can.”

The unforgettable 3 decades past

Since I started writing the column Henceforth
30 years ago, I have been consistently dealing
with the future impacts of current events,
futuristics having been my passion for the past
40 years of my 60-year professional journalistic
life. But this time, I am writing it for Mabuhay’s
30th anniversary. So let me briefly walk you
through the past three decades of our journey
through this life.
We went through a national crisis which saw
the end of the Marcos dictatorship in 1986.
People Power One forced the exile of former
President Ferdinand Marcos, his family and
some cronies to Hawaii where he died. The en-
tire nation rejoiced as the initially revolution-
ary government of President Corazon Aquino

Qaeda that bombed the American heartland in
2000. The event known as 9/11 introduced new
technologies a.k.a. suicide human bombers) and
his armed guerillas to defeat the Russian mili-
tary in 1991..

Journalism as widow maker
“IS it necessary that journalism
be a widow-maker craft?”
We raised that question eight
years ago. By then, journalists
killed on duty had reached 40.
That did not include those sal-
vaged under Ferdinand Marcos’
“New Society”. Headcounts re-
sumed after People Power.
“It’s one of the world’s worst
records,” International Press In-
stitute said then. But worse was
to come.
Just before 30 journalists were
slaughtered in Maguindano, last
November, the body count al-
ready exceeded 70, the Philippine
Press Institute and Center for
Media Freedom reported. No
murderers or masterminds have
been nailed.
The November massacre of 30
journalists and 27 civilians, out-
side Ampatuan town, saw the
Philippines top the list of five
“most murderous countries for
journalists. The others, on the
New-York-based Committee to
Protect Journalists’ list titled
“Marked for Death”, included
Iraq, Colombia, Bangladesh and
Russia.
We didn’t come to this mess
overnight. Inept law enforcers,
linked to the underworld, and
zero convictions, spawned a per-

Our constants and variables
OUR life can be described in
mathematical terms, with con-
stants and variables making up
the elements and factors in the
equation. Of course, this is just
an aid—not meant to capture all
of life’s nuances--but it can give
light to our situation.
Yes, we have constants and
variables in our life. It’s good to
know them as well as how to
blend them together. There are
things that are absolute and oth-
ers that have a relative value,
things necessary and contingent,
fixed and movable.
We have to outgrow the pre-
dicament of the ancient Greek
world where one camp, headed
by Parmenides, said everything
is permanent, nothing changes,
while Heraclitus of the other
camp said everything changes,
nothing is fixed.
Among the constants in our
life is God, his existence, his
goodness, his power, his mercy
and love for us, etc. He is the ab-
solutely necessary being in
whom we should trust and love
all the time. In fact, our sense of
what is constant and what can
be considered variable depends

Cracking under pleasure
IN the past it was more common
to hear people “cracking under
pressure” but today, unfortu-
nately there are more and more
teens –especially among boys–
who are cracking under pleasure.
Kevin Ryan, in a very intrigu-
ing article: “Boys will be …
doofuses? Educating boys has
never been easy. Why have we
made it hellishly hard?” (http://
www.mercatornet.com/sections/

boys_will_be_doofuses/) dis-
cusses some factors leading to the
underperformance among males.
He cites Mark Penn, a guru in
social trends, who believes that
things for men are getting out of
hand as statistics reveal how they
are “lagging women in every ma-
nicious “culture of impunity.”
President Gloria Macapgal Ar-
royo benefited from rule by the
Ampatuans, the Economist notes.
Her administration tolerated the
mushrooming of 132 private
armies of local warlords.
Did we, in the press, fail to
play our role as society’s “early
warning system”? Can we really
say: Nothing prepared us for
Maguindanao?
Fragmentary reports on
“Chainsaw Murders” in that
province filtered out for years.
Commission on Audit reports
documented repeated failure by
Maguindanao officials to account
for IRA and other funds. A cli-
mate of fear blanketed the prov-
ince. The Ombudsman turned a
blind eye to clan “unexplained
wealth.
Did we fail to connect the dots
yesterday? And did that lapse re-
sult in today’s widows of slain
journalists?

Legarta and Mary Jean Merisco
refer to each other as 17, 20 and
19 — numbers assigned by the
police to their husbands’ bodies,”
Vera Files’ Mylah Reyes-Roque
wrote.
Norma Parcon recalls her
husband’s body’ was recovered
on our faith and love of God.
We should not allow this faith
and love of God to be diluted by
our purely human affairs and
concerns. Whatever be the twists
and turns of our life, may it be
that our faith and love of God al-
ways remain, and can even grow
stronger with every trial.
We have the capability for
that. Our faith tells us that God
never scrimps on his grace for us.
He is quite lavish in giving it—
“Where sin has abounded, grace
has abounded even more.” And
our nature has the capacity to be
raised beyond its usual limits,
because there’s something spiri-
tual in it that is open to infinite
possibilities.
This faith and love of God
should be with us to resolve ev-
erything in our life, no matter
how humanly insolvable it is. We
need to be reminded more often
and more deeply of this truth,
since we tend to get stuck with
the uncertainties of our human
affairs.

and control everything, such
that we can fall into the funny

health, from education to employ-

Mr. Ryan believes that overin-
dulgence in pleasure, among the
many other possible causes, is
one of the culprits for this decline
in the socio-academic skills in
both young and older males.
Boy’s today experience less pres-
sure in forms of exposure to real
hard work (i.e. as working in a
farm or a store under their
father’s supervision) and being
disciplined when they got drunk
or got into a fight, and being un-
der the constant guide of adults
in preparation for a responsible
manhood.

Has the history of Philippine
journalism been split into two
new periods? Is “BA” , now fol-
lowed by AA?. “Before Ampa-
tuan” and “After Ampatuan”?
Until Maguindanao, profes-
sors informally saw journalism
history as sliced into two chunks:
“BD” and “AD”
“BD” was shorthand for “Be-
fore Dictatorship”. It’s cut off
point was Proclamation 1081
which Ferdinand Marcos used to
silence a free press. “AD” stood
for “After Dictatorship” when
Corazon Aquino restored liber-
ties in the wake of People Power.

situation of thinking that every-
thing absolutely depends on us.
There’s no more room for a sense
of abandonment in God’s provi-
dence.
The ideal attitude, to my
mind, is that given our nature as
free and intelligent beings, it’s
proper to think that everything
depends on us. But since our in-
telligence and will have God as
their source and object, we
should always realize that every-
thing first of all depends on God.
We have to find a way to merge
these two mentalities in us.
Anyway, this tendency to con-
trol everything can start imper-
ceptibly in us in that almost au-
tomatic reaction of always mak-
ing rash judgments on anything
we see. Many times these judg-
ments go uncorrected and made
to end in more bizarre conclu-
sions.
Instead of seeing things with
the eyes of God, that is, with
love, with understanding and
compassion, with eagerness to
forgive and to help, we just al-
low our own weaknesses and bi-
ases to guide us.

El Niño phenomenon
NOT too many Filipinos are
aware that we are now experi-
encing the El Niño phenomenon,
which will last until middle of
2010, according to the Philippine
Atmospheric, Geophysical and
Astronomical Services Adminis-
tration (PAGASA).
This is the reason why the
Department of Agriculture (DA)
has already created a task force
which would carry out mitigat-
ing measures to avert the ad-
verse effects of the dry-spell on
food production of the country.
The mitigation programs will
be implemented in 23 “highly
vulnerable” areas. In Mindanao,
the identified provinces are
Sarangani, South Cotabato, Mi-
samis Oriental, and Zamboanga
City. From Visayas, the following
areas have been listed: Capiz,
Iloilo, and Negros Occidental.
The remaining areas are from
Luzon: Ilocos Sur, Ilocos Norte,
La Union, Pangasinan, Cagayan,
Aurora, Bataan, Bulacan, Nueva
Ecija, Pampanga, Tarlac, Zam-
bales, Cavite, Rizal, Occidental
Mindoro, and Palawan.
In addition, 24 “moderately
vulnerable” areas are included.
These are Davao City and the
provinces of Davao, Bukidnon,
Zamboanga Norte, Zamboanga
Sibugay, Zamboanga Sur, Abra,
Apayao, Benguet, Ifugao, Mt
Province, Isabela, Nueva Viz-
caya, Quirino, Batangas, La-
guna, Quezon, Romblon, Sor-
sogon, Aklan, Antique, Bohol,
and Samar.
The country’s weather bu-
reau defines El Niño in these
words: “large scale oceano-
graphic/meteorological phenom-
enon that develops in the Pacific

I LIKE 3-in-1 combinations, and
this is the reason why I was so
thrilled to come across a technol-
ogy that would not only provide
affordable housing, it would also
clean the environment and cre-
ate livelihood. Architect Resty
Rosales is not yet a CNN hero,
but I think he is close to that al-
ready, after the government of
Equatorial Guinea has asked him
to bring his invention to that Af-
rican country. When I met Resty,
it did not take me too long to re-
alize that his technology is the
missing link that I have been
looking for, the “killer app” that
could speed up the local imple-
mentation of Human Develop-
ment Index (HDI) programs per-
taining to the reduction of pov-
erty, illiteracy and mortality.
That’s right, it does not only have
3-in-1 benefits — the invention
could also potentially address the
three HDI challenges in one
swoop.
Resty’s invention utilizes a
commercially available fiber ce-
ment board, but that is not where
his genius lies. To cut a long story
short, he has developed a method
of mixing shredded recycled plas-
tic with cement, in effect using
this mix as fillers in between the
cement boards. As a result, the
finished walls or panels are stur-
dier, due perhaps to the fibrous
nature of the plastic.
Proving himself to be a good
organizer as well, Resty has mo-
bilized the young people from his
hometown in Marinduque to go
around once a week in motor-
cycles to do clean up drives, pick-

Scientists claim that the
oceans, especially the Pacific, ex-
ert a powerful effect on world cli-
mate through the sheer mass
transport of heat and the evapo-
ration of water. The water vapor
thus produced condenses to form
storm clouds, releasing latent
heat into the atmosphere in the
process.
This provides the atmos-
phere’s largest single heat
source, and the higher the ocean
temperature in a given location,
the greater the production of
water vapor, clouds and atmo-
spheric heat. The climate
system’s complex internal link-
ages, only partly understood by
scientists, determine how the
clouds and heat are distributed
around the world.
El Niño starts when, through
causes not well understood by
scientists, prevailing easterly
winds slacken at the equator, al-
lowing a broad but subtle wave
of warm water from the western
Pacific to flow eastward toward
South America. El Niño is Span-
ish for “the boy” and refers to
the Christ child, because periodic
warming in the Pacific near
South America is usually noticed
around Christmas.
Wikipedia shares this infor-
mation: “Because El Niño’s
warm pool feeds thunderstorms
above, it creates increased rain-
fall across the east-central and
eastern Pacific Ocean. The ef-
fects of El Niño in South Ame-
rica are direct and stronger than

By his own estimate, Resty
says that he could build houses
at half the price of commercially
built designs, using community
labor to assemble his projects.
Yes, his houses are designed like
Lego blocks, easy enough to be
assembled by anyone in the com-
munity who is willing to help.
Taking off from another angle,
Rotarian Ronald Yap of Quezon
City is refurbishing used shipping
containers into homes and offices
that are very reasonably priced.
Although his buildings are meant
to be for temporary use, these are
built to last for a long time.
Businessman Ed Manuel is in
the business of building yachts
and luxury boats, but his enter-
prising spirit has recently taken
him in the direction of building
floating homes. His designs like
houses, but are fully functional
as boats. One prototype model is
already on display near the Yacht
Club.
Dr. Hernando Delizo is both a
medical doctor and a business-
man. Armed with an MD and an
MBA, he has built a conglomer-
ate of health oriented businesses,
all of which are bound by the
common objective of providing
access to affordable health care.
Resty, Ronald, Ed and Her-
nando are the first four business-

invitation to form a Social Enterprise Network (SEN), a
consortium of service providers who all have their own
missions in corporate social responsibility (CSR). All have
agreed to make their products and services more afford-
able, in order to help in increasing access to public ser-
vices in line with the HDI goals.
The products of Ronald and Ed are good for quick de-
ployment. Upon receipt of an order, they could right away
deploy mobile (Ronald) and floating (Ed) structures that
could immediately be used as classrooms or clinics as the
case may be. While these temporary structures are being
used, Resty could already start building the permanent
structures. Once the fixed structures are done, the mo-
bile and floating units could already be pulled out.
As his contribution to this joint effort, Hernando has
agreed to provide the management of the health clinics,
always making it affordable for the patients from the lo-
cal communities. He happens to be the principal owner
of Clinica Manila and Perpetual Help Hospital Manila,
among others.
Social entrepreneurs are still in the business of mak-
ing money, but they believe that as they do that, they
could help by going out of their way to make local com-
munities gain easier and faster access to their products
and services, often by way of extending easier credit or
more discounted terms. This is the essence of SEN, and I
hope to invite more socially conscious businessmen to join
the network in the coming months.

kasing bahay at lupa ay nasa looban.
Ang nasa harapan po namin, palabas
sa kalsada, ay ‘yung pong bahay at
lupa ng nakakatanda naming kapatid
na ibinigay din sa kanilang mag-
asawa ng tatay namin.
Bale simula pa noong bata pa kami
ay doon na ang naging daanan namin
palabas. Ngayon pong ulila na ka-
ming lubos, nagkakaproblema po
kami sa tungkol sa pagdaan-daan sa
lupa ng kapatid namin. Sa ngayon ay
hindi maganda ang samahan namin.
Kapag mayroong hindi pagkakain-
tindihan ay pinagbabawalan kaming
dumaan sa lupa nila o di kaya ay may
maririnig ka na hindi maganda.
Nagreklamo po kami sa baranggay
para humingi ng right of way pero
hindi po sila (‘yung pong kapatid ko)
umattend sa hearing o paghaharap
na itinakda ng barangay. Ano po ang
laban namin para magkaroon ng
right of way para naman po maiwa-
san ‘yung pangha-harass sa amin.

SOME years ago, a cousin died in an

industrial accident. Loading railway
cars at a grain terminal, a cable
 from page 5 snapped, and literally cut him in half.
He died enroute to the hospital. He
was young and a talented athlete..
Tragic as was his death, his loved
ones had some consolations: His last
days had been good, his last touches
warm.
He dropped in for lunch with his
mother a few days prior to his death,
enjoyed a great visit, and, on leaving,
kissed her a warm goodbye, assuring
her of his affection. Earlier, he took
his youngest brother, who idolized
him, to watch baseball games.
He had, as far as anyone knew,
parted on peaceful terms with every-
one. Loading grain cars was his job.
And when that cable killed him, he
was standing where he was supposed
to be standing at that moment.
If he had not been there, someone
else would have been and that per-
son would have suffered his fate. He
died doing his job, working honestly,
a victim of contingency, standing
where he was supposed to be stand-
ing.
Ultimately that is all we can try
to assure for ourselves. We can try to
be standing where we are supposed
to be standing.
All of us, without exception, irre-
spective of age and health, are vul-
nerable, contingent, mortal, one
heartbeat away from leaving this
planet, one stroke away from losing
kapatid ninyo, pupuwede siyang

Sagot: Mr. Roxas, thank you for
trusting us with this question.
The answer is found in Article 895
of the Civil Code of the Philippines.
This article says, in its first para-
graph: The legitime of each of the
acknowledged natural children and
each of the natural children by legal
fiction shall consist of one-half of the
legitime of each of the legitimate chil-
dren or descendants.
It also adds: The legitime of an il-
legitimate child who is neither an
acknowledged natural, nor a natural
child by legal fiction, shall be equal
in every case to four-fifths of the le-
gitime of an acknowledged natural
child.
In its third paragraph, Art. 895
says: The legitime of the illegitimate
children shall be taken from the por-
tion of the estate at the free disposal
of the testator, provided that in no
case shall the total legitime of such
illegitimate children exceed that free
portion, and that the legitime of the
surviving spouse must first be fully
satisfied.
Under the Family Code, there is
no longer any distinction among ille-
gitimate children, in the manner that
Art. 895 referred to them.
Thus, at present, every children
born out of wedlock is now considered
illegitimate, and their right to share
from the inheritance is governed by
the first paragraph of the aforequoted
article.

We can be careful with our lives,
live prudently, try to ensure our own
safety and the safety of our loved
ones. But ultimately we are inad-

continued heartbeat.
So what can we do?
We can live prudent lives, care for
our health and safety, and, if we have
faith, we can pray for God’s protec-
tion and providence. These are good,
no doubt. But we can do something
else too, something even more impor-
tant.
We can try always to be standing
where we are supposed to be stand-
ing. We can try always to keep our
touches warm, in case they are our
last ones. We can have lunch with our
mother and assure her of our affec-
tion. We can take a loved one to a ball
game and we can try to be on peace-
ful terms with everyone.
In essence, we can be faithful, true
to those whom we love and true to
what we believe in. We can be at our
post, in commitment, love, and duty.
In the end, that is all we can do.
And in the end, that is enough.
Awareness of our vulnerability
and mortality is not meant to make
us morbid, timid about life, or guilty
about enjoyment. Nor is it meant to
make us other-worldly at the cost of
denigrating this life.
Conversely, it is not meant to drive
us to hedonism because life is short

nang ako ay makakuha ay iba ang
nasa record sa NSO, pati na ng aking
lugar ng kapanganakan gamit ‘yung
certification of live birth. Ang baybay
ng pangalan at petsa ng kapanga-
nakan ay di tugma sa aking gina-
gamit. Gusto ko po na maayos ang
entry nito. Ano po ang aking gagawin
para maayos ito, ganung narito ako

Pangalawa, upang maiwasto ang
mga maling impormasyong lumitaw
sa inyong birth certificate na authen-
ticated copy pa naman sa NSO,
kailangan po ninyong magsampa ng
kasong “petition for correction of en-
try in the civil registry.”
Isinasampa po ito sa Regional
Trial Court doon sa lugar kung saan
nakarehistro ang inyong certificate of
live birth.

are only two potential tragedies in
life, and that dying young is not one
of them. These are the two potential
tragedies: To live and to not love and
to love and to never express that af-
fection and appreciation. How true.
Maybe it’s my age. Or maybe it
was just an exceptional time, but dur-
ing the past year, not a single month
went by when death did not take
away someone I loved. More than
ever before, I have become aware of
how fragile is life. More superficially
this challenged me to look at my own
health: Am I taking proper care of
myself? Exercising enough? Eating
properly? Resting enough?
More deeply however it has chal-
lenged me to look at my wider health:
Am I standing where I’m supposed
to be standing? Am I being faithful
enough to who I am and what I be-
lieve in so as to be comfortable that,
if today is my last day, I am doing
what I’m supposed to be doing? Have
my touches been warm?
I try every day to be faithful - to
pray, to celebrate the Eucharist, to be
warm to people, to do my job as best
I can, knowing that, if I do that, I am
standing where I am supposed to be
standing, and that I can then enjoy
this wonderful life, without guilt or
fear, ready, standing in honesty—
should the cable snap.

pumapatak sa watershed. Ayon sa mga opisyal, ang kawalan ng ulan
ay palatandaan ng parating na “El Nino” at isa sa mga dahilan kung

tubig nito. Upang matugunan
ang kalagayang ito pinaplano na
ang pagsasagawa ng “cloud seed-
ing operations.”
Sapat naman ang tubig mula
sa Pantabangan Dam sa lala-
wigan ng Nueva Ecija, kaya’t
walang ipinangangamba ang mga
magsasaka sa nasabing lalawigan
maging sa silangang Pampanga
at sa hilagang bahagi ng mga
bayan ng San Miguel, San Il-
defonso at San Rafael na mata-
tagpuan sa hilagang Bulacan.
Ayon kay Gloria Carillo, hepe
ng provincial agriculture office,
umaabot sa 15,000 hanggang
18,000 ektarya ng bukirin sa
Bulacan ang tinaniman matapos
manalasa ang bagong Ondoy at
Pepeng sa lalawigan noong Set-
yembre at Oktubre.
Ngunit dahil sa napipintong

patubig ng magsasaka, tina-
tayang aabutin ng 10 porsiyento
o higit pa ng nasabing sukat ng
bukirin ang maaapektuhan.
Sinabi ni Carillo sa Mabuhay

ng nasabing bukirin ay naghabol
lamang ng tanim matapos ma-
salanta ng bagyong Ondoy at
Pepeng ang kanilang pananim na
ang ilan ay aainihin na lamang.
Ayon kina Jess Perez ng Na-
tional Irrigation Administration
(NIA) at magsasakang si Liza
Sacdalan ng Plaridel, ang pangu-
nahing maaapketuhan sa pagba-
bawas ng alokasyon sa patubig ay
mga bukirin sa dulo ng mga kanal
ng NIA.
Ang mga nasabing bukirin ay
matatagpuan sa mga bayan ng
Bocaue, Balagtas, Bulakan, Malo-
los, Paombong, Hagonoy, at Ca-
lumpit.
“Kulang na kulang na ang
tubig sa downstream,” ani Perez
patungkol sa mga bukirin sa mga
nasabing bayan.
Ito ay dahil sa binawasan na
ng 4 cubic meters/per second
(cms) of water ang alokasyon ng
Angat Dam sa NIA.
Ayon sa National Power Cor-
poration (Napocor), ang dating
alokasyon para sa patubig ay 38
cms, ngunit ito ay ibinaba na sa
34 cms.
Kaugnay nito, sinabi ni Ro-
dolfo German na malaki ang
posibilidad na muling magsasa-
gawa ng cloud seeding sa Angat
watershed upang madagdagan
ang nakatinggal na tubig sa dam.

Magtipid sa tubig, payo ng Napocor

NORZAGARAY, Bulacan—Dapat mag-
tipid sa paggamit sa tubig upang maiwasan
ang kakulangan sa paparating na maha-
bang tag-araw sanhi ng “El Niño” dahil
sa mababa na ang sukat ng tubig sa Angat
Dam. Ito ang payo ng National Power Cor-
poration (Napocor).
Bukod sa pagtitipid, malaki rin ang
posibilidad na bawasan ang alokasyong
tubig mula sa dam para sa inumin ng
Kalakhang Maynila at patubig ng mag-
sasaka sa Bulacan at Pampanga.
Ipinanukala na rin ang pagsasagawa
ng “cloud seeding” upang makalikha ng
ulan at mapunan ang paubos nang tubig
sa Angat Dam. Samantalang, sinabi ng
tagapamahala ng Pantabangan Dam sa
Nueva Ecija na may sapat silang patubig
sa magsasaka sa ibang bahagi ng Gitnang
Luzon.
Ang kalagayang ito ay nagpapaalala sa
kakulangan ng tubig noong 2004, 2005 at
2008 kung kailan ay bumaba rin ang tubig
sa Angat Dam. Sumayad noon ito sa” criti-
cal level” na 180 meters kaya’t kinailangan
ang pagsasagawa ng cloud seeding upang
umulan.
“Kailangang magtipid ng tubig dahil
baka hindi umabot hanggang sa susunod
na tag-ulan,” payo ni Inhinyero Rodolfo
German, ang general manager ng Angat
River Hydro Electric Power Plant
(Arhepp) ng National Power Corporation
(Napocor) na namamahala sa dam na
pinagkukunan ng 97 porsiyento ng inumin
ng kalakhang Maynila.
Sa panayam ng Mabuhay kay German
noong Enero 12, sinabi niya na patuloy ang
pagkaubos ng tubig sa dam dahil sa
patuloy ang pagpapadaloy para sa inumin
ng Kalakhang Maynila at patubig sa
bukirin sa Bulacan at Pampanga.
Naitala noong araw na iyon ang 201.67
meters na lalim ng tubig sa dam, at patuloy
pa itong bumababa ng halos 9 centimeters
bawat araw.
Ayon kay German, umabot lamang sa
204 meters ang water elevation sa dam sa
pagsisimula ng taon, samantalang ang
dapat na lalim ng tubig sa katulad na
panahon ay 208 hanggang 210 meters.
“Mababa ang tubig natin sa simula ng
2010, ang sukat ng higanteng tinggalan
ng tubig ay dapat ay at least 208 meters
para makatiyak na aabot ang supply natin
hanggang sa susunod na tag-ulan,” ani
German.
Isa sa mga dahilan ng mababaw na
tubig ng Angat Dam ay ang kakulangan
ng ulan mula Disyembre hanggang sa
kasalukuyan. Na ayon pa kay German, ay
isang palatandaan ng paparating na El
Niño, ang isang kalagayan ng panahon na
tinatampukan ng mahabang tag-araw at
kakulangan ng ulan ay tinaguriang El
Niño.

Salamat sa Diyos, 30 taon na kami!

bunga ng limang parangal mula
sa taunang Community Press
Awards ng Philippine Press In-
stitute (PPI) sa mga taong 1998,
2003, 2005, 2007, at 2008.
“Hindi biro ang pinagdaanan
ng Mabuhay,” ani Perfecto “Ka
Peping” Raymundo, associate
editor ng Mabuhay.
Si Ka Peping ay kabilang sa
mga babae at lalaking nagtatag
ng Mabuhay noong 1980. Ilan sa
kanila ay nagbalik na sa
sinapupunan ng “Dakilang Pat-
nugot” ng buhay.
Ayon kay Ka Peping, may mga
pagkakataon na kinunsidera nila
na itigil ang paglalathala ng
Mabuhay dahil sa kakulangan
sa pananalapi, subalit nagpursige
sila at itinawid ang pahayagang
ito hanggang sa kasalukuyan.
Hindi lamang kakulangan sa
pananalapi ang hamon sa pagla-
lathala, ani Ka Peping, at iniha-
limbawa ang mga kalamidad at
pagbabanta sa mga mamama-
hayag ng Mabuhay sa loob ng
nagdaang 30 taon.
Isa sa mga kalamidad na
nalampasan ng pahayagan ay ang
pagputok ng bulkang Pinatubo
noong 1991 na sinundan ng
malawakang pagbaha sa lala-
wigan ng Pampanga sa mga
sumunod na taon dahil sa ang
mga ilog ay natabunan ng lahar
at umapaw ang tubig maging sa
Lungsod ng San Fernando kung
saan noon nakahimpil ang
Mabuhay.
At matatandaan na sa kalagit-
naan ng dekada ’90, ang
Mabuhay ay naging bahagi ng
Sun•Star Publications Network
(SSPN) na pag-aari ng pamilya
Garcia sa Cebu, kaya’t tinawag
itong “Sun•Star Mabuhay” at
ang naging punong tanggapan ay
napunta sa Dau, Mabalacat,
Pampanga.
Bago sumapi ang Mabuhay
sa Sun•Star, ang opisina sa San
Fernando ay kabilang sa mga
lumubog sa baha kaya’t ang mga
kagamitan katulad ng mga ma-
kina at library ng mga sipi,
artikulo’t larawan at iba pang
mahalagang gamit sa pagla-
lathala ay nasira.
Noong taong 2000, ang tang-
gapan ng Mabuhay sa National
Press Club Annex sa tabi ng Pasig
River ay lumubog din sa baha.
Ang natitirang kasangkapan,
gamit at dokumento sa pagne-
negosyo sa pamahalaang na-
syunal at lokal ay nabasa kaya’t
nilisan ng Mabuhay ang NPC at
sa Quezon City na namalagi.
Nakaranas din ng pagbabanta
ang mga mamamahayag ng
Mabuhay sa mga nagdaang
taon, katulad ng karanasan ni
Maria “Ka Nene” Bundoc
Ocampo noong dekada ’80 kung
kailan ay kinasahan siya ng baril
ng isang pulis sa Kampo Alejo
Santos sa Malolos, Bulacan.
Si Ka Nene ay kabilang sa mga
haligi ng Mabuhay. Sa kasa-
lukuyan, siya ang punong pat-
nugot at publisher ng lingguhang
pahayagang Punla, ang Pulso ng
Madla.
Maging ang mamamahayag
na ito ay nakaranas din ng ma-
raming pagbabanta simula noong
2004.
Sa halip na tumigil at ma-
ngilag sanhi ng mga pagsubok,
higit na tumibay ang paninin-
digan at adhikain ng Mabuhay
at mga taong bumubuo nito na
ipagpatuloy ang nasimulan at
higit pang pataasin ang antas ng
pamamahayag.
Ito ay nagbunga ng mga pa-
rangal at pagkilala, hindi lamang
sa pahayagan, kundi maging sa
mga mamamahayag nito.
Tinanggap ng Mabuhay ang
parangal na Best in Photo-jour-
nalism mula sa taunang Commu-
nity Press Awards ng PPI noong
1998, 2005, at 2008; ang Best
Edited Weekly Newspaper para
sa mga taong 2003 at 2007; at
pagkilala mula sa PPI sa pag-
susulong ng pamamaraang civic
journalism noong 2007.
Ang PPI ay isang pambansang
samahan na binubuo ng may 70
pang-araw-araw at lingguhang
pahayagan sa bansa.
Tumanggap rin ng mga pa-
rangal mula sa Philippine Agri-
cultural Journalist (PAJ) si Ka
Nene noong dekada ’80; nanalo
ang patnugot na si Roberto
“Obet” Ocampo ng parangal
mula rin sa PAJ. Noong 2005
tumanggap ng pagkilala sa S&T
Media Awards mula sa Philippine
Science Journalists Association
ang mamamahayag na ito; at
mula sa United Nations
Children’s Emergency Fund
noong 2006 higgil sa pamama-
hayag sa paghahanda laban sa
sakit na bird flu.
Napabilang din ang mamama-
hayag na ito sa unang anim na
Civic Journalism Fellows ng PPI
noong Disyembre 2006.
Bukod sa mga hamon at
parangal,tinampukan din ng
ilang pagbabago sa mukha at
bihis ng Mabuhay sa loob ng 30-
taong pamamahayag.
Tatlo lamang ang kulay ng
Mabuhay nang simulang
ilathala noong 1980. Ito ay ang
mga kulay na itim, puti at pula.
Ang itim at puti ay para sa mga
letra at larawan, samantalang
ang pula ay para sa “mast head”
o ang pangalan nito sa unang
pahina, at kung minsan ay
ginagamit din ang pulang tinta
sa mga ulo ng balita, o kaya ay sa
mga kahon upang bigyang diin
ang mga tampok na balitang
inilathala.
Sa pagpasok ng bagong mi-
lenyo, partikular na noong huling
bahagi ng 2004, sinimulan ng
Mabuhay ang paglalathala ng
makulay o full color na harap at

Bukod sa pagtitipid sa pag-
gamit ng tubig, sinabi ni German
na isa sa posibleng gawin ay ang
pagbabawas ng alokasyong tubig
sa irigasyon at sa Kalakhang
Maynila.
Ang tubig mula Angat ay
pinadadaloy ng Manila Water
Corporation Inc., (MWCI) at
Maynila Water Services Inc.,
(MWSI). Kapwa konsesyunaryo
ng Metropolitan Waterworks and
Sewerage System (MWSS) ay
dalawang kompanya.
“Kailangang magbawas ng
alokasyong tubig sa Metro Ma-
nila at sa irigasyon para matiyak
na aabot hanggang sa susundo na
tag-ulan ang tubig sa dam,” ani
ng manager ng ahensya ng Napo-
cor na namamahala sa Angat
Dam.
Sa kasalukuyang ang alokas-
yon tubig para sa mga konsesyu-
naryo ng MWSS ay umaabot sa
46 cubic meters per second (cms),
samantalang umaabot na lamang
sa 34 cms ang para irigasyon na
dati ay 38 cms.
Sinabi rin niya na kailangan
din ang pagsasagawa ng cloud
seeding o paglikha ng ulan sa
pamamagitan ng pagsasaboy ng
mga asin sa ulap sa himpapawid,
kung kailan ay tag-ulan na ay
hindi pa rin pumapatak ang ulan.
Bilang isang multi purpose
dam, ang Angat dam ay nag-
sisilbing pamigil sa baha bukod
sa pagiging tinggalan ng tubig
para sa inumin at irigasyon, at
paglikha ng kuryente.
Noong huling bahagi ng 2009,
nanalasa ang sunod-sunod na
bagyo sa bansa na naging dahilan
ng pagpapatapon tubig ng mula
sa Angat Dam.
Ayon sa ilang kritiko, sumobra
ang pagtapon ng tubig ng dam
kaya bumaba ng husto ang wa-
ter elevation ng dam.
Iginiit naman ni German na
ang pagpapatapon ng tubig ay
bilang pag-iingat sa higit na
malaking disgrasya dahil batay sa
payo sa kanila ng mga dalubhasa
ng Japan International Coopera-
tion Agency (JICA) ay dapat
hanggang 210 meters na lamang
ang lalim ng tubig sa dam.
“Kailangan i-maintain namin
sa safe level ‘yung dam dahil
hanggang doon lang ang design
ng dam,” ani German.
Sinabi niya na ang pagpapa-
tapon sa Napocor ng tubig ay bi-

Nalalapit na naman ang halalan at alam nating palaging
sinasabing may dayaan sa gawaing ito. Totoo man o
hindi ang dayaan kung halalan, ang mga alegasyong
ito ay patuloy na nagpapababa sa pananaw ng bawat
isa sa atin sa sagradong gawaing ito na siyang bunga
ng demokrasya.
Dahil dito, kami sa Mabuhay ay nananawagan sa
inyo na makiisa, makipagtulungan, maging responsa-
ble, at magboluntaryo sa pagbabantay ng mga balota
sa panahon ng halalan hindi lamang upang matiyak
ang panalo ng karapat-dapat, kungdi upang matiyak

and written by reporters, instead of merely being
published direct from the press release mills of the
DPI or the teletype machine of the PNA. Arguably,
it was Mabuhay that revived enterprise in local
journalism praxis.
That spirit of enterprise confluenced with the
martyrdom of Ninoy Aquino in 1983, and crested
with the EDSA Revolution of 1986. And the press—
local and national—had its full liberation.
Mabuhay did its yeoman’s role in the region as
keeper of the flame of the burgeoining democracy
with its extensive coverage of developments in the
Cory Aquino government as well as on the threats
it faced, notably the coup attempts by the rightist
military conspiracy, and the revived communist
insurgency, that touched based, if not spawned in
Central Luzon.
“Disaster reporting” debuting in the 1990 earth-
quake that cut a swath of destruction from Baguio
down to Nueva Ecija, and reached horrifying di-
mension with the Mount Pinatubo eruptions a year
later, naturally inhered in Mabuhay , its locus of
operation being disaster-prone Central Luzon.
Politics, but of course, is staple fare in
newspapering. And the pages of Mabuhay have
always been a varied menu, not only of a political
who’s who, but, more importantly, of their platforms
and performance or lack of both, of political deeds
and misdeeds – the paper’s adversarial stand on
political leaders in general anchored on its advo-
cacy of good governance, a core mission of
Mabuhay.
Worth noting here is Mabuhay bucking the
odds—and sticking its neck out—in its belief in a
Fidel Ramos victory in 1992 and its faith in El
Tabako as harbinger of economic development to
the country. Needless to say, both came to be.
Playing so well its adversarial-cum—advocacy
role Mabuhay did for the development of Clark,
from its American past as the bastion of U.S. impe-
rialism in the East, to its freeport present as the
engine of economic development not only for Cen-
tral and Northern Luzon but also for the entire
country.
“Clark: Field of Dreams” so headlined the
Mabuhay critical report on the first few years of
the special economic zone that spurred the re-en-
gineering of strategies—beginning with a change
in the management team of the Clark Development
Corp. – to make Clark reach its full potential for
development within the fastest timeframe.
And that potential is into full realization, espe-

many to demolish the Berlin Wall that signaled
the final end of the Cold War with the total col-
lapse of the Union of Soviet Socialist Republics
in the same year. (As USSR’s Premier, Mikhail
Gorbachov actually started the USSR’s collapse
in 1985 when he openly advocated his
“Perestroika and Glasnost” policy to prioritize
he economy over the military, and pull out Rus-
sia from poverty.)
This past 30-year period also saw the Chinese
metamorphosed from its Communist state to a
limited free economy, and became the single big-
gest manufacturer-exporter, and beat the Ameri-
cans as the top polluters of the environment.
In information technologies, new develop-
ments in computers and transmission facilities
mushroomed like it never had before. Portable
telephones progressively became lighter and
smaller, but faster and more reliable. Consoles
were replaced by pagers, and later by compact
hand-held phones capable of “call blasts” to thou-
sands of numbers.
Worldwide, users of the internet jumped to a
billion as the planet earth’s population soared to
more than five billion. Different editions of in-
ternationally circulated newspapers and maga-
zines can now be simultaneously printed in dif-
ferent countries in real time. Teleconferencing
between world capitals can now be done. Com-
puters have shrank to notebooks and laptops with
more powerful software and programs than the
1980 versions. My computer for AP-Dow Jones
(Southeast Asian operation) based in Hongkong
occupied at least 60 square meters with only lim-
ited storage capacity and weighed almost a ton.
In the Philippines, we broke the political bond-
age tightened by Marcos but failed to strengthen
political economic institutions under the Aquino
administration. The Ramos presidency briefly
cured the lack of power and temporarily restored
investors’ confidence in our economy. But six
years of remedial efforts were insufficient.
Under the less-than-two-year presidency of
Joseph “Erap” Estrada, the economy plunged to
new all-time lows. Impeachment and People
Power Two expelled Erap from Malacanang. He
became the first Filipino President convicted of
plunder. Vice President Gloria Macapagal-Arroyo
succeeded Erap to the Presidency. At least 3,000
Filipino overseas contract workers –as of Decem-
ber 2009—leave for employment abroad daily.

However, our population, by end of 2009, has
broken the 92 million mark and will breach the
100 million level by 2013. The lack of sufficient
monetary support for science and technology, re-
search and development, the increasing national
debt and graft and corruption in government in
three decades (temporarily diminished in the
1992-98 period) may result in food insecurity.
Unfortunately for the sitting President, her
nine-year administration has been perceived as
one of the most corrupt, and she is insensitive
to public opinion. She is the most unpopular
president (by the surveys) among all the presi-
dents since Aquino.
Almost 100 news persons were killed during
her tenure(as if last month), thus the Philippines
is reputed internationally as the “most danger-
ous” country on earth for practicing journalists.
While the Philippines remained either stag-
nant or was left behind by most of our ASEAN
neighbors in the race for economic leadership in
the region, the three financial crises over the
last three decades we were not really the worst
affected by the 2008 economic meltdown led by
the U.S.
However, we can be assured that we will also
be the among the last to be positively affected
by the recovery because we are not saddled with
an export sector like the tiger economies of
Southeast Asia. But we will also be among the
last to benefit from the recovery, as the three
financial crises showed over the last 30 years.
With the exception of Marcos, economist
President Gloria Macapagal-Arroyo is the long-
est sitting chief executive we have had since
1946. Unfortunately, she has not been able to
push an honest and successful economic reha-
bilitation or recovery program.
But on the whole the Filipinos are still look-
ing for the right leader to vote into the presi-
dency by this coming May 2010 national elec-
tions, They are all looking for “change” because
the past needs to be drastically improved. END PAGBATI

Pressure isn’t all that bad espe-
cially when we realize that some of
life’s most necessary things work
under pressure. For example, car
tires are pressurized to ensure safe
and comfortable travel. The pistons
that make a car run are moved by the
pressure from the explosive combus-
tion of gas. Priceless diamonds are
natural products of carbon exposed
to tremendous geological pressure.
The same goes for producing electric-
ity or pumping huge amounts of wa-
ter into our homes through pipes.
These and so many other things ex-
perience constant pressure to serve
many of our daily needs.
What can teenagers possibly do so
as not to crack under the lure of un-
limited pleasure that the world of-
fers? Here are some possible helpful
ideas to tinker about and put into
action.

learn not only “to say NO” to some-
thing or someone, but “knowing how
to say it”. Thus, we must strategize
it for something concrete and positive
which give reason to our ‘NOs’. We’re
aware that it’s important to say no
to drugs, porn and bad company. We,
however, can also say no to more posi-
tive things that will help beef up our
wills to help resist occasions of bad
habits. And we don’t do this simply
to reject vices but also help to grow
in virtue. For example, we can say no
to Facebook or Multiply, or to T.V. and
Cable, to video games, our MP3 play-
ers, etc. But these ‘NOs’ acquire more
personal fulfillment and effectiveness
if they’re done out of love and respect
for others, to serve our neighbors, to
save and to share our things.
• Follow Priorities Orderly. Even
though we may set priorities, we can
still fool ourselves, saying that what
is more important is getting things
done even in a disorderly way. The
problem lies in juggling our priorities
out of whim. We often end up doing
less-urgent things first, and leaving
for later the urgent-urgent things.
What is usually important tends to
be the things we aren’t inclined to do
(i.e. chores vs. researching for our
project in the Internet or going to
Mass vs. going to school or play prac-
tice)
• Don’t Give Security to Senseless
Insecurities. We can easily create or
imagine problems for ourselves.
These arise when we become insecure
as we compare ourselves excessively
with our peers. We compare not so
much for what better talents they
have but for their apparent happiness
due to better or more material pos-
sessions. We can never tell if one is
truly happy for what he has. God is
the only one who knows if someone
is truly happy for who he is. We have
to learn to find happiness, for ex-
ample, in the gift of life and not in
the gifts of life. Proper detachment
from material things is also impor-
tant if we want to be happy.
• Multi-tasking can be Multi-tax-
○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○

That depends. How will journal-
ists react to today’s threats? Most
attacks occurred in the provinces, the
Center for Media Freedom and Re-
sponsibility noted. Community pa-
pers and provincial stations are
frontliners. Can we connedct the
dots? Can we sift significance from
facts better.
“Press freedom is more than just
being allowed to call the President a
schmuck.” It is, above all, about ser-
vice anchored to core values: “to in-
form, to entertain, to educate, to shed
light in dark places.”
Can media make “values that en-
dure even after the sun goes out”
operative in newsroom: fairness, ac-
curacy, balance, and old-fashioned
integrity? These anchor the social
contract between the journalist and

ments of faith and charity.
Given our congenital weakness,
we need to educate ourselves to think
properly, always infusing it with
faith and charity, so that even in our
inevitable conflicts, we would know
how to resolve issues.
Perhaps we would not be able to
put closure to these issues in the po-
litical, economic or social sense, but
with faith and charity we can man-
age to have some resolution proper
to our true dignity as persons and
children of God. This is always pos-

ing. Youth has such a great ability to
adjust and execute many things at
“almost” the same time. The temp-
tation of doing many things at the
same time is due to the desire of “get-
ting things over with” or “to acquire
quick and easy solutions”. Unfortu-
nately, we get many things done
which are half-done and require more
work. Although multi-tasking is pos-
sible for some material tasks (e.g.
surfing + typing + chatting over the
net) we cannot forget that it cannot
apply to our dealings with persons
who deserve our full and undivided
attention and care.
• Live for the Week and Not Only
its Ends. Our pleasure oriented world
tends to reduce our work as a means
to accumulate enough funds or en-
ergy so as to enjoy the “week-ends”
in total self-indulgence. We must
learn to work well and combine it
with rest in every given day of the
week. It’s always helpful and fruitful
to live everyday as though it will be
our last, striving to serve and love
God and our neighbor, and thinking
last about ourselves.
• Careful with Peer Pleasure. As
we grow older we start to gradually
disengage ourselves from parents and
home. We develop our identity by so-
cializing with different people and
groups. But we must learn to moder-
ate our “desire to escape” to our
peers. Charity begins at home, and
we must always be grateful and sup-
portive first for the gift that our fami-
lies are. Only then do we truly give a
measure of genuine concern for our
friends as we deepen our knowledge
of each one.
Applying these basic consider-
ations to the different circumstances
in our life will not only harness for
us greater self-control. These will also
give personal fulfillment and matu-
rity as we learn to put all our God-
given talents to their best use. These
may put an amount of considerable
pressure upon us, but it’s a good form
of pressure which manages to extract
the best in each one us.

in North America. An El Niño is associated with warm
and very wet summers (December-February) along the
coasts of northern Peru and Ecuador, causing major flood-
ing whenever the event is strong or extreme. The effects
during the months of February, March and April may
become critical. Along the west coast of South America,
El Niño reduces the upwelling of cold, nutrient-rich wa-
ter that sustains large fish populations, which in turn
sustain abundant sea birds, whose droppings support the
fertilizer industry. This leads to fish kills offshore Peru.”
El Niño is considered the number one force disturb-
ing world climate patterns and yet no one exactly knew
when El Niño first struck. Historians are dating the
phenomenon at least as far back as the early 1500s, when
the Spanish conquistadores entered South America amid
raging storms. But there are even records of terrible
sweeping through pre-Columbian communities 400 years
before that.
In a special report, Environmental News Network’s
Hillary Mayell wrote: “El Niño has been around for thou-
sands of years, but it’s taken a while to put the puzzle
together. We can only guess what earlier civilizations
thought of the change of weather, and what gods they
cursed for the drought, or lack of fish, or massive rains
that wiped out their crops.”
In past recent years, El Niño was believed to be a
South American phenomenon, with no wider ramifica-
tions. But recently, some researches have shown how a
warming of the Pacific can change the world’s weather
patterns.
“There have been nine significant El Niño since World
War II,” said Dr. Eugene M. Rasmusson, one of the
world’s experts on the phenomenon, who worked at the
U.S. National Oceanic and Atmospheric Administration.
“They occur on average every four or five years, but ir-
regularly – they can be two years apart, or as many as

One of the most significant El Niño occurrences hap-
 from page 5 pened in 1982-83. “This Niño was a maverick: It behaved
differently from recent predecessors,” recalled Dr.
Rasmusson. “That’s one reason we didn’t recognize it.
Another reason was a trick of nature. When it was first
stirring in spring of 1982, the Mexican volcano El
Chichon belched an immense volume of dust into the
atmosphere. The alien material misled our satellite sen-
sors, thereby producing unreliable Pacific Ocean tem-
perature readings.”
When the said El Niño arrived, it was totally devas-
tating. “The pressure anomaly registered the strongest
ever,” Dr. Rasmusson said. “The trade winds faltered,
and the equatorial current reversed direction across the
entire Pacific. Sea-surface temperatures rose as much
as 14 degrees Fahrenheit above normal, until a great
tongue of warm water stretched 8,000 miles along the
Equator. It was a historic Niño.”
The said El Niño left more than 1,100 dead. In the
United States, it caused an estimated US$8.1 billion in
damage from flooding, drought and unusual hurricane
activity, according to the government estimates.
In the Philippines, the occurrence of El Niño has been
characterized by drought events. So far, there have been
two El Niño events which greatly affected the country.
The 1982-1983 drought devastated Central Luzon,
Southern Tagalog, northern part of the Visayas and
 from page 5 Western Mindanao. The other one was the 1990-1992
droughts which brought about damages estimated at 4.1
billion pesos.
The current El Niño may not be as destructive as the
two previous events. But even then, the agriculture de-
partment is not taking chances. Its studies have shown
it needs a budget of P2.58 billion to implement the alle-
viation program that include cloud seeding operations;
installation of shallow tube wells, rain pumps and drip
irrigation sytems; construction of small water-impound-
ing projects; development of water springs; provision of
hybrid seeds, farm implements and fertilizers to farm-
ers; and the distribution of animal stocks, biologics and
drugs for livestock growers.
“Events such as Niños have no definite starting point
and no end – it’s a matter of where you break into the
scene, and when you leave it,” commented Dr. Jerome
Namias, an American forecast specialist with the Scripss
Institution of Oceanography in La Jolla, California. “Per-
haps the only thing more complex is human behavior
itself.”

kanyang kakayahan, lakas, talino, tiyaga sa pagsulat ng
mga arti- kulo, editorial; hanggang hatinggabi ay
naglalamay siya sa paghahanda ng nilalaman ng diyario,
na ang salaping panustos ay abuloy ng kung sinu-sino,
ang malaking bahagi ay mula sa “Komite sa propaganda”
na nakabase sa Maynila, at nasa pangungulo ni Apolinario
Mabini.
