AmericanCongressworksundertheinfluenceofpoliticalpartiesthatbegantheirformationin
the1790s.Theprocessoftheirmaterializationwouldhappenwitheconomicchange,the
effectsofforeignpolicy,andtheinterpretationoftheconstitutionwhetheritbestrictorloose.
Thesefactorsattributetotheestablishmentofpartiestogainaninfluenceincongress,to
changethewaythegovernmentacts.
Manyofthepublichelddifferenteconomicvaluesduetothelatepoliticalchangesin
the1790s.RangingfromtheBritishImpressmentandU.SEmbargotherewasroomforsides
tomanifest.Duringroughly1775upto1815impressmentofAmericansailorswasconducted
bytheBritishwhichleadtotheEmbargoActof1807byThomasJefferson.Fellowmembers
ofcongresstoJeffersonhaddisagreementsovertheactasforitcouldpossiblyleadtowards
asteadydeclineinnotonlyeconomicbutalsoexplorativeprogress.Consequentiallythe
EmbargoActdidendupincausingtheregionaleconomyofNewEnglandtowalkthepathof
nearingdepressionandgrowingunemployment.Ultimatelytherewasarenewedreasonto
verifycongressionaldecisionsexcessivelyfortheirpossibleconsequences.
Washingoftenoppressedretainingclosealliesandthisappearedasaneffective
treatmentwhenbritainbeganimpressmenttowardsAmericansailors.Inattempttoestablish
foreignpolicytheAlienandSeditionActs,NonintercourseAct,andtheJayTreatyallapplied
tobepartofthechangeinpoliticalviews.TostrengthennationalsecuritytheAlienand
SeditionActscomposedbymostlyFederalistschangedhowAmericancitizenshipwas
obtainedandalsoimpliedsomeextensivedeportationlaws.Thepresidentwasallowedto
imprisonordeportaliensconsidereddangeroustothepeaceandsafetyoftheUnitedStates
atanytime.Thisisalreadyopentointerpretationastotheextentofpowerallowedtoasingle
official.TheNonintercourseActinageneraltermregulatecommercebetweenAmericansand
NativeAmericans.ItprohibitedpurchaseofIndianlandswithoutapprovalofthefederal
government.TheJayTreatysignedin1794wasaverysuccessfulagreementbetween
AmericaandGreatBritain.ItremovedBritishunitsfromfortsintheWestportionoftheUnited
Statesatthetimeanddealtwithmanyofthepostwardebtthatbothnationsacquired.Overall
Americanforeignpolicyhadtheopportunitytotakeitscoursethroughcongress.
Almostallmajorpoliticalactsworkoffofinterpretingtheconstitutioninamannerthat
worksbesttowardsacase.TheLouisianaPurchaseissuchanexample.Jeffersondidmake

didallowforittobemadebutwasconstitutionallynotallowedto.Thisleadtomajordispute
overhisexistenceaspresident.OftheActsmentionedearliertheAlienandSeditionActs
werecriticizedthattheywereprimarilyanattempttosubduevoterswhodisagreedwiththe
Federalists.TheNonintercouseActmayhavebeenpresentedtheargumentsthatitwould
impairthefreedomofindependentandultimatelynationwidegrowthifcitizensrequired
governmentapprovaleverytimelandwastobebought.Insituationsliketheseitislefttothe
debatersjudgetointerpretourlawsathandforaresolutiontoanyact,case,orchangeinthe
dynamicofgovernment.
PoliticalPartiesarenotjustaroundbecauseitwasthoughtthattheyshouldexistbut
moresothattheyhaveto.Wherewouldwebeifitnotforthedecisionsmadethatwouldalter
theconcurrentstateoftheAmericangovernment.Alltheactspassedtonoendbutalso

people.Maybeheisrightandournationwillonedaybehorrificallysplittoseveralidealsof
government.But,onlytimehastoldthattheUnitedStatesofAmericacannotbewithout
politicalparties.
