[1],regardingJudgeRosen'srefusaltoprovideasignedandcertifiedcopyof
March18,2015decisiononaRequesttoInspectthejudgmentrecordsof
defendantsOlmert(formerPM)andZaken(hisformersecretary).

JudgeRosen'sMarch18,2015decisioneffectivelydeniedaccesstodulyexecuted
judgmentrecordsofOlmertandZakenintheHolylandcorruptionaffair.[2]The
samerecordsaremissingfromtheCourt'ITsystem,incontrastwiththejudgment
recordsofotherdefendantsinthesamecase,andincontrastwiththejudgment
recordsofdefendantsinnumerousothercases,presidedbyJudgeRosen.
However,JudgeRosen'sMarch18,2015decisionwasreceivedunsignedand
unauthenticated.

DecisiononthepreviousrequestforasignedandauthenticatedcopyofJudge
Rosen'sdecisionontheRequesttoInspectwasreceivedyesterday,sayingonly:"
WehavenothingtoaddontheMarch18,2015Decision".[3]

TheMarch18,2015DecisionontheRequesttoInspectjudgmentrecordsclaimed
thatitwasimpossibletogranttherequest,sincethefilewas"physically"movedto

theSupremeCourtaspartoftheappealprocess.TheIsraelicourtshavebeen
electronicallyadministeredforover5years...

Yesterday'sdecisionwasagainreceivedunsignedandunauthenticated.

Withitcametwootherunsignedandunauthenticateddecisions:
1)OnRequest#300,[4]forduelistingofthedecisions,pertainingtotheRequest
toInspectinthepublicaccesssystemoftheCourt(theserecordswerealsoomitted
fromthepublicaccesssystem):"WehavenothingtoaddonourMarch18,2015
Decision."[3]
2)OnRequest#301,[5]forclarificationswasthefailuretoregistertheOlmert
andZakenJudgmentrecordstheoutcomeofhumanerror(andifsowoulditbe
corrected?),ortheoutcomeofdeliberatedifferentialtreatmentoftheserecords
(andifsowhy?):"Seemypreviousdecision."[3]
Priortotherecentseriesofrequestsanddecisions,naivecourtobserverscould
havepossiblysaidthatthefailuretodulyexecuteandregisterOlmert'sandZaken's
judgmentrecordswastheoutcomeofhumanerrorornegligence.

However,JudgeDavidRosen'sconduct,relativetotherecentseriesofrequests
anddecisionseliminatesanysuchreasonableexplanation.
Acourt,whichrefusestoprovidesignedandauthenticateddecisions,mustbe
deemedincompetent.Andhere,sincetheunderlyingmatterisrampantcorruption
inthehighestofficesoftheState,thereisalsogoodreasontosuspectfoulplay.
SincetheunderlyingmatteralsopertainstoLiberty(Zakenservedaprisonterm,
Olmet'sjudgmentispurportedlyunderappeal),suchconductshouldalsobe
deemedaseriousviolationofHumanRights.
TheHumanRightsAlert(NGO)submissionwasincorporatedintotheProfessional
StaffReportoftheUNHumanRightsCouncil(2013)withthenote:"Lackof
integrityintheelectronicrecordsystemsoftheSupremeCourt,thedistrictcourts
andthedetainees'courtsinIsrael".
Apaper,acceptedforpublicationandpresentationintheEurpeanConferenceon
EGovernment(2015),subjecttointernational,anonymouspeerreview,istitled
"FraudulentnewITsystemsoftheIsraelicourtsunannouncedregimechange?"
