Expression of Interest for Setting up of Multi Skill Development Centre in Ludhiana

National Skill Development Corporation (NSDC) on behalf of Punjab Skill Development Mission (PSDM)
invites Expression of Interest (EOI) to NSDC training partners for setting up of Multi Skill Development
Centre (MSDC) on Hub and Spoke model in Ludhiana. The details of the project are mentioned below
and we request all NSDC training partners to submit the responses in the required format on or before
22nd April, 2015 to garima.babbar@nsdcindia.org

1. Background
The Government of Punjab accords highest priority to the Skill Development of its youth and to make
them employable. The State Government has set up Punjab Skill Development Mission (PSDM) in line
with the National Skill Development Policy and other best practices being followed by different States.
PSDM is the single point within the Government to formulate and steer various skill development
schemes across the departments.
Govt. of Punjab is keen to set up 6 Multi Skill Development Centres across the state. The first MSDC is
be set up and operationalized in Ludhiana. This MSDC will be developed on a PPP model in which the
State Government will provide land and building for the project. The training partner selected would
be responsible to install required equipment and operationalize the same. If required, the training
partner may apply to NSDC for additional funding required to operationalize MSDC. The proposal will
have to be as per NSDC guidelines and approved by Proposal Evaluation Committee.

2. Duration of Empanelment
The duration of the empanelment will be minimum 3 years and may be extended based on Training
Partners performance.

Hub at Ludhiana with spokes situated at 6 districts.

4. Training Capacity and Indicative Target


The below mentioned target are indicative and the exact capacity at spokes would be decided in
consultation with the selected Training Partner

5. Identified Sectors
Training partners will have to set up the required equipment to facilitate skill training across the
following sectors in the 1st phase of the project:
Capital Goods
Apparel
Construction
6. Roles and Responsibilities of the selected Training Partner
6.1 Setting up of end end operations of MSDC
Install the required infrastructure to operationalize and manage the centre
Submit a detailed operational plan to the government, including budget, equipment
requirement to set up Multi Skill Training Centre.
6.2 Student Mobilization in association with PSDM
Build a mobilization team with PSDM to mobilize students.
Organize events at districts/ blocks to attract potential students
Coordinate with the Local Panchayats and organize presentations about short term
training, MSDC curriculum and placement facilitation process
Counselling of interested students

6.3 Faculty Deployment


Appoint qualified team of trainers in identified sectors
Appoint an experienced project manager responsible for day to day project
management.
Ensure certification of appointed trainers by respective Sector Skill Councils
6.4 Delivery of Skill Based training
Understand the requirement of workforce from local industry members.
Understand the career aspiration of the students and register them in appropriate
sectors/jobs
Delivery of trainings based on QP NOS
Organize guest lectures from domain specialists
6.5 Assessment and Certification
Ensure conduction of internal assessments of students on monthly basis as per
assessment pattern of relevant authority
Coordinate with SSCs to plan for assessments
6.6 Placement and Internship mechanism
Facilitate industry interface and interaction
Include on the Job training and placements of at least 70% of the desiring students
6.7 Service Level Terms:
The selected Training Partner shall be responsible for:
Completing the syllabus as required by QP NOS
Delivering training including sufficient practical hands on training sessions as prescribed by
local Industry leaders and SSC
Arranging industry guest lectures at regular intervals and
Ensuring placements for at least 70% of the students.

7. Eligibility and Evaluation Criteria


NSDC training partners meeting the following eligibility criteria will be shortlisted for the project:
7.1 Experience and expertise of offering skill based training in any of the 2 out of 3 sectors
mentioned in Point NO. 5 of the EOI document. The sectors include: Capital Goods, Apparel
and Construction.
7.2 Performance as per Self-declaration format given as annexure I. This will be reviewed by
NSDC Monitoring team.
7.3 Number of years in operation
7.4 Training centre in Punjab or willingness to set up new centres
7.5 Placement track record of trained students in the last 2 years (at least 70% placements
offered to the students)

7.6 Existing tie ups with industry to facilitate internships / on the job trainings. Please provide
names of the organizations with references

8. List of documents to be submitted


Declaration on company letter head signed by CEO covering 3 main points:
Adhering to the project policies and guidelines.
Capability to set up the MSDC in Ludhiana
Availability of CEO and the project manager for project related meetings with PSDM
Self-declaration of the performance of the organization as per the format attached as
Annexure I
Placement mechanism and industry alliances for employment and internship including
the existing partnerships and their involvement in the past. Please provide the names of
the organizations along with 5 references of students and a copy of placement offer
letter given by the placement organization on its letter head.
9. Selection Process
The process will comprise of 2 rounds:
1. Basic level of screening and selection based on the eligibility parameters and supporting
documents submitted-First level response
2. Training partners selected in the first level will then be issued an RFP for submission of
detailed proposal.
3. The training partner selected through the RFP process can then apply for additional funding
to NSDC, if required.
4. The selected training partner/s will have to sign a service level agreement with PSDM
