To exempt, on an temporary basis, Jubilee Maycroft, LLC from the notice requirements
of the Tenant Opportunity to Purchase Act of 1980 with respect to the real
property located at 1474 Columbia Road, N.W., also known as The Maycroft.
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA,

That this act may be cited as the Jubilee Maycroft TOPA Notice Exemption Temporary

Act of 2015.

Sec. 2. The transfer of an interest, pursuant to section 402(c)(2)(H) of the Tenant

24

Opportunity to Purchase Act of 1980, effective September 10, 1980 (D.C. Law 3-86;

25

D.C. Official Code 42-3404.02(c)(2)(H)) (TOPA), in Jubilee Maycroft, LLC, which

26

owns Lots 2010 -2072 in Square 2669, located at 1474 Columbia Road, N.W., also

27

known as The Maycroft (Property), from Jubilee Housing, Inc. to one or more entities

28

controlled directly or indirectly by Jubilee Housing, Inc. shall be exempt from the notice

29

requirements of section 402(d) of TOPA with respect to the Property. The effect of this

30

section shall be that a tenant organization shall not have standing to object to the

31

exemption under DC Code section 42-3404.02(c)(2)(H).

Sec. 3. Fiscal Impact Statement.

The Council adopts the fiscal impact statement of the Budget Director as the

34

fiscal impact statement required by section 602(c)(3) of the District of Columbia Home

35

Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Official Code 1-

36

206.02(c)(3)).

Sec. 4. Effective Date.

(a) This act shall take effect following approval by the Mayor (or in the event of

39

veto by the Mayor, action by the Council to override the veto), a 30-day period of

40

congressional review as provided in section 602(c)(1) of the District of Columbia Home

41

Rue Act, approved December 24, 1973 (87 Stat. 813; D.C. Official Code 1-

42

206.02(c)(1)), and publication in the District of Columbia Register.

(b) This act shall expire after 225 days of its having taken effect.
