Technical Specification for 60 KVA and 10KVA Full

Automatic Diesel Generating Set
The intent of this specification is to describe Generator with accessories
to be used by city Government of Addis Ababa Cleansing Management
Agency. The generator shall be constructed, assembled and equipped as
per standard and current.
The following technical specification is the minimum acceptable range to
describe the generator. Thus bidders can supply a product which exceeds
the minimum acceptable range.

Therefore the technical offer of the bidders shall be evaluated as per the
following

1. General

Generator Circuit Breaker

The circuit breaker in the generator panel shall be of the

molded case circuit breaker (MCCB) type, rated for the
generator output. The breaker shall be installed as a load circuit
interrupting and protection device. It shall operate both
manually for normal switching functions and automatically
during over load and short circuit conditions. The generator
shall be capable of withstanding a minimum 30-second 3 phase
short circuit at its terminal when operating at full load and

5. Control Board
The control Panel of generating sets shall incorporate all
instrumentations relays mentioned above.

8. Specific fuel consumption of the engine in L/Kwhr at 100, 75, and
50% of rated load should be stated.
9. De rating factor for (alternator and Engine) showing the maximum
power at different altitude and temperatures should be attached
10. List of recommended spare parts for 3000hrs operation shall be
prepared and filling out price of each item.
11. Manufacturer broachers and other supporting documents relevant
for the purpose should be attached.
12. Cost of installation and installation material should be included in
the quotation.
13. Bidders should produce documentary evidence which justify past
performance and capable of similar assignment.
14. Bidders should submit the manufacturers authorization to
demonstrate that it has been duly authorized by the manufacturer to
supply these goods in the purchasers country.
15. All pages of the bid shall be signed by the bidder or a person duly
authorized.

N.B. The rated site output shall be analyzed taking into account the
continuous prime power.
16. Inspection and Tests
Inspection and testes shall be carried out by the purchasers
nominated agent at its receiving point.

Technical Evaluation Criteria

A. Technical Mandatory Criteria
1. Guaranteed characteristics should be as per the tender.
2. Bidder should submit the manufacturers Authorization

to

demonstrate that it has been duly authorized by the manufacturer to

supply these goods in the purchasers country
3. ISO Certificate should be submitted with the bid
4. The engine protection system shall ensure automatic shut down to
protect the engine from damage due to the following abnormal
conditions:
Low lubricating oil pressure
High cooling water temperature
Over speed
Engine over crank
5. The generator set should be full automatic and canopy (sound
attenuated) type with automatic mains failure (AMF) and automatic
transfer switch (ATS). The bidder shall guarantee the provision of
spare parts and after sale service. (Diesel generator without pre heater
and automatic battery charger could not serve as a full automatic
diesel generator.)
6. All pages of the bid shall be signed by the bidder or a person duly
authorized
Note: - Bids that fail to meet any of the mandatory criteria will be
considered non responsive.

B. Technical Rated Criteria

Only bids that meet mandatory criteria will be subjected to point rating
as applicable.
1. Technical Specification. (Point 50%)
2. Previous similar Experience (Number of contracts performed). (Point
20%)
3. Delivery time. (Point 10%)
4. Warranty period. (Point 10%)
5. Equipment and manpower for repair and maintenance (Point 10%)
A proposal shall be rejected at this stage if it is fail to achieve the minimum
technical score, which is 70%.
Total weight given to Technical Proposal is 70%
Total weight given to Financial Proposal 30%
The lowest financial proposal (FP) will be given a financial score of 100 points.
The financial score (FS) the other financial proposals will be computed as:

FS=100xFP/F where F is the bid price of the proposal under consideration

Proposal will be ranked to total score (S) of their combined technical score (TS)
and financial Score (FS) using the given weight.
S=(TSxT/100)+(FSxF/100) where T is the weight given to the technical
proposal and F is the weight given to the Financial proposal.
The bidder achieving the highest combined total score will be invited for
negotiation.
