Overview & Challenges


300 block of Utah Street is mixed-use, zoned for Residen<al (RH-3)
and Commercial (PDR-1-G)
17th Street is the primary thoroughfare and main bicycle route in and
out of the Southeast sec<on of the City
Morning and evening commute hours are jammed with cars, cyclists,
pedestrians and delivery vehicles
17th Street + Utah Street is a highly congested and challenging
intersec<on to navigate

No stop signs or stop lights to provide trac control for safe crossing
Vehicles oQen block the intersec<on with trac overowing onto Utah Street
while wai<ng for the Potrero Avenue stop lights to change
Vehicles and bicycles rarely stop for pedestrians at the crosswalk

Muncherys arrival on the 300 block


of Utah Street has created a major

Munchery Employees Disrespect Neighbors


1/23/2015 approx. 10AM: A neighbor was circling the block 3 <mes when another neighbor
walked into Munchery and asked a Munchery employee to move one personal car so she
could park. The neighbor men<oned she had two children in the vehicle. His reply was,
Which parking spot had my name on it?. The neighbor got mad and the conversa<on got
heated up. She passed by and I said, That was her fourth <me while I was out and he should
move for her. The neighbor then leQ.
The Munchery employee could have been more respectul when replying and possibly
accommoda<ng by saying that he would try to clear a personal spot for the neighbor and
her kids that had been circling the block.
1/25/2015 approx. 10AM: A Munchery employee yelled and provoked a neighbor when
asked to stop disturbing the neighborhood due to his banging on the rollup door rather than
calling someone on the inside, ringing a bell, etc.
The Munchery employee should have been respectul and accommoda<ng rather than
leung it escalate to a hos<le situa<on where he was inci<ng the neighbor to "come here
and tell him that to his face. Munchery employees had to pull him inside the building.

Thank You: Munchery management apologized to the neighbor regarding the second incident for the
unacceptable treatment and further inves<gated the maier to take appropriate ac<ons.

! How many spaces are being requested?

Stop Signs at 17th Street + Utah Street Intersec<on

! Has there been a request for stop signs by the Munchery?


! If not, neighbors can ini<ate this request due to the challenges in naviga<ng the
intersec<on per slide 2 . Because parking spaces are blocked or taken by Munchery
vehicles, we are forced to drive through this intersec<on to nd parking on adjacent
blocks.

Tree Plan<ng & Sidewalk Permit Status

! When will this be nalized and trees planted?


! Parking and sidewalk issues will have further limita<ons once street trees are
planted, E.g. Munchery delivery trucks & vans will extend 21 into the southbound
drive lane as they will only be able to encroach 42 into sidewalk as opposed to 84.

Summoning/Expedi<ng System for Delivery Drivers Status

When will this be up and running? Munchery talked about puung a system in
opera<on prior to move-in so Delivery Drivers could wait osite and then drive up to
get their orders when summoned.

To Park a vehicle in any orienta<on other than at the angle to the curb or edge of the roadway indicated by signs or
markings, or in any Parking Space equipped with a Parking Meter in any orienta<on other than with the front of the vehicle

SEC. 10.2.10. STREET CLEANING PARKING RESTRICTIONS.

To Park any vehicle on any street on the days, and between the hours posted with signs giving no<ce of the days and hours
that Parking is prohibited on that side of the street in order to allow street sweeping; provided that such prohibi<on shall
not apply to a vehicle which is parked during the days and hours that Parking is prohibited aQer the street sweeper has

SEC. 10.2.21. IDLING PRIVATELY OWNED MOTOR COACH ENGINE WHILE PARKED.

To cause or permit the engine of a privately owned motor coach to idle while Parked upon any public right-of-way within the
City for more than ve minutes; provided, however, that if such motor coach is temporarily stopped for the sole purpose of
loading or unloading passengers, it may idle no longer than is reasonably necessary to load or unload passengers. (60.5)

6. RESIDENTIAL PERMIT PARKING

In permit areas you must move your vehicle aQer the posted <me limit (typically 1 to 2 hours) if you don't have a permit.
The law requires you to move one block away or at least one-tenth (1/10) of a mileabout 500 feet. Do not drive around
and then park in the same block, or you can be <cketed! Give Others Room to Park.

MAXIMIZE PARKING AVAILABILITY

In areas where there are not spaces marked by painted lines, pull as close to the vehicles in front or behind you as possible
while leaving enough space (18 inches) for them to exit. And remember, motorcycles and small vehicles park too! This may
be the reason for irregular space between parked cars.

MOTORCYCLE PARKING ON SIDEWALKS ILLEGAL: CA Codes 22502, 22503.5

Q: What are the rules for motorcycle parking? Is it OK to park a motorcycle or scooter on the sidewalk if I leave plenty of
room for pedestrians to get by?
A: You cannot park a motorcycle or scooter on the sidewalk. Motorcycles are subject to the same rules and regula<ons as
automobiles.

MINIMUM SIDEWALK WIDTH 36 INCH PASSAGEWAY: SF Codes / CA Codes 22500, 22507.2

Q: What's the minimum space I need to leave on the sidewalk for pedestrians to get by? Who "owns" the sidewalk and how
wide is it supposed to be? Is there an ADA rule about the minimum allowed width of the sidewalk?
A: It is never legal to park on the sidewalk. Sidewalk widths vary on a site-by-site basis and are under the purview of the
DPW, which keeps the records on sidewalk widths around the city. The sidewalk is owned by the city, but the property
owner is liable for maintaining it. The minimum sidewalk width conforming to ADA requirements is 36 inches, but it is
generally accepted that new construc<on should be at least 60 inches wide, if possible.

10. DOUBLE-PARKING: CA Code 22500


No person shall stop, park, or leave standing any vehicle whether aiended or unaiended, except when
necessary to avoid conict with other trac or in compliance with the direc<ons of a peace ocer or ocial
trac control device, in any of the following places:
(h) On the roadway side of any vehicle stopped, parked, or standing at the curb or edge of a highway, except
for a school bus when stopped to load or unload pupils in a business or residence district where the speed limit
is 25 miles per hour or less.

11. DOUBLE-PARKING EXCLUSIONS FOR COMMERCIAL VEHICLES: CA Code 22502


(b) (1) The provisions of subdivision (a) or (e) do not apply to a commercial vehicle if a varia<on from the
requirements of subdivision (a) or (e) is reasonably necessary to accomplish the loading or unloading of
merchandise or passengers on, or from, a vehicle and while anything connected with the loading, or
unloading, is being executed.
