The Problem and Its Background

Introduction
Earth

is

composed

of

different

places

and

filled

with

abundance of resources. Ages ago, people discovered unique

wa ys of preserving and protecting nature from other entities. In
the centuries that followed, different conditions like storms, floods
and war arise but the hard y inhabitants that had remained in the
area carried on their traditions and made it a home and a place
for relaxation, contemplation and well-being. With this kind of
culture, it is traceable that destinations gain more importance
which can contribute to the growth of tourism.
Tourism is one of the most d ynamic economic sectors in
many developing countries. Unknowingl y, places that have been
preserved and protected became tourist attractions. People would
travel the world to see and experience the natural wonders with
great appreciation. As time pass by, these tourist spots boost its
popularity

worldwide.

Actuall y,

spotlighting

the

arts,

culture,

history and heritage to attract tourists is nothing new, particularly

in Europe and because travelers were becoming more and more

interested in opportunities to learn about places through their art

and history, cultural tourism consistentl y grows. Since tourism is
nowadays

used

to

stimulate

regional

development,

cultural

heritage tourism is used for, both preservation of regions as well

as economic development of the regions. Preserving cultural
heritage

appears

to

be

supporting tourism development. Changing lifestyles of the new

tourists are creating demand for more targeted and customized
holidays. Thus, changing values are also generating demand for
more environmentally conscious and nature-oriented holidays.
In Asia, one of the most visited places is in the Philippines.
It has a rich history as one of the busiest trading posts in South
East Asia and later, in the trans-Pacific galleon trade. A period of
Spanish colonization spanning three centuries then made an
indelible impression on the country. This mercurial era, along with
the American occupation, played a vital role in shaping the
Philippines and its people. A vivid past has left its mark all over
the island in man y different forms that present-da y visitors to the
country are now discovering. The rich Philippine heritage can be
experienced, not onl y in textbooks and museums, but also in
beautifully preserved historical sites across the country. A simple

textbook description of a historical event comes to life upon a visit

to the place where it unfolded. In a country like the Philippines,
where history is kept alive, one doesn't need to go far to travel
back in time. The Philippines; being an archipelago, offers
countless of destinations to see, adventures to experience and
activities to do. The country is blessed with a rich environment
lush forests, tropical islands, white sand beaches, lakes, rivers
and mountains. Tourists can enjoy different exciting experiences
that the country in store for them.
One of the first class provinces and mostly visited in the
Philippines is Rizal, which is located in CALABARZON. Named in
honor of the Philippine's National hero, Dr. Jose Rizal, the
province has gained a reputation as the "Cradle of Philippine Art".
Known for its artists' communities and folk festival, Rizal also
offers diverse natural wonders and man-made attractions. The
province is blessed with breathtaking views of Laguna de Ba y, the
rugged Sierra Madre Mountains, swimming spots, and picnic
grounds that stands side b y side with burgeoning industrial parks,
convention

halls,

and

commercial

centers.

The

province

is

inhabited mostly by Tagalogs. Minority of other ethnic groups are

Visayas, Ilocanos, and other local groups. Its people are its

number one resource, known to be consummate artists and

craftsmen.
Tana y is a first class municipality in the province of Rizal
and is a major agricultural and commercial center of eastern
Rizal. Long before the coming of Spaniards, Tanay was alread y
settled by earl y Indonesian and Mala y voyagers. Artifacts dug up
attest to the existence of these early settlements. Not long after
the conquest and subjugation of Manila and the surrounding lake
ares by Salcedo in 1571, Franciscan missionaries arrived to
Christianize the inhabitants of what is now the Morong -Pililla area.
From Morongan, the priest administered Tanay and other chapel
villages and ranches. Man y adventurers seek Tanay for its
accessible and awe -inspiring resorts that offer not just apt

accommodation, breathtaking views, and serene atmosphere but

fun outdoor and indoor activities as well.

Theoretical Framework
People travel due to various reasons. These reasons are the
motivating dynamics why people go to different places. Numerous
authors provide views as how people are motivated to travel.
In the book, Principles of Tourism I by Zenaida L. Cruz
Ph.D., she discussed some of the following motivation: (1)
Escape; (2) Relaxations; (3) Relief of Tension; (4) Sun lust; (5)
Ph ysical; (6) Health; (7) Famil y Togetherness; (8) Interpersonal
Relations; (9) Roots or Ethnics; (10)Maintain Social Contact; (11)
Convince oneself of ones achievement; (12) Show ones
importance to others; (13) Status and Prestige; (14) Selfdiscovery; (15) Cultural; (16) Education; (17) Business; (18)
Wonderlust; (19) Interest in Foreign Areas; and (20) Scenery.

The motivation listed below are said to be related to the

hierarchy of needs model of Abraham Maslow, a famous

psychologist.

Figure1

Figure 1 shows the hierarch y of peoples needs. The relation

between needs and motivation is discussed at Maslows Theory of
Motivation and Travel Motivations. These needs are as follows: (1)
physiological needs; (2) safety needs; (3) belonging and love
needs; (4) esteem needs; (5) cognitive needs; (6) aesthetic
needs; and (7) self-actualization.
Ph ysiological needs are the physical factors such as thirst,
hunger, rest and activity. The safety needs are the wants of the
person to feel safe and secured whereas belonging and love
needs refers to giving and receiving love. The manner of boosting
of self-esteem, self-respect and esteem from others is being
referred to esteem needs. Cognitive needs are the needs of the
person

to

know,

understand

and

explore

the

unknown

and

aesthetic needs refer to wants of the person to see and appreciate

beauty of the world. As a person is experience self fulfillment that

is that he met self-actualization.
Tourists travel to different places with different reasons.
Some go to Switzerland just to undergo stem cell treatment. Some
go to abroad to visit friends and relatives either to attend
weddings, famil y gathering, etc. Some people travel because the y
want to discover more about themselves. People have different
motivations when they travel and these affects their behavior and
how they see life in perspective.

Statement of the Problem

The

purpose

of

this

study

is

to

develop

the

tourist

attractions, Daranak and Batlag Falls, which can contribute to its

Region 4-A (known also as the CALABARZON growth area)
is a region of several first-class provinces, most of which are
experiencing rapid urbanization and economic growth. Rizal tops
all provinces in the country in terms of income, despite of its loss

15

of half of its original territory to the National Capital Region. The

province enjo ys a natural beauty of nature and a perfect setting
for

investments,

business

establishments

and

settlements.

According to urban planners, it is the countrys next business

capital due to its strategic geographical location; and based on
the latest national surve y, few people of this province are
experiencing poverty compared to other places nationwide. Yet,
Rizal province has lots of places to develop into a productive and
conducive place for investments and urban development. The onl y
things necessary are appropriate planning and land development.
(Research on Province of Rizal, 2013)

The

Rizal

Provincial

Government headed by Gov. Rebecca Ynares has called on all

tourism development stakeholders of the province to join the

developing

tourism potentials of the province. During the Sining, Kultura at

Turismo (SIKAT) ng Rizal council meeting held recently, Gov.
Ynares threw her full support to the promotion and development of

16

tourism in the province, through the present program dubbed as

Pasyal sa Rizal, showcasing what the province has to offer in
terms of places, products and services. ( Review on Tourism

Tourism officers of all municipalities/city of the province,
together with stakeholders such as travel and tour operators,
resort owners, artists, hotel and restaurant owners, and others,
pledged their commitment of giving a boost to the provinces
tourism industry. HEART stands for Health and wellness; Ecotourism; Arts, culture and heritage; Restaurant and recreation; and
Trade and industry, a vision that will place Rizal in the tourism
map of the country and even the world. Department of Tourism
(DOT) Region 4 Director Rebecca Labit challenged the council
members and participants to be ready with the expected influx of
foreign tourists to the country next year due to the incoming visit
of the Pope in January and the APEC meeting of leaders of
different countries in the Asia-Pacific region. With the proximity of
the province from Metro Manila which will be site of these two big
events, Gov. Ynares and DOT Regional Director Labit see a great
opportunity for Rizal to attract tourists and to showcase the

provinces

great

tourism

potentials.

( Review

Tourism is also another viable investment area. The relative
proximity of the province opens opportunities to establish tourists
and recreational resorts, golf courses and convention centers. The
provinces natural, cultural and scenic spots continue to draw
local and foreign visitors, who would be in need of better facilities
and services. (Research on Ri zal, 2009)
Disasters are unpredictable but they are not unexpected. A
disaster can be caused by humans or nature. These are events
that are sometimes unpredictable. Disaster management and
planning is a ke y part of the government work. In this regard, this
stud y evaluated the extent of implementation of Risk Reduction
and Management Program of Rizal Province towards a proposed
strategic plan for an enhanced risk reduction and management
program of the province. The following were drawn from the
findings

of

the

Moreover,

when

the

assessments of the two groups of respondents are compared, they

both agree to assess that the implementation of the nine program
components of Risk Reduction and Management Program of Rizal
province as Implemented to a Moderate Extent with weighted
means of 3.23 and 3.06. On the assessment of the respondents
on Risk Reduction and Management Program of Rizal Province
when they are grouped according to municipalities/city, the results
show that the respondents believed that Early Warning Systems
should be given much attention as revealed on the findings having
the least computed weighted mean of 3.0 and verbally interpreted
as Implemented to a Moderate Extent. The problems met by the
planners or implementers on Risk Reduction and Management
Program of Rizal Province showed that Lack of rescue equipment
and facilities ranked first with a frequency of 67 or 72 percent.
Furthermore, the suggested solutions to the problems met by the
planners or implementers on Risk Reduction and Management
Program of Rizal Province, revealed that Teach values on unity,
brotherhood, and courage in the wake of natural disasters as
ranked 1 with a computed frequency of 89 or 95.70 percent. The

19

ordinances related to Disaster Management and Risk Reduction in

terms of environmental protection passed by the Sanggunian
Ba yan indicated that Pililia got the highest number of ordinances
legislated with a frequency of 8. The two groups of respondents
perceived that the provincial government still needs to improve its
Early Warning Systems which can provide an orderl y structure of
either a technical or biological network. There was an inadequacy
of equipment and facilities more specificall y in search and rescue
which hampers the operation of the unit concerned. The stud y
shows that still values on unity, brotherhood and courage are vital
factors which could help the people in the wake of natural
disasters. (Inarda, 2012)
Tana y is a first class municipality in the province of Rizal,
Philippines. It is located 57 kilometres (35 mi) east of Manila,
although a typical commute between Manila and Tanay will take
between one to three hours depending upon traffic conditions. It
contains portions of the Sierra Madre Mountains and is bordered
b y Antipolo City in the northwest, Baras, Morong and Teresa in the
west, General Nakar (Quezon Province) in the east, and Pililla,
Santa Maria (Laguna province) as well as the lake Laguna de Ba y

Shortly after the conquest and subjugation of Manila b y the
Spaniards and the surrounding lake areas by Juan de Salcedo in
1570-1574, Franciscan missionaries arrived to Christianize the
inhabitants of what is now the Morong-Pililla area. In 1583, both
Morong and Pililla were created as separate towns with Tanay
forming part of Pililla. Tana y was founded as a separate pueblo
(town) in 1606 under the name "Monte de Tan-ay". In 1620,
administration was moved to San Antonio (now called Inalsan or
Pantay) and Tandang Kutyo. In 1638, the town was burned during
an uprising of Chinese living in the area, and the town was rebuilt
in 1640 at the present day location. In 1747, the town of Tana y
consisted of onl y eight barangays, namely Nuestra Senora del
Rosario, Sa Josep, San Ildefonso de Tanay, San Francisco de
Maytubig, San Pedro de Alcantara, San Lucas y San Antonio, San
Apostol and San Agustin de Balugbog. In 1853, a new political
subdivision was formed. The town of Tana y together with Morong,
Baras, Pililla, Angono, Binangonan and Jalajala form the Province
of La Laguna, with the capital at Morong. This district was later
changed to Distrito Politico-Militar de Morong after four years.

Nestled at the foot of Tana y Mountains, Daranak Falls is a
favorite shooting location for many films, both local and foreign.
That hardly comes as a surprise, actually, given its persevered

A recent study by the National Statistics Coordination Board
(NSCB), Rizal was cited as the least poor province with a poverty
rate of 3.4%, even lower than that of the National Capital Region

developing transportation links to have great access

between the tourist attractions and other establishments.
Recommendations
Based

on

the

findings

and

conclusion

presented,

the

following recommendations are suggested:

1.

Based on the gathered data from this stud y, even though

there

is

already

good

management

in

the

tourist

attractions, we could propose that the local government

should have developments in other areas of taking care

89

of the attractions. The local government should see to it

that

as

the

tourism

industry

grows

in

the

area,

maintaining the beauty and protection should be observed

as well because it is one of the factors that will help in
gaining more tourists.
2. Since there is a significant difference between the local
and

foreign

tourists /visitors

regarding

the

status

of

Daranak Falls in terms of Location, Fees and Security,

the management should find the differences and then
create development plans to solve the major problems
identified.

After

creating

development

plans,

the

management should be more aware of what the y could

improve in their location and how fees and security of the
place will affect the visitors.
3. Problems identified based on the information gathered by
the majority of respondents should be settled by the local
government. Thus, the awareness of these problems can
come up with best development plans that will support the
fulfillment of the facilities and tools used for the security
of the place. The management could also propose to

90

build establishments near the tourist attractions that will

also catch the attention of local and foreign tourists .
4. The government should take into consideration the needs
of the tourist attractions, so that it can contribute to the
enhancement of the management effectiveness. Thus,
local

government

management to

can

develop

take

part

innovative

in

helping

solutions for

the
the

advancement of tourism industry through their tourist

attractions.
