Eurostat verwijst in haar brief naar het feit dat de vertrouteljkheid over een deel van de
correspondentie betreffnde deze projecten werd gevraagd door het INR. Deze vraag van het
IN!? steunde echter systematisch op een vraag tot vcrtrouiteljkheid vanwege de
vertegenwoordigers van de 1 laamse Gemeenschap. Net zoals al aangegeven voor de
documenten die afkomstig zijn van het JNR zelf: houdt het [VR niet vast aan de vertrouwelijkheid
van haar corre.sponden!ie iiie! Eurosiat. units de statLslische enhiteilen die in die documenten
oorden vermeld er ook geen bezi taar legen hebben.

Dear Mr Delporte,
Thank you for your letter dated 09 January 2015 requesting the position of Eurostat regarding
lifting the confidentiality of its own correspondence on the RAM project (inctuding Tunnel
Lieficenshoek) and the PPP relaed to the Flemish school buildings.
The above mentioned projects have been the object of several exchanges between the NA] and
Eurostat over the past years. Although the latest exchanges on both projects (dating from 2014)
are published on Eurostats website, this is not the case for some of the previous bilateral letters
(for instance, It should be noted that the exehanges of 2013 were not published on Eurostats
website following explicit request of Belgian Statistical Authorities).
As It is recalled in each official advice provided, Eurostat is committed to adopt a fully
transparent framework for its decisions on debt and deficit maffers in line wIth Council
Regulation 479/2009, as amended. Therefore. it is the general policy of Eurostat to publish on
its website (after a deadline agreed with the country) all official methodological advice given to
Member States. unless explicit objections are raised by the country concerned.
In this context, given that the confldentiality on the projects under discussion was requested by
the Belgian Statistical Authorities, Eurostat has no objection to lifting the confidentially of its
own correspondence. This is au issue intemal to Belgium. It should be however noted that
correspondence previous to 2014 which. at the request of Belgium. was not made public in due
time, will not be published in Eurostat website at this stage.

It should he pointed out as well that the view of Furostat is nonnall> based on the information
provided b3 the Belgian authorities at that time and that hurostat reserves the righi to
reconsider its iei in case the infonnation provided turned Out tO be incomplete. or if the
implementation of the operation ditfered in some sa from the information presented
to kurostat
