The Roles, duties and function of the Commission on audit in the fiscal Administration

1. Examine, audit and settle all accounts pertaining to the revenue and receipts of, and
expenditures or uses of funds and property owned or held in trust by, or pertaining to, the
government.
2. Promulgate accounting and auditing rules and regulations including those for the
prevention and disallowance of irregular, unnecessary, excessive, extravagant or
unconscionable expenditures, or uses of government funds and properties.
3. Submit annual reports to the President and the Congress on the financial condition and
operation of the government.
4. Recommend measures to improve the efficiency and effectiveness of government
operations.
5. Keep the general accounts of government and preserve the vouchers and supporting
papers pertaining thereto.
6. Decide any case brought before it within 60 days.
7. Performs such other duties and functions as may be provided by law.

Recommendation to improve governmental system in the field of Fiscal Administration

2. Work together to ensure the public trust and establish a system of transparency, public
participation, and collaboration. Openness will strengthen our democracy and promote efficiency
and effectiveness in Government.
3. Government should be transparent. Transparency promotes accountability and provides
information for citizens about what their Government is doing.
4. Government should be participatory. Public engagement enhances the Government's
effectiveness and improves the quality of its decisions.
5. Government should be collaborative. Collaboration actively engages the people in the work of
their Government.
6. Executive departments and agencies should use innovative tools, methods, and systems to
cooperate among themselves, across all levels of Government, and with nonprofit organizations,
businesses, and individuals in the private sector.
7. Executive departments and agencies should solicit public feedback to assess and improve
their level of collaboration and to identify new opportunities for cooperation.
