ARTICLEII
PURPOSE
TheprimarypurposeofHOSA@UHistoservetheneedsofitsmembersandstrengthen
the
HSE-HOSAPartnershipinthefollowingways:
1. Fosterprogramsandactivitieswhichwilldevelop:
a. Physical,mentalandsocialwell-beingoftheindividual
b. Leadership,characterandcitizenship
c. Ethicalpracticesandrespectforthedignityofwork.
2. Fosterthepotentialofeachmemberwhichcontributestomeetingtheindividuals
psychological,socialandeconomicneeds.
3. Buildtheconfidenceofstudentsinthemselvesandtheirworkbyproviding
opportunitiestoassumeresponsibilitiesandbydevelopingpersonalandoccupational
competenciesandsocialskillsthatleadtorealisticchoicesofcareersandsuccessful
employmentinthehealthcarefield.
4. Promoteinter-organizationalrelationshipswithprofessionalgroups,businesses,
industriesandotherorganizations.
5. Recognizeindividualachievementinscholarship,occupationalskillsorservicesrendered,
byprovidingrecognitionandawards.
6. Promoteinvolvementincurrenthealthcareissues,environmentalconcernsandsurvival
needsofthecommunity,thenationandtheworld.

ARTICLEIII
MEMBERSHIP
Section1.MembershipComposition.
1. HOSA@UHisanationalorganizationof,byandforstudentswho(1)areorwere
enrolledinsecondary,postsecondary/collegiatehealthscienceclassesand/or(2)are
interested,planningtopursueorpursuingacareerinthehealthprofessions.
2. MembersshallbestudentswhoareorhavebeenenrolledinHealthScienceclasses,
and/orareinterested,planningtopursueorpursuingacareerinthehealth
professions,andpersonsassociatedwith,participatinginorsupportingHealthScience
inaprofessionalcapacity.
3. ThePostsecondary/CollegiateDivisionshallbecomposedofstudentswhoarenot
enrolledinhighschool,havereceivedahighschooldiplomaand/orarepursuingGED
andareenrolledinahealthcarerelatedfieldattheundergraduatelevelorare
interestedorplanningtopursueacareerinthehealthprofessions.

Section2.
1. Members-at-largeshallbethosepersonsotherwisequalifiedformembershipwhere
activeHOSAchaptersarenotyetestablished.Members-at-largeshallaffiliatedirectly
withHOSA@UHasdeterminedbytheExecutiveBoardbasedonmajorityvote.
2. Members-at-largeareeligibleforallHOSA@UHbenefitsincludingshadowing
opportunities,competitions,workshops,etc.
3. Members-at-largemustcomplytoallrulesandregulationssetbyHOSA@UH.
Failuretodosowillresultindismissalofchaptermembership.

Section3.
1. TheProfessionalDivisionshallbecomposedofpersonswhoareassociatedwithor
participatinginHealthScienceEducationinprofessionalcapacities.Thesemayinclude
healthprofessionals,alumniorotheradultmembersofthecommunitywhowishto
assistandsupporttheHOSA@UHprogramanditsgrowthanddevelopment.

Section4.
1. Honorarymembersshallbepersonswhohavemadesignificantcontributionstothe
developmentofHOSA@UHand/orhaverenderedoutstandingservicetothe
organization.Honorarymembershipmaybeconferredfortheacademicyearbya
three-fourthsvoteoftheExecutiveBoardofHOSA@UH,Inc.Honorarymembers
shallhavenoneoftheobligationsandalloftheprivilegesofmembershipexcept
voting,makingmotions,holdingofficeandcompetinginevents.


Section5.
1. Annualaffiliationfeesfrompotentialmembersshallbespecifiedinpoliciesand
proceduresandmustbeapprovedbyHOSA@UH.Additionalaffiliationfeesmay
beassessedbytheExecutiveBoard.AffiliationfeesforFallsemesterstudentsmust
bereceivedbyHOSA@UHbytheendofOctoberofeachacademicyear.Affiliation
feesforstudentswhoenrollafterJanuary1mustbereceivedbyHOSA@UHonor
beforeMarch1ofthatsameyear.Thesestudentswillbemembersfortheentire
academicyear..ThemembershipyearconcludesaftertheHOSANationalLeadership
Conferenceforthesestudents.Studentswhodonotaffiliatebytheappropriatedate
willbeineligibletoparticipateintheNationalCompetitiveEventsProgramorseek
nationaloffice.
2. AnnualaffiliationfeeswillbedeterminedbyaunanimousvotefromtheExecutive
Council.Annualaffiliationfeeswillbenolessthan$50USDperacademicyear.

ARTICLEIV
OFFICERS
Section1.ElectedOfficers:
1. PresidentandVicePresidentwillnotbeelectedbythememberbody.Individualsfor
thesetwopositionswillbechosenonlyfromthecurrentExecutiveCouncilandafter
deliberation&votingbytheExecutiveCouncil.Theseniorityofofficersrunningfor
President/VicePresidentwillbeconsideredbutonlyafterdeterminingtheir
contributionstoHOSA@UHduringhis/herearlierposition.
2. RankofexecutiveauthorityfortheExecutiveBoardwillbeasfollows:President,Vice
President,Treasurer,Secretary,Historian,Reporter,VolunteerCoordinator,
Webmaster,SocialCoordinator.However,eachofficerhasequalinputindecision
makingandabilitytoorganizeanddevelopHOSA@UHtothebestoftheir
capacity.
3. CenterforStudentInvolvement(CSI)registrationandofficialdocumentationfor
universitypurposesshallbecomposedofthePresident,VicePresident,andTreasurer
aspertherequirementsofCSI.
4. ThedutiesofthevariousofficersshallbesuchasarespecifiedintheseBylawsandin
theparliamentaryauthorityadoptedbytheorganization.
5. HOSA@UHChapterAdvisorshallbeappointedbytheExecutiveBoard.

Section2.DutiesofOfficers:

Bringcohesiontotheofficersandprovideclaritytoideas
Initiateprogramsanddevelopmentstoexpandthechapterandincreaseitspresence
Assignspecifictaskstodifferentofficersbasedontheirpositionandworkwiththem
Createagendabeforeeveryofficermeeting
Keepouradvisor(Dr.Valier)informed
Initiatethereplacementofinactiveornegligentofficerswithaneligiblemembervoted
onbyamajorityoftheremainingExecutiveCouncil
Organizeelectionsforsucceedingofficers
CoordinateStateandNationalcompetitiveandmemberregistration
Maintainrelationshipwithimportantsponsorsandtheirrepresentative
Assistallotherofficerswhenneeded

2.TheroleoftheVicePresidentisasfollows:

Assumetheresponsibilityofpresidentinthesituationofhis/herabsence

Ensureallofficerperformtheirdutiesinasatisfactoryandtimelymanner
Assistallotherofficerswhenneeded

3.TheroleoftheSecretaryisasfollows:
Maintainofficialmeetingminutesofallofficermeetings
MaintainthepermanentRecordbookofallmemberswhoregisterforthenewyear
Keeprecordofallactivemembersandtheirpoints
Createanddevelopthenewmembersspreadsheet,startingwithCougarCarnival
Keepthis^spreadsheetupdatedthroughouttheyear
Sendoutweeklychapteremailstolistservtoinformthemembersofmeetings,times,
places,andotherinformationsuchasnewsletter
Checkthechapteremailaccountforallrelevantinformationevery2-3daysand
providepeoplewithappropriateresponses

EnsureTreasurerandWebmasterperformdutiesinasatisfactoryandtimely
manner,becausesecretaryistiedtoTreasurerandWebmaster
Organizeatleast6events/semesterwithhelpfromVolunteer
Coordinator,Webmaster,President,andVicePresident,andSocialChair

4.TheroleoftheTreasurerisasfollows:
Maintainanaccurateaccountofallfinancialtransactionsforthepermanentrecords
ofthechapter
Collectallmembershipfeesandchapterduesandpaysallexpenses
Financesshouldbereviewedbytheadvisor(Dr.Valier)attheendofthe
Treasurersofficeterm
Annualfinancialauditreport-adetailedreportofallearnings,expenditures,and
totalrevenueandaccountbalancepersemester
HandlesallfinancialtransactionsinvolvedwithHOSAcompetitions:ensuresall
competitorsareregistered
Clearssignaturesandtitleofchapteraccountwiththeappropriatebankor
college/universityofficialsassoonasanewtreasureriselectedandinstalled,sothat
checkscanbeprocessedwithoutdelay
Collectexpensereceiptsalongwithadetaileddescriptionofthereason/cost/date,etc.
oftheexpensefromotherofficersandreimbursestheofficerforhis/herexpense
Coordinateseventsrelatedtofundraising(bakesales,restaurantsponsorships,etc.)

1. ActivitypointswithinHOSA@UHwillberecordedbetweenthefirstgeneralmeeting
tothelastgeneralmeeting.Memberstatus(active/inactive)willbedeterminedby
March1stofthemembershipyear.Activemembershiprequiresaminimumof25
points.
2. ActiveMemberswillbeabletochoosetheircompetitionsinthefirstroundofsignups.
Inaddition,activemembershavetheopportunitytoapplyforHOSAOfficer,
InternshipwiththeSurgeonGeneral,HOSAStatescholarships,andHOSA@UH
affiliatedshadowingopportunities.
3. InactiveMemberswillbeabletochoosetheircompetitionsinthesecondroundofsign
ups.Inaddition,inactivememberswillhavetheopportunitytoapplyforHOSAState

6. PointsmayalsobeusedbytheExecutiveBoardfordecisionspertainingtoshadowing

EXECUTIVECOUNCIL
Section1.TheExecutiveCouncilshallbecomposedofallofficersofHOSA@UH
asdesignatedinArticleIV,Section1,andtheUHChapterOfficeAdvisor.
Section2.TheExecutiveCouncilshallmeetatleastsixtimesperyear.Theyshall
meetimmediatelyprecedingtheStateLeadershipConferenceandeachsummer
precedingtheacademicyear..Othermeetingsshallbeheld,eitherinpersonorby

telephoneconferencecall,atthecallofthePresidentorbyamajorityoftheExecutive
Council.
Section3.TheExecutiveCouncilshallberesponsibleforassistinginplanningand
conductingevents,volunteeropportunities,andworkshopsformembersforeach
academicyear.

PARLIAMENTARYAUTHORITY
TherulescontainedinthecurrenteditionofRobertsRulesofOrder,NewlyRevised,
shallgoverntheorganizationinallcasestowhichtheyareapplicableandinwhichthey
arenotinconsistentwiththeseBylaws,theBylawsorcorporatecharterofHOSAInc.and
anyspecialrulestheorganizationmayadopt.

SUPERVISION
Section1.TheStateSupervisorofHealthScienceEducationProgramsortheappointed
representativeofanycharteredHOSAassociationshallberesponsibleforthat
association.
Section2.AdvisorstoassistHOSA@UHsgrowthanddevelopmentmaybeappointedas
deemednecessarybytheExecutiveBoard.
