    LadiesandGentlemen,

    IampleasedthatthegovernmentofUnitedKingdomisorganizingthisEnergyRoundtable,bringingtogetherexpertsandinvestorsinthefield
    ofenergyfromUnitedKingdomandPakistan.ItakethisopportunitytothanktheForeignandCommonwealthOffice,theHighCommissions
    ofourtwocountriesandthePakistansBoardofInvestment,forassemblingsuchadistinguishedgroupofpeopletodiscussandguideusin
    achievingtheimportantgoalofenergysufficiencyinPakistan.
    PakistanandtheUnitedKingdomsharestronganddeephistoricalties.Themutualadmirationandfriendshipbetweenourtwopeopleshas
    reinforcedourunderstandingandcooperation.TheBritishgovernment,overtheyears,hasbeenmostsupportiveofPakistaninallits
    endeavors.ItwasthereforeamatterofgreatsatisfactiontometoreceivePrimeMinisterDavidCameroninPakistan,asthefirstforeign
    leader,afterItookoathofmyoffice.

    LadiesandGentlemen!
    Theprimaryobjectoftodaysdiscussionsanddeliberationsistoshareideasandinternationalbestpracticesbetweenpolicymakersand
    investors,forformulatinganoptimalenergypolicyforPakistan,withparticularfocusonenergysufficiencyanddevelopingacompetitive
    energyindustry.Wewillnotonlydiscusselectricitygenerationanddistributionbutalsoexplorehowtopromotepublicprivatepartnershipin
    theenergysector.Wewouldalsoliketoknowtheincentivesandpolicyframeworkthatcanspurprivateinvestmentinoilandgassectorsof
    Pakistan.AsIremaincommittedtotransformtheroleofthegovernmentfromamanagertoaregulator,wewouldliketoexplorehowtobuild
    thepublicsectorscapacitytoregulateinashorttime.Theexpertsreviewoftheirexperiencesinprivatizationandregulationwillenableus
    toidentifytheidealpolicymixforatransparentandenablingprocess.Iamconfidentthatwewillfindthesediscussionstobeveryuseful.

    LadiesandGentlemen,
    Inthepastdecades,revolutionsintechnologyandcommunicationshavetransformedourtraditionalconceptsoftimeandspace.Thesedays,
    changesinthepriceofNorthSeaoilaffectthestockmarketsinPakistanwiththesamerapidityastheeffectsofanoutbreakofalethalvirus.
    Consequently,inanintegratedworld,weneedtofindsharedsolutionsforsharedproblems.
    Asallofyouknow,inclusiveeconomicdevelopmentrequiressubstantialinvestmentinanefficientpublicinfrastructure.Energyand
    communicationinfrastructuresformthebackboneofindustrialandsocialprogressofanysociety.Yetthepastfewdecadeshavealso
    demonstratedthatitismostlytheprivatesectorledinvestmentsthathaveresultedinsustainableeconomicprogress.Nationstateshave
    thereforerightlyidentifiedtheirlimitedroleasregulatorsandplannersofinfrastructure.Ourchallengeisthereforetochannelprivatesector
    resourcesininfrastructuredevelopmentthatresultsininclusiveeconomicgrowth.
    Wehavemuchtogainbylearninglessonsandbestpracticesfromthedevelopedeconomies.Iamgladthatsuchdialoguesarebeing
    arrangedwhereexperiencescanbesharedandasuccessfulstrategydeveloped,particularlyinareaswhereerrorscannotbeacceptable,as
    consumerscannotbepenalizedforthemistakesofthepolicymakers.

    LadiesandGentlemen,
    Atthetimeoftakingoffice,weinheritedachallengingmacroeconomicsituation.Ourpressingprioritywastopursueacourse
    correction,stipulatinganincreaseinrevenue,reductioninexpenditures,reducingthefiscaldeficitandexpandingthe
    developmentportfolio.Weusedourpoliticalcapitaltotaketoughdecisions,whichhaveresultedinsignificantimprovementon
    allmajoreconomicindicators.Wehavereducedourbudgetdeficitfromover8%inthefiscalyearwetookovertolessthan6%in
    thefirstyear,andarepoisedtoendthecurrentfiscalyearataround5%deficit.OurGDPgrowth,thoughinsufficient,also
    increasedto4.1%lastyear,isexpectedtobearound5%thisyear,andover7%beforeourtermends.Wehavealsosuccessfully
    controlledinflationbyreducingwastefulspending,andourstockmarkethasbeenoneofthebestperforminginternationalstock
    marketsintheworld.
    IhaveabsolutelynodoubtthatPakistanisonthevergeofrapideconomicandsocialprogress,thoughwecontinuetobeconfrontedby
    massiveenergyshortages.Thisisachallengethatcannotberesolvedwithapatchworkoftemporarymeasures,butrequiresafundamental
    changeinbothpolicyandgovernancestructures.Mysuccessfulexperienceofpromotingpublicprivatepartnershipsinbankingand
    telecommunicationsectorsencouragesmetopursuethesameapproachfortheEnergysector.Myvisionistodevelopacompetitiveenergy
    marketinPakistanthatononehandprovidesafairreturnoninvestment,andthrougharobustregulatoryregime,adequatelyprotectsthe
    rightsofconsumersontheother.Thiswillrequiresignificantcapacitybuildingofourplanningandregulatoryagenciesinachallenging
    timeframe.Withthisinview,Ihavetaskedmyteamtoattractinvestmentfromallovertheworldingeneration,exploration,distributionand
    transmissionofbothpowerandgassectors.Wearepreparedtotransfermanagementcontrolforimprovingservicedelivery,whileretaining
    majoritysharesinthesecompanies.Ifullyrealizethatthisturnaroundwillrequireourcompletecommitmentandsupport.

    LadiesandGentlemen
    Ihavealwaysadvocatedtheimportanceofregionalconnectivityforacceleratedeconomicgrowthandprosperityofthepeopleacross
    nationalboundaries.IamconvincedthatourrecentlyfinalizedinitiativeofCASA1000project,whichlinksKyrgyzstan,Tajikistan,Afghanistan
    andPakistaninamutuallybeneficialrelationshipthroughanelectricitytransmissioninitiative.WearealsotryingtoconstructtheTAPIgas
    pipelinefromTurkmenistantoIndiathroughAfghanistanandPakistan.Similarly,theChinaPakistanEconomicCorridorwillnotonlylinkthe
    twocountries,butalsousherinaneraofdevelopment,progressandprosperityforthepeopleoftheentireregion.Mygovernmentaimsto
    developoneofthelargestcoaldepositsintheworld,atTharintheprovinceofSindh,asthefutureenergycapitalofPakistan.Thevast
    resourcesofTharareenoughtomeettheenergyneedsofmanycountriesintheregionfortensofdecadestocome.Mygovernmentis
    committedtoprovidecompletesupportforsuccessfulandearlyexploitationofthesereserves.
    Iamconfidentthattheseinitiativeswillnotonlyprovideforcommerciallyviableeconomicsolutionsbutalsostrengthenpeaceandstabilityin

    theregion.

    LadiesandGentlemen!
    Pakistansenergysectorholdsgreatpromiseforanattractiverateofreturnonallinvestments.Iamsurethatthedeliberationsherewill
    enableustomakethenecessarycorrectionsinourpolicyframeworktoalignitwithinternationalbestpractices,thusgeneratinganenabling
    environmentforinvestment.IagainexpressmysincereappreciationtotheForeignandCommonwealthOfficefororganizingthis
    roundtable.
