POSITION DESCRIPTION

Position Title:

Information Technology Manager (IT Manager)

Location:

Sydney North Shore and Beaches Local- St Leonards/Frenchs Forest

Reporting to:

Executive General Manager Corporate Services

1.

Purpose of the Position

The IT Manager is responsible for identifying the strategic objectives of the information communications and
technology function within the Sydney North Shore and Beaches Medicare Local (SNSBML) and implementing
robust operational plans to deliver on identified strategic key performance indicators.
This is a leadership role with a broad remit to ensure the critical operations of Information, Communications and
Technology (ICT), are managed to enable the delivery of the SNSBMLs strategic and operational objectives.
Relationship management is integral to the role. In addition the role has a requirement to identify and deliver
SNSBMLs knowledge management systems and processes. The IT Manager has responsibility for a small team in
a rapidly expanding primary healthcare business to deliver outcomes identified below and the position reports to
the Executive General Manager - Corporate Services (EGM-CS)

Key Outcomes

IT strategic plan and IT roadmap in place, leveraging information technology and communications (ICT) to
ensure alignment to SNSBMLs overall strategic plan.

Effective ICT business systems and infrastructure to support SNSBMLs operations and programs, in
compliance with statutory and regulatory requirements.

Approved knowledge management plan implemented, and corporate knowledge across the business is
recognised, captured and accessible.

Effective management of outsourced service level agreements for any ICT and or knowledge management
service.

Productivity tools (CRM, databases, websites, file systems, business intelligence, telephony, email etc) are
accessible to internal stakeholders with minimum downtime and disruption to operations and programs.

Strategic objectives of the organisation achieved with the active and constructive contribution of the IT
Manager as a member of the SNSBML Management Team.

Key Responsibilities

Information Communication and Technology

Develop the ICT strategic plan and IT roadmap addressing short, medium and long term objectives to
ensure SNSBMLs infrastructure and resource capabilities can support SNSBML strategic plans.

Operationalise the strategic plan through the annual ICT operating plans and the implementation of key
milestones identified.

Develop the annual operating budget and manage the IT budget in consultation with the Executive General
Manager - Corporate Services

Identify and report regularly on ICT key performance indicators to the SNSBML Management Team.

Provide specialist ICT information and advice as required to senior management, executive and staff.

Provide ICT guidance and support to the eHealth program.

Identify and implement internal training across the SNSBML to ensure SNSBML staff have the skills
andcapabilities to leverage ICT productivity improvement opportunities.

Manage third party ICT contracts and service level agreements to ensure value to SNSBML.

Ensure a continuous improvement focus on ICT service levels to SNSBML requirements.

Develop business case scenarios and board decision papers.

Research ICT products, services and best practices to look for innovative solutions to optimise internal
systems efficiencies.

Manage the infrastructure for SNSBMLs external website and internal intranet presences.

Work with internal stakeholders to optimise their use of the infrastructure in areas of social media (website),
community engagement (database access and management) and other business systems such as those
supporting risk management, human resources etc.

Integrate ICT services for seamless and efficient support.

General

Comply with contractual obligations and deliverables as contained in the various approved Department
ofHealth Annual Plans.

Contribute towards SNSBMLs overall strategic direction including the implementation of the organisations
strategic plan.

Respect the confidentiality of patients and general practice in line with the organisations related
policies,procedures and the Privacy Act.

Comply with the organisations policies and procedures.

Participate in the organisations Accreditation requirements.

Comply with responsibilities under the relevant Workplace Health and Safety legislation and report
asnecessary any untoward accident, incident or potentially hazardous environment.

Delegations & Authority


Delegations and authorities for this position are as per SNSBML Chart of Delegations Protocol.

Person Specifications

Essential Criteria

Bachelors Degree in Information Technology or similar.

Demonstrated management and leadership of systems, solutions, projects and people.

A minimum of 4 - 5 years of ICT experience

Demonstrated problem solving skills.

Demonstrated high level of communication skills, both written and oral, including interpersonal, negotiation
and consultation skills.

Demonstrated experience in developing strategy and improving business systems, policies and
procedures.

Demonstrated knowledge management experience.

Desirable Criteria

Demonstrated experience in collaborating with non technical IT managers and employees

Experience in ICT supporting marketing and communications initiatives.

Knowledge of IT governance frameworks such as ITIL

Knowledge of Australian Health Care Reform and a key initiative within it, e-Health records management.

Special Conditions

Some out of hours work on evenings and/or weekends may be required for which time off in lieu may be
taken.

Intrastate, interstate or international travel may be necessary.

Appointment Pre-requisites

Certification of tertiary qualifications and professional memberships.

Current NSW drivers licence and access to a comprehensively insured motor vehicle.

National Police Clearance Certificate (successful applicants).

Working With Children Check (or willing to consent for a check to be performed).

Functional pre-employment health check

Reporting Relationship
This position reports to the Executive General Manager Corporate Services and will have a small team of
direct reports.
