesham Township Municipal Complex each Tuesday night from 6:30
p.m. to 8:30 p.m. for eight weeks.
The department believes this is a
great opportunity to get to know

the members of the police department and experience a behind the


scenes look at one of the most
professional law enforcement
agencies in the state. Some of the
topics covered will be traffic/DWI
enforcement, criminal investigation, canine deployment and use
of force.

Policy is deeply insufficient

For the purposes of the policy,
transgender students are described as those whose gender
identity is different from the gender they were assigned at the
time of their birth.
The term gender nonconforming refers to those students who
defy stereotypical gender expectations, such as masculine girls,
feminine boys and those perceived as androgynous through
mannerisms, voice, activities,
hairstyles, clothing or general behavior.
However, the boards policy authorizes the superintendent or a
designee to question a students
asserted gender identity when
the superintendent or designee
believes there is a credible
basis for believing the student
asserting their gender identity is
doing so for an improper purpose.
In such an instance, the superintendent can then ask for a reaffirmation of a students asserted
gender identity through an official letter from a parent or the
adult student attesting that the
student is in fact transgender or
gender nonconforming.
For that reason, in addition to
several others, Andrea Bowen, executive director of Garden State
Equality, a statewide advocacy
and education organization for
the lesbian, gay, bisexual and
transgender community, has
called the policy deeply insufficient.
Although she said many school
districts in the state have similar
polices, the mere self-proclamation of gender identity should be
sufficient toward determining a
students gender.

about this, Bowen said. A person who people know as a boy
doesnt say I am a girl frequently
without really meaning it and
vice versa for people who people

Bowen also said she believes


the policy, and those like them,
are unfair to students who have
unsupportive families in regard
to relying on parents for affirmation letters, and the policy does
nothing to mention students
legal rights.
In April 2014, the U.S. Department of Education said Title IX,
the federal law that protects students from discrimination based
on sex, also applies to transgender students.
The boards new policy also
recognizes that issues regarding
transgender students will vary
on a case-by-case basis, and as
such, transgender students have
the option of meeting with the superintendent or a school designee
regarding gender-related issues
that may arise.
The school district is then expected to take reasonable measures to accommodate the issues of
said students.
Those issues include, but are
not limited to, which gender the
student would be identified by on
their school records, the particular name (if the student takes a
name different than that they
were given at birth) and the particular pronoun (he, she) to be
used by district staff to refer to
the student, the use of specific
locker rooms and changing facilities, which physical education
classes the student would be
placed in and which restrooms
the student could use.
In all cases, an adult student or
parent of a student may provide
gender-related identity information to the school district through
means such as medical history,
history of care or treatment of
the gender-related identity issues
for the student and any other evidence that the student has consistently asserted their particular
gender-related identity.
According to the policy, the
board adopted the new guidelines
to further the BOEs goal of providing a safe and supportive environment for all students by addressing the needs of possible
transgender and gender nonconforming students enrolled in the

school district.
Upon voting for the policy,
board member Sandy Student
said he noticed the new policy
wasnt mandated by the government, and out of curiosity he
asked if it was being voted upon
simply because district officials
believed it was a good policy to
have in place.
According to officials with the
district, although having a policy
was not mandated, there is a possibility that there are or will be
transgendered students in the district and therefore there should
be guidelines on how to resolve issues if necessary.
