publishednotice
ofa30daycommentperiodwithouthearings.
Thelocationsandtimesforthepublichearingswerenotannounced,buttwowillbein
thenortherntierandonewillbeinthesouthwest.
ThisoilandgasrulemakingwillhavealastingimpactonPennsylvaniaspeople,
environment,andenergyeconomy,ActingDEPSecretaryJohnQuigleysaid.Itisimperative
thatDEPgoestheextramile,takesthatextrastep,andputsinthisadditionalworktomodernize
andstrengthentheseregulations.Wearecommittedtoprotectingpublichealthandthe
environment,whilepromotingresponsibledrilling.
Developmentofthisrulemakingbeganin2011toupdateexistingregulationstoreflect
advancesintechnology.In2012,Act13significantlyrevisedtheCommonwealthsoilandgas
lawsanddirectedDEPtopromulgateregulationstoimplementitsenvironmentalenhancements.
OnAugust27,2013,theEnvironmentalQualityBoardadoptedDEPsproposed
rulemaking,whichwaspublishedinthePennsylvaniaBulletinforpubliccommentonDecember
14,2013.Thatopeneda90daypubliccommentperiodthatincludedninepublichearings,and
generatedmorethan24,000comments.
ContinuingDEPscommitmenttoprovidingthepublicwithasignificantmeaningful
opportunitytocomment,DEPmostrecentlyoptedtocreatethisadditionalpubliccomment
throughthevoluntaryextrastepofanAdvanceNoticeofFinalRulemaking.
ANFRallowsDEPtosolicitcommentsonthechangesmadefromtheproposed
rulemakingtodraftfinalrulemakinginastructured,transparentandefficientmanner.
EvenbeforeweopenedthislatestcommentperiodonApril4,weheardrequestsfor
moretimefromtheGeneralAssembly,thepublicandtheregulatedcommunity,Quigleysaid.
Ourgoalistohelptheindustrysucceedwhileprotectingourenvironmentandcommunities,
andwebelievethattheadditionaltimeandhearingswilldothatinatransparentway.
Thedraftfinalamendmentsprovideseparatechaptersrelatedtoconventionaland
unconventionaldevelopment.Theamendmentsareofferedtoimproveprotectionofwater
resources,addpublicresourcesconsiderations,protectpublicsafety,addresslandowner
concerns,andenhancetransparencyandimprovedatamanagement.
TheDepartmentwillprepareresponsestothecommentsreceivedaspartofthecontinued
developmentofthefinalrulemaking.DEPexpectstoreturntothetworelevantadvisory

councils,the
OilandGasTechnicalAdvisoryBoard
andthe
ConventionalOilandGasAdvisory
Committee
,inthefallwithafinalrulemaking.

ConsolMeetsAllCenterForSustainableShaleDevelopmentPerformanceStandards

The
CenterforSustainableShaleDevelopment
Tuesdayannouncedithascertified
CONSOL
EnergysAppalachianBasin
operationsashavingsuccessfullycompletedtheCentersrigorous
evaluationandverificationprocess.
BydemonstratingithasmetCSSDs15PerformanceStandards,CONSOLEnergyhas
shownthatin15criticalareas,itsAppalachianBasinoperationsmeetorexceedstateandfederal
airandwatermanagementregulatoryrequirements,saidSusanLeGros,CSSDPresidentand
ExecutiveDirector.CONSOLEnergyistobecommendedformakingthecommitmenttomeet
thesestandards,andtoserveasamodelforothercompaniesintheregionthatitwillworkto
buildtrustamongadiverse,crosssectionofstakeholdersbyoperatingbeyondacompliance
mindset.
LeGrospointedoutthatallproducersoperatingintheAppalachianBasinregionare
eligibleforandencouragedtoapplyforcertificationasawaytodemonstratetheircommitment
tothehighestperformancestandards.
LikeallcompaniesthatearnCSSDcertification,CONSOLEnergyscertifiedoperations
mustcontinuetoadheretoCSSDsPerformanceStandardsintheAppalachianBasin,integrating
CSSDspubliclyavailablebestpracticesintoitslongtermcontinuousimprovementprocesses.
CSSDwillmonitoradherenceandcontinuetobuildandexpandonitsinitial15
PerformanceStandards.CSSDofficiallyopeneditscertificationprocessinJanuary2014.
TheevaluationandverificationprocessforCONSOLwasconductedbyauditorBureau
Veritas,agloballeaderintesting,inspectionandcertificationundercontracttoCSSD.The
auditorconductedapreaudittofamiliarizeitselfwiththecompanysmanagementsystemand
determineauditreadinessofitsAppalachianBasinoperations.
TheauditteamsconductedfullscalecertificationauditsstartinginOctober2014atthe
company.Theseauditsconsistedofindepthdocumentationreview,staffinterviewsat
companysofficesandafieldbasedcomponentthatverifiedthatoperationalpracticeswerein
conformancewithapplicablestandards.
CSSDsPerformanceVerificationProtocoldetailsthefrequencyandintensityofthefield
andauditactivities.TheBureauVeritasauditteamvisited30CONSOLEnergysites(20in

Pennsylvania,sixinWestVirginia,andfourinOhio).
Oncetheauditwascomplete,BureauVeritas,submitteditsfindingsinareporttoCSSD.
CSSDsinternalCertificationDecisionCommittee,consistingofindividualsnotalignedwith
anyCSSDparticipant,thenreviewedtheauditreportanddeterminedeligibilityforcertification.
Certificationisvalidfor24months,afterwhichcompaniescanseekrenewal.Duringthe
24monthperiod,thereisatleastoneassuranceaudittomakesureconformancewiththe
standardsisbeingmaintained.

PrepareForEPAActionIfPADoesNotMeet2017StreamCleanupMilestones

Pennsylvaniahas627days(asofApril13)toputthebestmanagementpracticesontheground
neededtoeliminate10millionpoundsofnitrogenand212millionpoundsofsedimentfrom
goingintoourriversandstreamstomeetthe2017ChesapeakeBaycleanupmilestones.
Pennsylvaniaisevenfurtherbehindbecausewedidnotmeetthe2013pollution
reductionmilestones.
LastJune,theU.S.EnvironmentalProtectionAgencyreportedPennsylvaniaexceededits
2013ChesapeakeBaycleanup
milestoneforphosphorusby242,000pounds,butfellshortin
meetingthenitrogengoalby2millionpoundsandsedimentreductionmilestonebynearly116
millionpounds.
IfPennsylvaniadoesnotcatchuponmeetingthe2013milestonesandmeetthenext
milestonesin2017,theU.S.EnvironmentalProtectionAgencyhastheauthoritytoimpose
additionalpollutionreductionrequirements,orbackstops,directly.Thesemeasures,determined
byEPA,wouldinclude
RequireNPDESPermitsForFarmsAndOtherSourcesNowNotRegulated:

example,utilizing"ResidualDesignationAuthority"toincreasethenumberofsources,

assessmentwasprematuresayingitreflectedtheneophytestatusofaDemocraticGovernorin
hisfirstterm.
ReedalsosaidHouseRepublicanswouldoutlineapropertytaxreformplanthatwould
increasetheSalesTaxandPersonalIncomeTaxtoraiserevenueforschoolpropertytax
reductions,buttheHouseplanwouldhaveaoneforonereductioninpropertytaxandanynew
taxrevenue.
Atthesametimethisgeneraldiscussionwasgoingon,JohnHanger,WolfsSecretaryof
Policy,WednesdaydeliveredwhatsoundedanawfullotlikeanultimatumtotheBoardofthe
StateSystemofHigherEducation,sayingtheyhadbettergetbehindWolfsideaofatuition
freezebeforetheGovernorwouldsupportanyincreaseinappropriationsforstateowned
universities.
InMarchWolfproposeda$45millionincreaseinfundingfortheStateSystem,but
askedforatuitionfreezeatthesametime.
ThursdaytheStateSystemBoardvoted9to8,includingtheGovernorsrepresentative,
tofreezetuitioniftheadditionalfundingisapprovedinthestatebudget.
WolfisscheduledtohavehisfirstmeetingnextweekwithSenateandHouseleaderson
thebudget.

reductiontargetsin2017and2025.
Ifthetargetsarenotmet,theU.S.EnvironmentalProtectionAgencymandatesadditional
expensivepollutioncontrolregulationsforPennsylvaniasportionoftheBaywatershed.
Amongthereportrecommendations:
TheCommonwealthshouldreviseandpromotetheexistingnutrienttradingprogramwhich
encouragesthetransferofnutrientreductioncreditsbetweenbuyerstoallowthemarketplaceto
beusedtoachievenutrientreductiongoals.
TheDepartmentofEnvironmentalProtectionshouldsupportusinglowcostsolutionsand
technologiesasalternativestohighercostpublicinfrastructureprojects,wherepossible.
MunicipalitiesandDEPshouldreviewallavailableoptionsandstrivetousethemost
costeffectivepracticesforsewageandstormwaterrunofftreatment,includingneworupdated
treatmentplants.
DEPandtheDepartmentofAgricultureshouldhaveadequatestaffinglevelstocarryout
ChesapeakeBaynutrientreductionmandates.

Baywatershed.Thisreportaccentuatestheurgencythatpollutionreductioneffortsbe
acceleratedifPennsylvaniaistomeetitscleanwatermandatesoutlinedin
PennsylvaniasClean
WaterBlueprint
.
Whilethereportattemptstosummarize30yearsofresearchandeffortsbyscientists,
engineers,electedofficialsandothers,itfailstorecognizethecomplexityofcleaningup
Pennsylvaniasalmost19,000milesofimpairedriversandstreams.Iftherehadbeenasilver
bullet,theCommonwealthwouldhavefoundandimplementeditdecadesago.
Infact,whiletheremaynotbeasilverbulletsolutiontoPennsylvaniascleanwater
crisisastheAuditorGeneralstates,thereisawelldefined,scientificallysupported,approved,
andachievableblueprintforcleanwater.
WearepleasedthattheAuditorGeneralrecognizestheimpactofreducingpollution
fromagriculture.Seventyfivepercentofpollutionreductionistocomefromagricultural
sources.Pollutionreductionpracticeslikeforestedbuffers,covercrops,andnotillfarmingare
lowcostbuthighlyeffective.TheAuditorGeneralisalsocorrectthatcompliancewithcurrent
cleanwaterregulationswillbeakeycomponenttomeetingthepollutionmilestones.
Regardingmanuretreatmenttechnologiesandwaterquality,suchtechnologiesarea
goodmanuremanagementtoolbutarenotprimarilyapollutionreductiontool.Theydonot
offeracomprehensivesolutionforpollutionreduction,primarilybecausemanureconstitutes
onlyaportionofthetotalnutrientloadtolocalstreams,rivers,andtheChesapeakeBay.
Moreover,thesesystemsdonotreducesedimentpollution,theleadingcauseofimpairment
pollutingPennsylvaniasstreams.
Thereportsuggeststhatmunicipalitiesshouldconsiderthemostcosteffectivepractices
whenupgradingsewageplants.CBFbelievesmunicipalleadershavebeendoingtheirdue
diligenceinmakingtreatmentdecisionsandconsideringimpactstotheirratepayersand
taxpayers.
Alsoassuggestedinthereport,thepositiveeconomicimpactofPennsylvaniaachieving
itstargetedpollutionreductiongoalsandacleanerChesapeakeBaycannotbeoverstated.A
peerreviewedreportproducedforCBFdocumentsa$6.2billionreturnoninvestmentifthe
CommonwealthachievestheWatershedImplementationPlan,withcleanerairandwater,amore
beautifullandscape,improvedrecreationalopportunities,reducedfloodrisksandotherbenefits.

TheDepartmentofEnvironmentalProtectionTuesdayannouncedan11memberregional
partnershipbeginsitssixthstreamrestorationconstructionseasoninnorthcentralPennsylvania
onApril13withariparianbufferprojectinLycomingCounty.Theprojectisthefirstof17
plannedforthisyear.
Thepartnershavecompletedabout70projectsimprovingwaterquality,increasing
aquatichabitat,andreducingerosionandsedimentationalongeightmilesofagriculturally
impairedstreams.Theeffortswonthema
GovernorsAwardforEnvironmentalExcellence
last
year.
Thetremendouslyimportantworkbythispartnershiphasimprovedwaterqualityinour
localcreekandstreamsaswellastheoverallhealthoftheChesapeakeBay,DEPNorthcentral
RegionalDirectorMarcusKohlsaid.Itsaterrificexampleofhowthesepartnershipscanmake

arealdifferenceandbenefitourenvironmentatthelocalandregionallevelinrealtime.
DEPsGrowingGreenergrantprogramawarded$273,000inJanuarytotheNorthcentral
PennsylvaniaConservancytocompletetheworkoveratwoyearperiod.Theconservancy

Thepartnersinvolvedinthestreamrestorationpartnershiparegettingalotofgood,
ontheground,conservationworkdone,NPCExecutiveDirectorReneeCareysaid.Weve
learnedalotduringthepreviousfiveconstructionseasonsandarelookingforwardtolearning
morethisseason.Itsbeengreattoseelandownerinterestgrow,andimprovementstothe
streamstakeplace.
TheLycomingCountyprojectalongCarpentersRunwillinvolveinstreamandriparian
bufferwork.Theinstreamcomponentincludesmultilogvanesandmodifiedcrossvanesbeing
installed.
Intheriparianbuffer,additionalfundsfromtheConservationReserveEnhancement
Program(CREP),aswellasfundssecuredbytheLycomingCountyConservationDistrict,will
beusedtofencethelivestockoutofthestreamandwetland.
Alivestockwateraccesswillbeinstalledtoallowthedairyheiferscontinued,controlled
accesstowater.Treeswillbeplantedalongthestreamtofurthersecurethestreambanksand
reducesoilerosion.
Thepartnershipsgoalistoimprovewaterqualityonagriculturallyimpairedstreamsin
DEPsnorthcentralregion,whichalsowillimprovethehealthoftheChesapeakeBay.Eroding
streambanksareadirectsourceofsediment,nitrogen,andphosphorus.Theenrichedsediment
smothersaquaticlifeasitcoversthestreamssubstrate.
Thepartnersuseproveninstreamstabilizationstructures,suchaslogvanesandmudsills,
andagriculturalbestmanagementpractices(BMPs),suchaswalkwaysandfencing.The
instreamworkstabilizeserodedstreambanksbyredirectingthewatertothecenterofthe
channel,andwithotherBMPs,stabilizesthestreamcorridorandprovidesthehabitatnecessary
forlongtermwaterqualityimprovements.
TheBMPshelpreducetheimpactsoflivestockonthestreamsbyremovingthemfrom
thestreamchannelandkeepingthemawayfromthestreamsriparianbuffers.Thisallows
vegetationtotakehold,reducingdirectnutrientinputsandphysicalpressureonthestreambank.

DEPandthepartnersprioritizeprojects,workingfromtheheadwatersdownstreamin
watershedsthathavebeenassessedandlistedasimpairedbyDEPbiologists,andwhereDEP
andotherpartnershavemadepreviousinvestments.
Asconstructiononnewprojectsbegins,DEPsbiologistswillreviewpreviouslyassessed
sitestomeasurerecovery.Datawascollectedatsomesitesbeforeconstructionbegan,
documentingwaterqualityandhabitatconditions.Watertemperatureandthepresenceofaquatic
insectshelpindicatetherecoveryofthestream.

isalandtrustdevotedtoconservingthe
workinglandsandidentifyingwatersof12northcentralPennsylvaniacountiesfortheenjoyment
andwellbeingofpresentandfuturegenerations.

OurauditfoundthatDEPwasunpreparedandunderstaffedtoeffectivelyadminister
lawsandregulationstoprotectdrinkingwaterwhentheMarcellusShalenaturalgasboom
began,DePasqualesaid.
Weprovided29recommendationsforimprovement,andthefactthatDEPisworkingto

revisestandardsforoilandgaswellsitesisproofthatourauditworkishelpingtobetterprotect
waterqualitynearwellsites.
AsIsaidlastyearwhentheauditreportwasreleased,shalegasdevelopmentcanoffer
benefitstoourcommonwealthandournation,butthebenefitscannotcomeattheexpenseofthe

KeystoneSanitaryLandfillintheboroughsofDunmoreandThroop,LackawannaCounty,for
anothertenyears.Thepermitallowsthelandfilltocontinueoperatingasamunicipalwaste
landfillatitsexistingfacilityuntilApril6,2025.

Feasterville,BucksCounty,forasiteinBoggsTownship,ClearfieldCounty.
ThedepartmentsWasteManagementprogramstaffhasdoneaverythoroughtechnical
reviewofthisapplicationduringthepastseveralyears,involvinghundredsofpagesoftechnical
information,DEPNorthcentralRegionalDirectorMarcusKohlsaid.Ourdeterminationisthat
theapplicationdoesnotmeetallofthemunicipalwastelandfillregulations,andwehavenotified
PAWasteLLCthatithasbeendenied.
Someofthetechnicaldeficienciesincludedsubbasecontactwithgroundwaterimproper

PAWastehadsubmittedapermitapplicationinSeptember2006foranew,doublelined
221acremunicipalwastelandfillcalledCampHopeRuntobebuiltinBoggsTownship.The
landfillwasproposedtoaccept5,000tonsperdayofmunicipalwaste.
TheLocalMunicipalityInvolvementProcessmeetingwasheldinJanuary2007,andthe
applicationwasdeterminedtobeadministrativelycompletethefollowingmonth.
InJuly2008,thedepartmentdeniedtheapplication,primarilybecauseofsitesuitability
requirementsinAct101.PAWasteappealedthisdecisiontothestateEnvironmentalHearing
Board.TheEHBsustainedtheappealinNovember2010,andremandedthedecisiontothe
department.
Thedepartmentresumeditsreviewoftheapplication,includingsitesuitability,aspartof
therequiredenvironmentalassessmentanddeterminedinlateAugust2012thatthebenefits
outweighedtheharms.
InJanuary2013,attherequestoflocalcitizensandelectedofficials,thedepartmentheld
apublichearingattendedbyabout170peopletoacceptformaltestimony.Aboutthreedozen
peoplepresentedtestimonyduringthepublichearing,withthevastmajorityopposingthe
project.
InFebruary2013,thedepartmentsentatechnicaldeficiencylettertoPAWaste,citing71
deficiencies.ApredenialletterwasissuedbythedepartmentinAugust2013,explainingthe
remainingdeficiencies.ThedepartmentgrantedmultipleextensionstoPAWastetosubmit
additionaltechnicalinformation.
PAWastesNovember2014submissiondidnotaddressallofthedeficienciesinthe
companysmunicipalwastelandfillpermitapplication.

Usingrecentlycompileddataasabaseline,DepartmentofConservationandNaturalResources
ActingSecretaryCindyAdamsDunnWednesdayannouncedthedepartmentwillconducta
surveyoftimberharvestedandprocessedinPennsylvaniaeverytwotothreeyearstobetter
understandmarketdynamicsimportanttosustainingforestsandtheforestproductsindustry.
Theforestproductsindustryprovidesjobsthatpayineverycountyinthe
Commonwealthwithanoveralltotalimpactof$19billioncontributedannuallytothestates
economy,Dunnsaid.OurcontinuedsurveyeffortswillidentifytrendsimportanttoDCNRs

sustainableforestryefforts,aswelltotheindustryforbusinessandprocurementplanning,and
privatelandownersrelatedtomarketopportunitiesfortimber.
Therecentlycompleted
PennsylvaniaTimberProductOutputSurvey
isavailableon
theDCNRwebsite.ThelastsurveyconductedbytheBureauofForestrywasinthemid1990s.
Atotalof312facilitiesparticipatedinthesurvey.Almostaquarterofthemillshadbeen
inbusinesslessthan10yearsfourfacilitieshaveoperatedformorethan100years.
Thetotalvolumeprocessedattheparticipatingfacilitiesin2012isequivalentto1.2
billionboardfeet.Redoak,redmaple,blackcherry,andwhiteoakwereamongthetopspecies
harvestedbyvolumestatewide.
Dunnnotedthatconductingthesurveyshelpsstrengthenrelationshipsbetween
governmentandforestindustrypartnersthroughcommunicationoncommoninterests.
Pennsylvaniaforestsaresourcesofwoodandrawmaterialsusedtoproduceanarrayof
valuableconsumerproductsincludinghardwoodfurnitureandflooringkitchencabinets
highqualitypapers,palletsandpackingmaterialslandscapingmulchandfirewood.

TreeVitalizeProgramAidingCommunityTreePlantingEfforts

CommunitiesacrossPennsylvaniawillbecomealittlegreenerthisspringthankstoDCNR's
TreeVitalizeProgram
.
DCNRhasannounceditsurbanandcommunityforestprogramswillbeawardingatotal
of$492,220tocommunitiesthroughoutthestateinsupportoftreeplantingthisspring.
Beyondtheirmanyenvironmentalbenefits,treesoffersomuchtosomanyincitiesand
communitiesacrossthestate,saidDCNRActingSecretaryCindyAdamsDunn.TreeVitalize
helpsstrengthenconnectionsbetweenpeopleandthelandscapearoundthem.Theindividualact
ofplantingatreesooftenleadstoapersonalbondtoourstatesbountyofnaturalresources.
TreeVitalizeisastatewideurbanandcommunityforestryprogramdesignedtoincrease
andimprovetreecanopyandeducatecitizens.DCNRoffersmatchinggrantstocommunitiesand
nonprofitlookingtoimproveandexpandlocaltreecover.
TreeVitalizegrantroundannouncementsareheldtwiceperyear,typicallyJanuary31
andJuly31.Alltreeplantingandinventoriesmustbeonpublicgroundsand/orpublic
rightofways.

Ourawardwinnersserveasexcellentexamplesforothercommunitieswhowantto
maketheirparksgreatassetstotheirresidentsforhealthyactivity,asmodelsofhowtoconserve
andasaplaceforpeopletoconnectwithnature,Imgrundsaid.
LardnersPointParkexemplifiestheDelawareRiverfrontsGreenwayPlan.The
fiveacresitewasoncepartoftheLardnersPointPumpingStation,oneofthelargestdrinking
watersupplystationsinthecounty.
Theareaoftheparkformerlywasusedasastoragelocationforcoaltopowerthe
pumpingstation,aswellasthelandingfortheformerTaconyPalmyraferrytoNewJersey.
Theparkdesignandconstructionpromotesgroundwaterinfiltrationandeliminationof
runoffthroughtheuseofnaturalstormwatermanagementfeaturesincludingmeadows,
bioswales,wetlands,apond,vernalpools,permeablesurfacingonplazasandwalkwaysandsite
gradingthatretainsthewateronsite.
Acoastalplainforesthabitatwascreatedasariparianbuffertofilterrunoff,stabilize
soils,controlerosionattheriversedge,andprovidewildlifecorridorsandhabitat.Thereisno
turfintheparkandnativelandscapingeliminatestheneedforirrigation.
Theparkincludesacombinationofgreenbuildingamenitiessuchassolarlightingand
permeablepavement.Atotalofsevendifferenthabitatareaswerecreatedandplantedwithmore
than100nativespecies.
Inadditiontoincorporatinggreenfeaturesintothedesign,itsalsofantasticthatour
statesbiggestcityrecognizesitsrivers,trailsandparksasamenitiesthatspurbusiness

developmentanddrawpeopletodowntowns,Imgrundsaid.Providingopportunitiesforpeople
tobeactiveoutdoorsisconnectedtoattractingthehomeowners,businessesandvisitorsthat
makeacommunityvibrant.
Parkamenitiesincludearestoredpierforfishing,accessiblepicnicareasandariver
overlook.LardnersPointParkisthefirstpublicaccesstotheDelawareRiverintheTacony
neighborhoodofPhiladelphia.
TheK&Tmultiusetrailtraversesthesite.ThistrailispartoftheEastCoastandNorth
DelawareRiverfrontgreenwaysenvisionedtohaveconnectedparkseveryhalfmileforthe
lengthofthecity.
TheDelawareRiverCityCorp.isanonprofitorganizationworkingtotransformthe
underutilizedNorthDelawareriverfrontcorridorinNortheastPhiladelphiabyreconnecting

kidsabouttheperegrinefalconssendsanimportantmessageabouthabitatpreservationand
environmentalstewardship.
Teachers,nonformaleducators,andstudentsareinvitedtoattendthebandingevent
inperson,butanyonecanviewthelivestreamofthebandingon

Duringtheonehoursession,biologistswillretrievethenewlyhatchednestlings,called
eyases,fromtheirnest,weighthemandplaceametalbandwithafalconspecificcodearound
eachbirdsleftleg.
Wildlifeofficialsandbirdenthusiastswillusethebandcodetomonitorthebirdsafter

theyleavethenest.AU.S.FishandWildlifeServicebandwillbeplacedontheeyasesrightleg,
registeringeachonafederalbandingdatabase.
Viewersandguestswilllearnhowbiologistsusealphanumericbandstostudyperegrine
falconsastheymigrate,pairwithotherperegrinesandsetupbreedingterritories.Theyalsowill
heardetailsaboutthewildlifemanagementtechniquesusedtoreintroduceandmonitor
endangeredspecies.
Since1997,countlessperegrinefalconshavebeenbornonaledgeoffthe15thfloorof
theRachelCarsonStateOfficeBuildinginHarrisburg.Peregrinefalcons,whichremainan
endangeredspeciesinPennsylvania,wereextremelyrareinthestateformanyyears.
Throughreintroductionprograms,theyhaveadaptedtolifeinurbanenvironmentslike
Harrisburg,Pittsburgh,Philadelphia,andWilliamsport.Eachyear,DEPandtheGame
Commissiontrackthebirdsactivitiesandshareeducationalinformationthrough,amongother
things,thepopularonlineFalconCam.
TheRachelCarsonStateOfficeBuildingnestsitehasbeenactiveandreproducing
peregrinefalconsforthepast16years.Thisyear,thefemalelaidaclutchoffoureggs.Theeggs
