Access Program
offers tax credits
to landowners


Landowners have until March
15th to submit applications to
Montana Fish, Wildlife, & Parks
for enrollment in a unique publicaccess program that may qualify
them for up to $2,000 in annual
tax credits.

Through the Unlocking State
Lands program, a landowner
who enters into a contractual
agreement with FWP to allow
public recreational access across
private land to reach a parcel of
otherwise inaccessible state land
is entitled to receive a $500 annual
tax credit per contractwith a
maximum of four contracts per
year.
The innovative Unlocking
State Lands program is a product
of House Bill 444, introduced
in the 2013 Legislature by
Representative Tom Jacobson
from Great Falls.
The concept of offering a
tax credit in exchange for public
access across private land to reach
state land is a first of its kind in the
nation, as far as weve been able

A record number of people watched the New


England Patriots dramatic 10-point come-from-behind
thriller against the Seattle Seahawks.
114.4 million viewers watched Super Bowl XLIX,
NBC announced. That number easily trumped the
112.2 million-record from last years Seahawks-Broncos
matchup.
Viewership on Sunday peaked at 120.8 million
between 9:45 and 10 p.m. ET as the Patriots made their
fourth-quarter comeback.

The 47.5 household rating is the best in 30 seasons,
since Super Bowl XX in January 1986.
Boston was the No. 1 metered market in the U.S.,
while Seattle was tied for 17th probably because
everyone from Seattle was in Phoenix.
The Katy Perry halftime show averaged 118.5
million viewers and a 48.2 average household rating,
both of which are also records. Perry earned 3 million
more viewers than last years halftime show.

TV isnt the only place where the Super Bowl starred.
Social media also fluttered with every touchdown and
Perry wardrobe change.
According to Twitter, there were 395,000 tweets
per minute when Malcolm Butler intercepted Russell
Wilsons pass with 20 seconds remaining. There were
also 379,000 tweets per minute when the game ended
with a Pats victory.

Democrats Filibuster
Homeland Security Funding

In an effort to support President Obamas amnesty


for illegal immigrants, US Senate Democrats filibustered
a funding bill for the Department of Homeland Security.
As Politico reports: As expected, Senate Democrats
blocked a funding bill for the Department of Homeland
Security on Tuesday protesting GOP-written provisions
that would gut years of the Obama administrations directives
on immigration. The unanswered question remains: What
comes next?

Back on January 10th, Senator Jon Tester had this to
say in The Wall Street Journal: Bill to Defund Homeland
Security Unlikely to Pass Senate

An aide to Sen. Jon Tester (D., Mont.) said the senator
is opposed to using the Homeland Security budget to roll
back the executive order. Mr. Tester said in a statement:
If the House had passed the comprehensive, bipartisan
immigration bill that the Senate passed a year and a half
ago, we wouldnt be having this conversation right now.
I wish the president wouldnt have gone out on his own,
but threatening the Department of Homeland Securitys
budget doesnt solve the immigration crisis or strengthen
our borders.

There has been a failure with one of the radial arm gates at
Vandalia Dam. These are the gates that hold water back
for diversion to the main irrigation canal. There is a plan in
place to repair the damage for irrigation 2015.

Who Is Valley County Conservation District?



Conservation Districts grew from public concern
for the condition of our natural resources in the early
1930s. Poor farming practices, in combination with
the unusually harsh weather, caused massive soil
erosion.
In 1935, the U.S. Congress declared soil and
water conservation to be national policy with the
passage of Public Law 46. At the state level, the
Montana Conservation District Law (Section 76-15101 et seq., MCA) was enacted in 1939 to allow land
users to form soil and water conservation districts.
Today, Montanas 58 conservation districts
provide local citizens with an opportunity to shape
resource planning in their areas. A non-paid 7
member board of supervisors governs the activities
of a conservation district.
The Valley County Conservation District
(VCCD)was formed June 21, 1945, in Nashua.
The District was originally called the Nashua Soil
Conservation District, with the original application
being signed by J.M. Sholtus and Fred Rusher.
The Districts name was changed on May 11,
1954, to Valley County Soil Conservation District; on
January 12, 1962, to the Valley County Soil & Water
Conservation District and on August 25, 1971, to the
Valley County Conservation District.
Currently serving on the board are: Chariman
Jeff Pattison, Glasgow Area II; Vice-Chairman/
Treasurer Nancy Heins, Urban Supervisor Fort Peck;
Supervisor Jody Mason, Richland Area I, Supervisor
Ron Stoneberg, Hinsdale Area III, Supervisor Ron
Garwood, Nashua Area IV. Currently Area V and
one urban supervisor positions are vacant. Serving
as Associate Supervisors are: Sierra StonebergHolt, Dick Rohde, Allen Bunk and Marvin Tarum.
Assisting the supervisors is District Administrator
Penny Shipp. The office is located in the USDA
Building on US Highway 2 West of Glasgow.

VCCD administers The Natural Streambed and


Land Preservation Act, also known as the 310 Law,
promotes conservation education and awareness
, is a member of the Montana Salinity Control
Association, offers trees and shrubs for sale, works
closely with USDA NRCS, and is involved in many
other conservation based activities too numerous to
list. VCCD sponsored and will oversee Valley County
Bison Ordinance NO. 2014-1.

many years of dedicated
service he gave to Valley
County and its natural
resources. It truly was an
honor to be nominated
and selected to fill his
Supervisor position on
the Valley County Conservation District Board of
Supervisors.
I spent 32 years working for MT Fish, Wildlife
and Parks and was involved with various species and
projects throughout Eastern Montana. Following my
retirement in 2003 and the death of my father-in-law
in 2004, my wife Rose and I moved to Timber Creek
and took over the management of the Anderson
Ranch (Horse Ranch). One of our goals over the last
10 years has been to improve the rangelands while
observing the natural processes affecting this fragile
environment.

There are many changes steamrolling towards us
these days. Most do not bode well for the residents
of these rural areas. One of the biggest problems
