TERMS OF REFERENCE

FOR REGULAR MAINTENANCE OF AIR-CONDITIONERS

FOR UNDP COUNTRY OFFICE AND PROJECT PEMISES
A. Background
The UNDP Turkmenistan possesses a number of air conditioners at the office which are
represented by many brands such as HAIER, Tadiran, Mitsubishi and etc. Almost all airconditioners were purchased 2-7 years ago. During exploitation period air-conditioners
receive ad-hoc service and regular maintenance service, which was done by non expert.
Therefore, the UNDP Turkmenistan initiate the tender process, with an intention to conclude
a Long Term Agreement(s) (LTA) for a maximum period of three (3) years for regular
maintenance for air-conditioners with a company(ies) or private entrepreneur (s) specialized
in this area. The successful company(ies)/entrepreneurs(s) (hereinafter referred to as the
"Contractor(s)) shall be contracted for an initial period of one year, and the contract shall be
renewable upon satisfactory evaluation of performance. The LTA(s) shall not guarantee an
estimate volume of sales on the part of UNDP in Turkmenistan.
B. Scope of Maintenance Services
Through a competitive process, regular maintenance of air-conditioners may include but are
not limited to:
I. Standard services for regular maintenance of air conditioners
Check all modes of air-conditioner (cooling, heating, ventilation, humidification and etc.)
Testing electrical circuits and testing the stability of the electricity supply
Cleaning of the air filters
Replacement of the air filters
Check of electric engine
Inspection of bearings
Control of demfer tubes on vibration and its clearing;
All other types of services which guarantee proper work of air-conditioners for the period
of 1 year;
*All Bidders are welcome to present their standard package of services, which required for
regular maintenance of air-conditioners
II. Spare parts
**Please list all spare parts which will require for regular maintenance of air conditioners
C. Venue and Logistics support
The Contractor(s) shall upon, request and receipt of duly authorized instructions from the
UNDP/UNDP Projects, start provision of regular maintenance service of air-conditioners.
This shall include the following activities:
1. Receive from the UNDP/UNDP Projects request for regular maintenance.

2. Provide full professional personnel for organization of regular maintenance;

3. Ensure that the service arranged and provided in timely manner and as required.

D. Requirements for the Contractor(s)

The successful Contractor shall have the following minimum qualifications:
1. For companies: Duly registered in Turkmenistan license for regular maintenance service
of air-conditioners.
For private entrepreneurs: Duly registered patent.
Valid license must be available latest by the time of signing of the Long Term
Agreement;
2. Proven experience with the UN or other international organizations.
3. Financially capable of rendering catering services, which is evidenced by the healthy
financial statement/balance sheet for 2 last years for companies and Income declaration
for last 2 years for entrepreneurs;
4. List of experienced personnel;
