DILG R-3 Holds Roadmap Setting cum Continuing Legal Education

The Department of the Interior and


Local Government Region 3 held a Roadmap
Setting activity cum Continuing Legal
Education (CLE) on April 1-2, 2013 at
Maharajah Hotel, Angeles City.
The activity, participated in by
Provincial and City Directors, Cluster Heads
and Team Leaders, Division Chiefs, Planning

concerned was aimed to enable the
participants to have basic knowledge on the initial roadmap on DILG programs, projects and
activities for CY 2014-2016. Likewise, through the CLE, participants knowledge on legal
education are updated to enable them to be more efficient in addressing legal matters in their
respective AORs.
RD Florida Dijan, in her opening message highlighted the importance of the activity and
encouraged them to renew their faith and commitment in the DILG. As men and women of
DILG, our mandate is to serve and protect, she further said. This is because of the Departments
responsibility in general supervision over LGUs which will certainly lead in upholding citizens
welfare.

discussed the Framework of the DILG,
followed by the presentation of Pampanga
Provincial Director Myrvi Fabias draft
programs and projects for FY 2014-2016
crafted during the National Roadmap
Setting. Participants engaged in a workshop
particularly their recommendations on the
programs for the next three years.

Updates on different programs and activities attended were also presented by OIC
Assistant Regional Director and Nueva Ecija Provincial Director Abraham Pascua, Division Chiefs
and focal persons.
On the second day, Regional Legal Officer Atty. Myron Cunanan led the discussion of
Election Law Cases, Legal Opinions and other Department Issuances and clarified some issues
and concerns of participants.

DILG R3 conducted coordination meeting with the Regional Heads and representatives of
the different National Government Agencies (NGAs) involved in the Balik-Probinsya Program
of the Present Administration and the Local
Officials and Functionaries of the Programs
Receiving LGU, the Municipality of Doa
Remedios Trinidad, Bulacan. Also invited in
the meeting were the Representatives of the
National
Convergence
Initiative for
Sustainable Rural Development (NCI-SRD)
and OIC-Provincial Director Darwin D. David
of DILG Bulacan.

The Balik Probinsya Program is one of the priority


programs of the present administration under the DA-DAR-DENR-DILG National Convergence
Initiative for Sustainable Rural Development. Its primary objective is to pull out Informal Settler
Families (ISFs) from the crowded Metro Manila and relocate them to nearby provinces. What
differentiates this program from other housing projects is that relocatees shall be provided with
livelihood opportunities such as agro farming. The Program shall also identify ISFs beneficiaries
that are located in the Receiving LGU. Other Receiving LGUs of the Program are the
Municipalities of Tagkawayan in Quezon and Oas in Albay.
The core members of the convergence are the
Department of Agrarian Reform (DAR), Department of
Environment and Natural Resources (DENR) and
Department of the Interior and Local Government (DILG)
and headed by the Department of Agriculture
(DA). Support NGAs include the DPWH, DOH, DSWD,
HUDCC, NHA and others.
Presided over by RD Florida M. Dijan of DILG R3,
the coordination meeting was held last April 8, 2013 at the Conference Room, DILG R3 Building,
DMGC, Maimpis, City of San Fernando, Pampanga. Its main agenda is to address issues and
concerns of the Receiving LGUs relative to the program and the identification of the next steps
to be undertaken for its smooth implementation.
Regional Heads present during the meeting were Engr. Antonio V. Molano, Jr., Regional Director
of DPWH R3 and Dir. Sofio A. Quintana, Regional Technical Director of DENR 3.

DILG R3 SPEARHEADS THE CONDUCT OF ORIENTATION-BRIEFING ON UDHA


DILG Region III, in partnership with HUDCC,
spearheaded the conduct of the one-day Orientation on
Urban Development and Housing Act (UDHA) for Local
Housing Board for the 94 Local Government Units within
the Manila Bay Watershed Area from April 4 to 16, 2013.
Participants to the activity are the Local Planning and
Development Officers, Local Engineer, Sanggunian
Secretaries, Local Social Welfare and Development Officers
and the DILG Officers concerned from the provinces of
Bataan, Bulacan, Nueva Ecija, Pampanga and Tarlac. The
activity was aimed at institutionalizing the Local Housing
Boards (LHBs) in LGUs.

RD Florida Dijan, in her message, emphasized


the roles of DILG and LGU in the organization of the
LHBs. Likewise, ARD Abraham Pascua mentioned
that planning for the informal and informal settlers
should be a priority since the development and rapid
urbanization is now extending outside Metro Manila
especially in Central Luzon where three major
highways consisting of the North Luzon Expressway
(NLEX), Subic-Clark Expressway (SCTEX) and TarlacPangasinan-La Union Expressway passes through the
region.

Proclamation Group of HUDCC, together with Ms. Corazon
de Leon of HUDCC and Ms. Inez Gonzales of NHA served as
resource speakers during the activity.
The series of orientations were facilitated by the
Informal Settler Families Unit-Monitoring and Evaluation
Division headed by LGOO VII Lerrie S. Hernandez.
