Walker(2007) describes it as ''the planning, coordination and control of a
project from conception to completion (including commissioning) on behalf
of a client requiring identification of the client's objectives in terms of
utility, function, quality, time and cost, and the establishment of relationships
between resources, integrating, monitoring and controlling the contributors
to the project and their output, and evaluating and selecting alternatives in
pursuit of the client's satisfaction with the project outcome.''
As a effective project management should not delay the project progress and
the expensive of project should not extra that expectation earlier for the
project .

-Improper planning, management will causing probability of extra expense
and risk in project are high then others proper planning .
