Further to your referral for detention by the Correctional Service of Canada, to conduct a review of your
case, Including all necessary inquIries, to make a determination as to whether an order should be made
directing that you not be released on Statutory Release, subject to the review provisions of tha Act In that
regard, the Board met with you at Millhaven Institution today to conduct a hearing.
Under the circumstances set out above, the Board Is satisfied that the criteria for Statutory Release
detention have been met In your ease and it finds that you are likely, if released, to commit an offence
causing death or serious harm to another person before the expiration of your sentence according to iaw.
A review of your file documents filustrates you are

violent Jihad. Court information indicates you worked with associates, one of whom travelled to Pakistan to
receive Jihadist training however while over there he became ill and eventually broke ties with you as you
were becoming recidess in the manner you were leading your group. Another associate, in August 2005.
attempted to smuggle handguns and ammunition into Canada to benefit your terrorist group. The oard
notes, you maintained contact with this individuai while he was in federal custody, sending training ODs
(violent in nature and containing statements encouraging Jihadist acts) and by phone calls apprizing him of
your progress, and requesting contact information for an arms dealer as It was your desire to obtained
AK47 rifles for your terrorist activities. In November 2005 you told an agent/informant your plan was to
target Canadian Institutions including power plants, parliament, the CBC, CSIS and military sItes. You said
the planned attacks would be mor&devastating than the London subway bombing of 2005. During those
discussions you outlined you understood innocent victims would be killed and this was not a concern to you
as. you stated, western governments were killing Musiims. Your plans included the use of Expiosive
Improvised Devices and automatic weapons. At times you Illustrated the brutality of the planned attacks,
such as beheadings, would create a lasting impression on Canadian Society, You planned to secure a
safe house to use as a base and to hide international Jihadlsts who came to Canada. During this time you
planned and you completed two training camps in Ontario (December 2005 and May 2006) to determine
whether the attendees shared your Jlhadist views, You filmed the activities at those camps and you
planned to use these as resistance videos. The videos and texts you produced were filled with hate and
were used to radleailze the viewer towards violence and extremism. You later stated that your intention for
weapons, training and recmiflng was t gather forces to fight in Afghanistan (your birth country), and
although you stated you wouid target Canadian institutions the statements were not serious. You continue
to date with denIal of your extremist views and plans.
You were arrested on June 2, 2006 and pled guilty during your trial, on May 1, 2010 and spent four and a
half years in remand custody. You pied guiity ate in the process. Your sentence commenced on October
25, 2010.
You have no other criminal hIstory.
At todays hearing the Board reviewed the forgoing with you. You outlined your file information had been
reviewed by you and it was accurate. You then confirmed you were involved in the noted activity on a
consistent basis during 2005 and 2006. You said you developed your radlcaiized beliefs in a gradual
manner after listening to lmams and Elders when you visited a mosque.
The Board also reviewed the detention criteria with you and the facts that appear in your Index offences.
While doing so the panel acknowledged the planned terrorist acts were never actually carded out. That
having been said, you self admitted the crimes you were planning to commit were the most serious a
person could commit. You said you did not directly threaten an individual however you acknowledged
there were threats towards Canadian institutions and Canadian society. You explained you discussed
beheading Canadians as a result of things you had seen on TV and your planned actions would have been
brutal in nature. You eisa admitted to trying to acquire AK47 rifles and improvised explosive devices to use
in your acts although you downplayed the latter issue until the Board chalienged you on it. You told the
Board the acquisition of AK47 rifles would give you a feeilng of power and it would help you feel iike you
were making progress towards your goais. You said you were indifferent, at that time, about the casuaitles
and destruction you would cause through your actions. You denied being a leader of your group and you

planning to commit an offence prior to the completion of your sentence.
Full parole was denied in a September 2014 decisIon by the Parole Board of Canada. The Board cited no
reliable release plan, lack of coping strategies and an inability to understand or identify risk factors. File
information indicates you have not demonstrated any change since the Boards decision In September
2014 suggesting you have no viable release plan or understanding of risk factors and the incorporation of
coping strategies.
The Correctional Service of Canada (CSC) has reviewed your case and they have concluded there are no
programs available to you that would facilitate your staliitory release.
