The National Security Policy of Republic of Moldova

The National Security Policy is an indispensable element within the national


policies, an expression and an indicator of political and cultural identity of a country. The
scope of this policy may vary and can be defined and expressed in different ways - in one
comprehensive document or multiple sectoral documents. If this document reflects the means
of achieving the main objectives of a states security, which is often defined as "national
security interests", then it is being referred to as National Security Strategy.
The national security is the central goal pursued in achieving domestic and foreign
policy, the more that late XX and early XXI century are characterized by profound changes in
the security environment and by the emergence of new vulnerabilities and threats to the states
and societies.
The phenomenon of national security is one of the topics on the agenda of the
current political debate in Moldova. The problem becomes more controversial with calling
into question the status of permanent neutrality of the state, and with the adoption of the new
National Security Concept.
This paper is dedicated to security issues in general, paying special attention to the
security of the Republic of Moldova. I also presented the regulatory framework regarding the
security of Moldova, noting the fundamental documents and the new law in the field: the
National Security Concept, promulgated by the President of the Republic of Moldova on 26
May 2008. As an ongoing process of democratization Moldova would have been expected as
a document of such importance to help strengthen the democratic system. Thus, the activities
of the communist authorities revealed multiple lacks of this concept and of the National
Security Policy.
My work is organized in 3 parts: Part I: Defining National Security Policy, Part II:
The political and legal aspect of the national security of Republic of Moldova, Part III: The
reassessment of the National Strategy of the Republic of Moldova in the context of
globalization.
The first part offers a general definition of the National Security Policy, emphasizes
the need for such a policy and states the relationship between politics and security.
The second part treats such subjects as the National Security Policy of Republic of
Moldova after the collapse of USSR; the status of permanent neutrality as an essential and
constant piece of the security architecture of the Republic of Moldova; the fundamental
documents underlying the national security system.

The last part concerns the risks and threats to the security of Moldova, as being
characterized by its internal vulnerabilities, as well as the phenomena associated with
globalization. Also it argues that democratization of the security system is the basis for a
defence policy, as an essential element of the security policy. As the National Security
Strategy was a controversial topic over the years in several action plans, including the
cooperation between NATO and Moldova, this part also focuses in describing the positive
and negative aspects of this strategy.
The resources I used in order to write my paper were taken from various academic
works but the most useful for me proved to be .
The scientific novelty of this work lies in trying to address the national security of
the Republic of Moldova through the main threats and vulnerabilities that existed for over 20
years and that could lead the state and society into a real political, economic and social
collapse.
