Calendar No. Purpose: To establish a deficit-neutral reserve fund to pre- serve and protect the open Internet in a mamner that provides the Federal Communications Commission with targeted and robust enforeement mechanisms, does not jeopardize publie safety, privacy, accessibility, or uni- versal service, protects against regulatory overreach, and does not rely on public utility regulations. Res. 11 Setting forth the congressional budget for the United States Government for fiseal year 2016 and setting forth the appropriate budgetary levels for fiscal years 2017 through 2025. The Chairman of the Committee on the Budget of the Senate may revise the allocations of a ¢ommittee or committees, aggregates, and other appropriate levels in this resolution for one or more bills, joint resolutions, eda ana n amendments, amendments between the Houses, motions, OLLis204 SLC we NAH Re Re 2 or conference reports relating to protecting thé open Inter- net and promoting further innovation and isjvestment in Internet services, content, infrastructure, and technologies by the amounts provided in such legislation for those pur- poses, provided that such legislation would not inerease the deficit over cither the period of the total of fiseal years 2016 through 2020 or the period of the tdtal of fiscal years 2016 through 2025.
