Patkai Mens Hostel

Rules related to Hostel Mess:


1. There will three borders working as mess managers every month.
2. Mess managers will run the mess.
3. Borders have to pay their mess dues on or before 10th of the month. Failure to that will bring
a penalty of Rs. 20 per day from 11th to 15th of the month and then Rs. 50 per day for every
subsequent day. If the hostel is opened in the middle of the month, 5 days will be given for
payment of mess dues without penalty.
4. Mess dues will vary time to time depending on the prices of food materials as well as on the
previous months status of the mess. And will be fixed by the mess committee, mess
secretaries of the running month and the mess secretaries of the next month. This will be
fixed in the last week of the running month.
5. A component of Rs. 50 per border will be included in the mess dues, collected towards hostel
development fund.
6. Mess dues will be collected by the mess secretary with the help of appointed care taker of the
hostel.
7. Other than mess dues, no money will be collected from the borders, except some
unavoidable emergency. If some fund is to be raise without any prior planning. It will be
spent from hostel development fund. And will be collected from boarders along with the
next months mess dues.
8. Mess managers, prefect and assistant prefect will pay Rs. 200.00 (Rupees two hundred
only) as mess dues irrespective of that months mess dues. But if the mess goes under deficit,
mess secretaries have to pay the full mess dues of the month out of which Rs. 200 is already
collected.
9. If the mess secretaries misuses the mess fund, he (they) will be fined with an amount no less
than two times of the mess dues of that month. That will be a penalty additional to those
defined in the hostel rules of the Tezpur University.
10. If the mess has cash surplus in a month, maximum 25% of the surplus cash will be
transferred to hostel development fund. Remaining part will be transferred to the next
months mess.
11. Every borders must join the mess, and have to pay Rs. 200.00 (Rupees two hundred only)
even if the boarder did not stayed in the hostel in that month. This amount will be exempted
if prior permission was taken from the warden.
12. Partial mess dues can be collected from borders as one third, half and two third (rounded
up to next higher multiple of 50) of the mess due if he stays in the hostel up to 10, 15 and 20
days respectively. Anybody who stays more than 20 days have to pay the full mess dues.
13. No guest charge will be collected from hostel border for their own fooding. Guest charge
(Rs. 15, Rs. 30 and Rs. 30, breakfast, lunch, dinner respectively) will be collected for the
fooding of guests only.
14. Borders falling under BPL category will get the benefit in the mess dues according to the
University guidelines.
15. Benefit in the mess may be given to some students at least for one month per semester
depending on their academic performance in the semester. List of beneficiary and benefit
amount will be finalized by the mess committee.
