PRIVILEGE SPEECH

January 27, 2015


Mr. President, members of this August body, people in the gallery, to all
davaoeos, friends, ladies and gentlemen, Good Morning!

I rise today as a matter of privilege.


Our City is a fast developing one.

For this year, we foresee more

entrepreneurs who will come and invest here. Of course, these are welcome
endeavors regardless of the magnitude.
However, we also have to prepare for the consequences of these
developments.
One such consequence is the volume of people who will be commuting within
the City.

As more people come to live in our City, more and more

subdivisions are also being developed.

But, these subdivisions are being

developed in areas that remain unserved by public utility vehicles. Some of


such unserved areas are the following: Diversion Road, Barangay Calinan to
Barangay Talandang, Barangay New Carmen to Barangay Magtuod to
Barangay Maa, Calinan to Mulig to Toril Highway, Bunawan to Acacia to
indangan to Cabantian, Shrine Hills, ets.
We must ensure that service of public transport should reach these areas. To
do this, I hereby propose to amend Ordinance No. 108, Series of 2000,
otherwise known as An Ordinance Implementing A Public Utility Rerouting
Scheme For The City Of Davao And For Other Purposes.
With this, Mr. President, I would like to move that this privilege speech be
considered as first reading pass and for this matter to be referred to the
property committee.

Mr. President, there is another matter Id like to bring to the attention of this
esteemed body. It is about the fare rates for our public transportation.

Prices for oil have been going decreasing for some time now. Diesel prices
for the Philippines from 20-Oct-2014 to 26-Jan-2015. The average value of
Diesel for the period of October 20, 2014 to January 26, 2015 is PhP 34.86
with a minimum of PhP 31.4 on January 5, 2015 and a maximum of PhP
40.25 on October 20, 2014. For comparison, the average price of diesel in
the world for this period is PhP 44.25.
In consequence to this decline in the global oil prices, a price adjustment on
fare rates must also be made.

This is only a natural consequence of the

lowering of fuel prices. It is not fair to demand the same fare rates from
commuters when the prices for fuel have gone down.
With this, Mr. President, I would like to pass a Resolution requesting the Land
Transportation Franchising & Regulatory Board (LTFRB) to adjust the fare
rates due to decrease in fuel prices.

LAND
TRANSPORTATION
FRANCHISING & REGULATORY BOARD (LTFRB) TO ADJUST THE
PUBLIC TRANSPORTATION FARE RATES IN DAVAO CITY
WHEREAS, this pertains to the lowering of global oil prices and its relation
to the fare rates;
WHEREAS, global oil prices have been decreasing for some time now;
WHEREAS, in consequence to this decline in the global oil prices, a price
adjustment on fare rates must also be made;
WHEREAS, commuters should not be made to pay the same fare rates when
the prices of fuel have gone done;
NOW THEREFORE, be it resolved as it is hereby resolved, by the
Sangguniang Panlungsod in session assembled, to request the LTFRB to
adjust the Public Transportation fare rates in Davao City;
RESOLVED FURTHER, that copies of this Resolution be furnished to the
Office of the Secretary of the Sangguniang Panlungsod, LTFRB, and all other
offices/departments concerned, for their information and guidance.
