My mind switched to Alamosa Colorado and the potential for gross contamination of
all water in lines at Haiti.

First let me introduce Mr. Les O'Brien from FlaWARN and UF/TREEO SENIOR
INSTRUCTOR who has known me for over 20 years teaching both Ruth and I
backflow assembly Testing and Repair techniques for State of Florida Certifications.

Second. Let me advise all concerned that Les with FlaWARN and a few others
assisted FREE in solving the salmonella problem for Alamosa Colorado back a while
ago as the City only used WELL WATER and now uses Chlorine in the water and
was LOCKED OUT OF USING WEBER RESERVOIR WATER because of crypto
sporidium and other diseases transmitted by migratory birds dropping into the
reservoir contaminating all of the City 50 miles of water lines.

Third. Chlorine leaves the water if left stagnant at an alarming rate allowing all sorts
of bad bacteria and fungi to be in the water if not running with Chlorine. Depending
on the number of miles and source of water in Haiti the entire island may have to go
into a water LOCKDOWN adding or forcing some 25 PPM or more of Chlorine into
the lines which requires teams of two man or woman units, old or young with neat
glass jars or plastic cups with BETADINE SURGICAL SCRUB going to each
house/Building once the chlorine is added. The PUBLIC must be warned NOT TO
DRINK THE WATER WITH CHLORINE SMELL as it is dangerous and within two days
time the water should be OK to wash with but drinking may take another two
days....check with CDC and the experts please.

Fourth. ALL BUILDINGS must be checked for chlorine coming through all lines and
hot water heaters or algea bloom will take over and rotten egg smell be instant when
using hot water lines. BROKEN LINES AND HOUSES MUST BE MARKED TO
INDICATE THEY ARE FLUSHED EXTERIOR AND INTERIOR IF POSSIBLE USING 4
DROPS BETADINE IN A SMALL CUP THEN ADDING WATER AND IF THE BETADINE
DISAPPEARS THE CHLORINE IS THERE AT THAT LOCATION FOR TESTING THEN

MOVE TO ANOTHER. After two days you can check these lines and if there is no
chlorine heavy PPM then the betadine will not change color quickly and may be
tested and safe.

Fifth. Broken mains from ruptures due to earthquake action must be repaired by
digging up lines and cutting out sections. Depending on size of piping PLASTIC OR
PVC SCHEDULE 80 may replace broken areas with SMITH-BLAIR CONNECTORS
with special painting inside to protect water lines. IF ONLY PVC is involved perhaps
special dresser couplings can be attached with new piping. UP TO
CONTRACTORS/UTILITY PEOPLE.

Les worked many years for the Gainseville Water System and knows what we are
telling you PLUS the Chlorine must be brought to Haiti to treat the water as some
lines will have dead body fluids inside the lines and have to be flushed with perhaps
SALT WATER then chlorinated in the field for a few days before regular water tests
at the outlet end are allowed.

Sixth. EMERGENCY WATER CONDITIONS EXHIST FOR HAITI UNDERGROUND


WATER LINES WHICH MUST BE TESTED FOR BACTERIA AND FLUSHED WITH
CHLORINE IMMEDIATELY. PA SYSTEMS MUST WARN THE PUBLIC DAY AND
NIGHT NOT TO DRINK NOR ALLOW ANYONE TO DRINK THE WATER WITH THE
HIGH PPM'S OF CHLORINE IN SAME. NO WASHING BODIES, NO WASHING
CLOTHING, NOTHING !

Now is the time to find the WELLS still available to be jump started with
converters/inverters or generators and test the water from these wells for drinking
water, washing and showers. Soap and blowers such as McDonalds HAND
BLOWERS can be used to blow water off of people and children while music is
perhaps playing. VIDEO ANNOUNCEMENTS CAN BE PLAYED ON LAPTOP
COMPUTERS AND OVER PA SYSTEMS MOBILE AND IN HELICOPTERS !

Jocelyn MUST get this message to the Envoy to the UN and officials from the U.S.
Government in Haiti and United States as the body fluids from rotting corpses must
be entering holes, cracks and crevices thus into the earth where the water lines may
be broken.

Les: Please communicate directly with the Envoy to the UN from Haiti through
Jocelyn and include in your messages the President and John O. Brennan at the
Whitehouse so he can communicate with the President who can advise the Military
on the Ground and in the ships assisting in Haiti.

When RAINS are coming I would encourage issuance of Sweetbay Produce Bags 10
pair to each and every military person to put between the boots and socks for
protection from walking in the ooze which will surface in a rain. Same can be issued
10 pair and SHOWN ON VIDEO OR VIA RECORDED PA STATEMENTS IN HATIAN
LANGUAGE TO ALL RESIDENTS, ESPECIALLY CHILDREN. The famous rubber
band would protect the children's feet and garbage recepticals should be used to
collect worn bags for burning !
