PREFACE
This requirement has been prepared for the use and guidance of Aircraft Registration
and Marking for a person who wishes to Register and Operate the Civil Aircraft in
Myanmar.
It is emphasized that all Civil Aircraft, registered in Myanmar shall meets all the
requirements specified in Part II and Part IV of Myanmar Aircraft Rules 1937 and
addition to this requirement.
This requirement reflects the latest amendment of International Civil Aviation
Organization, Annex 7 and is revised to current practice and instructions of DCA. This
revision supersedes the previous one and effective from the date printed on it.
This requirements has been issued under authority conferred by Section 5-A (c) of the
Myanmar Aircraft Act (1934), approved by the Director General and published under
his authority.

47.1
GENERAL
47.1.1.1
APPLICABILITY
DEFINITIONS
For the purpose of this Part, the following definitions shall apply:
(a) Aeroplane. A power-driven heavier-than-air aircraft, deriving its lift in flight
chiefly from aerodynamic reactions on surfaces which remain fixed under given
conditions of flight.
(b) Aircraft. Any machine that can derive support in the atmosphere from the
reactions of the air other than the reactions of the air against the earths surface.
(c) Airship. A power-driven lighter-than-air aircraft.
(d) Balloon. A non-power-driven lighter-than-air aircraft.
(e) Common Mark. A mark assigned by the International Civil Aviation
Organization to the common mark registering authority registering aircraft of
an international operating agency on other than a national basis.
(f) Common Mark Registering Authority. The authority maintaining the nonnational registers or, where appropriate, the part thereof, in which aircraft of an
international operating agency are registered.
(g) Fireproof Material. A material capable of withstanding heat as well as or better
than steel when the dimensions in both cases are appropriate for the specific
purpose.
(h) Glider. A non-power-driven heavier-than-air aircraft, deriving its lift in flight
chiefly from aerodynamic reactions on surfaces which remain fixed under given
conditions of flight.
(i) Gyroplane. A heavier-than-air aircraft supported in flight by the reactions of
the air on one or more rotors which rotate freely on substantially vertical axes.
(j) Heavier-Than-Air Aircraft. Any aircraft deriving its lift in flight chiefly from
aerodynamic forces.
(k) Helicopter. A heavier-than-air aircraft supported in flight chiefly by the
reactions of the air on one or more power-driven rotors on substantially vertical
axes.
(l) International Operating Agency. An agency of the kind contemplated in
Article 77 of the Convention on International Civil Aviation.
(m) Lighter-Than-Air Aircraft. Any aircraft supported chiefly by its buoyancy in
the air.

ACRONYMS
REGISTRATION REQUIREMENTS
GENERAL
(a) No person may operate a civil aircraft unless it has been registered under the
provisions of Myanmar Aircraft Rules or another ICAO contracting state authority
and a certificate of registration for that aircraft shall be carried on board.
(b) A person who wants to register and operate the aircraft in Myanmar, the Owner/
Operator of that aircraft shall apply allocation of temporary registration marks to
DCA before starting the operations. Such temporary registration marks shall be
allocated by the DCA upon satisfaction.
(c) Registration of an aircraft is a one-off exercise unless there is a change of ownership
and does not permit an aircraft to fly without a valid Certificate of Airworthiness.
(d) Sample format of CA form 57, Certificate of Registration of Aircraft is described in
Appendix A.
47.2.1.2
REGISTRATION ELIGIBILITY
APPLICATION
(a) A person who wishes to register the aircraft in Myanmar must submit complete CA
form 56 application for aircraft registration to the Director General, together with
the required supporting documents such as__
i)
Confirmation that the aircraft has been removed from previous Register. (for
used aircraft)
ii) Confirmation that the aircraft has never been registered in elsewhere. (for new
aircraft)
iii) Certificate signed by a Customs Officer that the customs duty eligible in
respect of that aircraft has been paid. (Bill of Entry or same documents such as
Import Declaration form)
iv) Evidence of rightful ownership and possession.(Bill of Sale, in sequence if required)
v) Contract Agreement or letter of intent between owner and operator, if
owner is different from operator (if required)
vi) Lease agreement between Owner/Lessor and Operator/Lessee (for lease
aircraft)
vii) For lease aircraft, Agreement or statement between Owner/Lessor and
Operator/Lessee for the registration of aircraft in Myanmar.
viii) Certification as to citizenship of the applicant. (if required)
ix) Receipted challan of Registration fees. (fees refer to Airworthiness Notices A/54)
x) Evidence of the design standard of the aircraft meets the MCAR Part 21.
xi) Any other document that DCA may require.
Note: (i) The application, in a form of CA 56, must be completed and submit to DCA
earlier than fifteen (15) working days (as a minimum) prior to the date of
aircraft entry.
(ii) Sample CA form 56, application for C of R is described in Appendix B.(CA
form 56 can get the AWD section of DCA)
(iii)The applicant needs to apply separately to the Telecommunication Authority
for a Radio Station Licence.

(b) Upon meeting all requirements for registration, a certificate of registration will be
issued by the Director General.
47.2.1.4
AIRCRAFT REGISTRY
a) As required by the Myanmar Aircraft Rules, DCA shall maintain the aircraft
register showing, for each aircraft registered in Myanmar, the information recorded
on the certificate of registration and any other information required by the DCA.
(b) Upon request, DCA will provide information to another ICAO Contracting State or
to ICAO as to aircraft registration and/or ownership of any particular aircraft
registered in Myanmar.
47.2.1.5
(a) If an application is made for the registration of an aircraft before it is imported into
Myanmar, for the purpose of bringing the aircraft by air, a temporary Certificate of
Registration may be granted under the provision of Myanmar Aircraft Rules 32 and
this Part to the Owner/Operator of the aircraft.
(b) The temporary Certificate of Registration will be valid only until the first landing to
Myanmar.
(c) The temporary Certificate of Registration shall be surrendered by the owner or his
representative to the DCA along with the application for registration of the aircraft.
47.2.1.6
(1) The signer of the application or request is a corporate officer or other person
in a managerial position in the corporation and the title of his office is stated
in connection with his signature; or
(2) A valid authorization to sign is on file at the DCA Aircraft Registry.
(e) When a partnership submits an Application for a Certificate of Registration or a
request for cancellation of a Certificate of Registration, it must
(i) State the full name of the partnership on the application or request;
(ii) State the name of each general partner on the application or request; and
(iii)Have a general partner sign the application or request.
(f) When co-owners, who are not engaged in business as partners, submit an
Application for a Certificate of Registration or a request for cancellation of a
Certificate of Registration, each person who shares title to the aircraft under the
arrangement must sign the application or request.
(g) A power of attorney or other evidence of a persons authority to sign for another,
submitted under this part, is valid for the purposes of this section, unless sooner
revoked, until
(i) Its expiration date stated therein; or
(ii) If an expiration date is not stated therein, for not more than 3 years after the
date
(1) It is signed; or
(2) The grantor (a corporate officer or other person in a managerial position
therein, where the grantor is a corporation) certifies in writing that the
authority to sign shown by the power of attorney or other evidence is still in
effect.

47.3.1.1
APPLICABILITY
This part prescribes the detail requirements for the identification and marking of civil
aircraft registered in Myanmar.
47.3.1.2
GENERAL
(a) No person may operate a civil aircraft registered in Myanmar unless it displays
nationality and registration marks in accordance with the requirements of this part.

(b) Unless otherwise authorized by DCA, no person may place on any aircraft a
design, mark, or symbol that modifies or confuses the nationality and registration
marks. Marks shall not be used which might be confused with the International
Five Letter Code of Signals, Part II, the three-letter combinations beginning with Q
used in Q Code or Distress Code SOS, or other similar, urgent codes. For example
XXX, PAN and TTT, shall not be issued.
(c) Permanent marking of aircraft nationality and registration shall be painted on the
aircraft or affixed by other means insuring a similar degree of permanence, have no
ornamentation, contrast in color with the background, be legible, and be kept clean
and visible at all times.
47.3.1.3
DISPLAY OF MARKS
Each owner shall display on that aircraft marks consisting in Roman characters
(XY- .), [reserved for (XZ-)], and followed by the registration mark of
the aircraft shall be a group of three capital letters in Roman characters without
ornamentation.
Note: The nationality mark shall be selected from the series of nationality symbols
included in the radio call signs allocated to the State of Registry by the
International Telecommunication Union. The nationality mark shall be
notified to the International Civil Aviation Organization.
47.3.1.4
SIZE OF MARKS
(a) Each owner shall display the marks on the aircraft meeting the size requirements of
this Part.
(b) Height. The character marks shall be of equal height and on
(i) Heavier-than-air aircraft shall be at least
50 centimeters high if on the wings, and
30 centimeters high if on the fuselage (or equivalent structure) and vertical
tail surfaces;
(ii) Lighter-than-air aircraft other than unmanned free balloons shall be at least 50
centimeters high and Unmanned free balloons shall be determined by DCA,
taking into account the size of the payload to which the identification plate is
affixed.
(c) Width. Characters shall be two-thirds as wide as they are high, except the number
"1" and the letter I, which shall be one-sixth as wide as it is high and the letters
M and W which may be as wide as they are high.
(d) Thickness. Characters shall be formed by solid lines one-sixth as thick as the
character is high.
(e) Spacing. The space between each character may not be less than one-fourth of a
character width.
(f) Uniformity. The marks required by this Part for fixed-wing aircraft must have the
same height, width, thickness, and spacing on both sides of the aircraft.

(g) A hyphen of a length equal to the width of one of the letters shall be painted
between the nationality and the registration mark.
47.3.1.5
(a) The owner of a fixed-wing aircraft shall display the marks once on the lower
surface of the wing structure as follows i) shall be located on the left half of the lower surface of the wing structure unless
they extend across the whole of the lower surface of the wing structure.
ii) the marks shall be located equidistant from the leading and trailing edge of the
wings.
iii) the tops of the letters and numbers shall be toward the leading edge of the
wing.
(b) On a heavier than air aircraft with a fuselage (or equivalent structure) and/or a
vertical tail surface, the marks shall appear on either the vertical tail surfaces or the
sides of the fuselage as follows-i) If displayed on the vertical tail surfaces, horizontally on both surfaces of a single
vertical tail or on the outer surfaces of a multi-vertical tail.
ii) If displayed on the fuselage surfaces, horizontally on both sides of the fuselage
between the trailing edge of the wing and the leading edge of the horizontal
stabilizer.
iii) If engine pods or other appurtenances are located in the area described in
paragraph (b) (ii) and are an integral part of the aircraft, the marks may appear
on those pods or appurtenances.
47.3.1.6
Each operator of a rotorcraft must display the required marks horizontally on both
sides of the cabin or fuselage or boom or tail, such that the rotorcraft can be readily
identified.
47.3.1.7
(c) Non-spherical balloons (other than unmanned free balloons). The owner shall
apply marks on each side, located near the maximum cross-section of the balloon
immediately above either the rigging band or the points of attachment of the basket
suspension cables.
(d) Lighter-than-air aircraft (other than unmanned free balloons). The owner shall
apply side marks to be visible both from the sides and from the ground.
(e) Unmanned free balloons. The owner shall apply marks to appear on the
identification plate.
47.3.1.8
(a) If either one of the surfaces authorized for displaying required marks is large
enough for display of marks meeting the size requirements of this section and the
other is not, the full-size marks shall be placed on the larger surface.
(b) If neither surface is large enough for full-size marks, the DCA may approve marks
as large as practicable for display on the larger of the two surfaces.
(c) If, because of the aircraft configuration, it is not possible to mark the aircraft in
accordance with this Part, the owner may apply to DCA for a different procedure.
47.3.1.9
When an aircraft that is registered in Myanmar is sold, the holder of the certificate of
registration shall remove, before its delivery to the purchaser, all nationality and
registration marks, unless the purchaser is a citizen or other legal entity as prescribed
in 47.2.1.2 (b).
47.3.1.10 IDENTIFICATION PLATE REQUIRED
The Owner/Operator shall affix to each aircraft registered under Myanmar Aircraft
Rules an identification plate
(a) Containing the aircraft type, model, manufacturer serial number, nationality
and registration mark;
(b) Description of Owner/Operator and/or in the case of lease, Lessor/Lessees
addresses;
(c) Made of fireproof metal or other fireproof material of suitable physical
properties; and
(d) Secured to the aircraft in a prominent position, near the main entrance, or, in the
case of an unmanned free balloon, affixed conspicuously to the basket.
