Section II. Documents for Pre-Qualification


Punjab Education Foundation (PEF) is an autonomous organization, established under
the auspices of the Government of the Punjab, committed to the promotion of Quality
Education through Public Private Partnership (PPP).
Features of Trainings:
Trainings are conducted to provide technical support to existing partner schools of
various programs to improve teaching and administrative skills and provide quality
education to students.
Trainings are conducted for Primary, Elementary and Secondary teachers of the PEF
partner schools. The salient features of trainings are as follows:

Teachers are trained on latest Teaching techniques, pedagogy skills, Lesson


Planning, Content knowledge (English, Mathematics & Sciences i.e. Physics,
Chemistry, Biology and General Science), Assessments and etc.

Head Teachers are trained on latest school leadership & management


techniques, school improvement plans, financial management, quality
education and etc.

Trainings are conducted level wise or need based with regular interval of 2-6
months.

Trainings are conducted throughout the year as per need across Punjab (36
districts)

Trainings are conducted as per standardized procedures and formats of CPDP

Training cost for each training model is fixed by the BOD-PEF which is given
at annexure-1

40% training cost to be paid after initial verification of pre-training


documents, and 60% on completion and report submission of training

100% trainings will be monitored by PEF on prescribed format

Deductions on trainings will be applied as per annexure-II or decision of the


selection committee.

Training target for financial year 2015-16 is as follows:


o Continuous Teachers Development Program for primary teachers
training (6 days) = 250 trainings
o Continuous Teachers Development Program (Pivot 2 days) for
elementary and secondary teachers training = 148 trainings
o School Leadership Development Program for school heads of all PEF
partner schools (3 days) = 150 trainings

PEF intends to shortlist reputed Training Provider Organizations (TPOs) from market
for a period of three years to conduct Teachers and Head Teachers Trainings. The PreQualification process will be governed by Punjab Procurement Regulatory Authority
(PPRA) Rules 2014. Pre-qualification status will continue year on year (upto 03 years
subject to availability of funds) on performance basis. Prequalified parties with poor
performance (performance below 40%) shall be disqualified. Performance Evaluation
criteria attached at annexure-III
For the purpose of short-listing, the firms must fulfill the following requirements:
Terms & Conditions for the submission of proposals
1. The proposals must reach to Director(HRM), PEF secretariat building 87-B/I
M.M Alam Road, Gulberg III, Lahore on or before (final date) till 12:00 p.m.

2. Organizations must have:


Relevant experience in conduction of teachers/head teachers trainings in
public and private sector (give project details of last 3 years). The
projects

should

clearly

be

categorized

into

Primary,

Middle/Secondary and Head teachers trainings.


Relevant experience in Training material/content adaptation
/development. (Submit copies of 5 Academic Training Modules used in
training, developed or localized by organization itself)

Well qualified and experienced


1. Lead trainers (subject wise and level wise) with an experience in
teachers/head

and experience as per given annexure-V)

2. Staff to look after the operational capability to perform the


assigned responsibilities in anyone or all region/s as given in
annexure-VI). For instance staff/coordinators to provide
required logistics support in order to meet given targets for
cluster formation, getting participants consent prior to trainings,
data collection/sharing with PEF (as and when required) and
venue selection for training.
3. Managers/s to observe trainings, conduct need analysis, give
recommendations for school improvements and submit training
reports on prescribed formats
This Section contains all the methods, criteria, and requirements on which the Client
shall be evaluated.
The following documents are (to be) required for prequalification:
a.

A comprehensive profile of Training Provider Organization (including


Name, Address, Telephone, Fax, E-Mail, National Tax No., Registered
Offices in Pakistan)

b.

Valid Registration with any government department

c.

The TPO must be registered with income and sales tax department, if
applicable. Copies of certificate should also be provided.

d.

Experience in the field of teachers/head teachers trainings conduction and


the Capacity for training module/content development/adaptation/
localization. Provide projects detail of the last 05 years along with copies
of minimum 5 training modules developed/localized/adapted by TPO.
(Attached is the Annexure-VII for submission of project details).

e.

Well qualified/experienced staff with a background in conduction of


training needs analysis, teachers/head teachers trainings, report writing,
data handling, content development/adaptation, etc.

Evaluation Criteria:TPOs will be evaluated for Primary Level Trainings, Elementary & Secondary Level
Training and Head Teachers Training separately. The evaluation criteria for short listing
of organizations are mentioned below:
