UPFA gets two thirds majority in south

Freedom Alliance (UPFA) comfortably retained the
Southern Provincial Council (SPC) by winning all
21 electorates in the province. The UPFA received
38 slots (including two bonus seats), the United
National Party (UNP) 14 and the Janatha Vimukthi
Peramuna (JVP) three in the 55-member SPC.
The UPFA secured 804,071 votes (67.88 %), the
UNP 297,180 votes (25.09%) while the JVP came
a distant third with 72,379 votes (6.11 %). The Sri

UK concerned over
screening process to
identify Tigers
(DM - 13/10/09) Foreign Secretary
David Miliband, speaking on the UK's
engagement in Sri Lanka during a
statement to the House of Commons
today, said that the UK is concerned
that there is no independent visibility
of the process by which over 11,000
IDPs have been identified as
suspected LTTE cadres and moved to
separate camps.
He also said that the UK is working
with others to press for freedom of
movement to be restored to the IDPs
adding that freedom of movement for
the IDP population is critical if a
humanitarian crisis is to be averted in
the IDP camps when the monsoon
rains fall.
The IDPs continue to have
inadequate access to health care and
following a drop in the river level
delivery of adequate water has been
problematic in recent weeks.
Unusually heavy rains during August
demonstrated that the camps are illequipped for the sustained heavy
rains expected from mid-October to
December during the monsoon
season, Miliband said.

on trial in Paris for extortion

suspected Tamil Tiger rebels went on trial on
Monday for running an extortion racket among
Paris's ethnic Tamil diaspora to fund their
separatist struggle in Sri Lanka.
The defendants include Nadaraja Matinthiran,
the alleged leader in France of the Liberation
Tigers of Tamil Eelam (LTTE), which is accused
of extorting some five million euros (S$10
million) from the country's 75,000 Tamils.
Also in the dock is a group called the Tamil
Coordination Committee in France, believed to
be a legal front for the LTTE, which has been
listed as a terrorist organisation by the
European Union since 2006. Experts believe
the Tamil Tigers exert a controlling influence
over the political life of the 1.5-million-strong
world Tamil diaspora, in many cases levying a
'revolutionary tax' based on household size and
income.
Most of the Paris suspects were arrested in
April 2007 and charged with criminal

conspiracy to commit acts of terrorism,


financing of terrorism or racketeering to finance
terrorism.
Defence lawyer Gilles Piquois called at the
outset for the case to be thrown out, arguing
that the LTTE was not considered a terrorist
organisation by the Sri Lankan government in

Four sentenced to death

(DM - 13/10/09) The North Central Provincial
High Court Judge Meneka Wijesundera
sentenced a millionaire and his three
accomplices to death yesterday for the murder
of a person in 1999.
It is said that the four accused had been on a
drinking spree, celebrating the victory after the
Presidential Elections in 1999 and had beaten
a person to death. The millionaire
Premaratne Galappatti with his accomplices P.
H. Sugathapala, W. Thilakasiri, and Senaratne
Edward, who also happened to be a fellow
businessmen from Maradankadawela were

sentenced yesterday at the High Court of North


Central Province.The High Court Judge
passing the sentence addressed in open court
and said that the charges had been proved
beyond doubt by the complainants. Accordingly,
the death sentence has been passed to be
carried out on a date ordered by the President
in a four walled enclosure near Bogambara
Prison by hanging till they shall be pronounced
dead.
Just before the pronouncement of the death
sentence all the electrical lights and the fans
had been ordered to be put off.
The Attorney general had filed the case against
the four accused charging them with the
murder of R. M. Jinadasa at Maradankadawala
on or around 23rd December 1999. It
transpired during the hearing that in their
celebrating mood they had thrown stones at the
residence of UNP Parliamentarian P. Harrison
and had committed the murder on their way
back. It had also been revealed that they had
been celebrating as a group of strong UPFA
supporters.

poorest and most vulnerable
members of society, the UK judged
that the risks of a default had
diminished and that the humanitarian
and political situations posed risks to
implementation of the programme.
The programme was passed by the
IMF Board and Miliband says UK will
now turn attention to monitoring the
programmes implementation through
a robust review process.

told Daily Mirror Online he met the Norwegian
Ambassador in Colombo Tore Hattrem this afternoon and
sought an explanation over LTTE proxies holding
meetings in Oslo to discuss the formation of a Provisional
Transnational Government of Tamil Eelam. Speaking to
the Daily Mirror on the sidelines of a press briefing today
the Foreign Minister said that he met the Norwegian
envoy this afternoon and expressed his concerns over the
pro-LTTE meeting but added that the matter was now
resolved.
"We have dealt with the matter. Such political units of the
LTTE should not be permitted to form into groups and
have gatherings. The position of the government is that
countries friendly to Sri Lanka should not allow for such
meetings to take place on their territories," the Minister
told Daily Mirror online.

Sri Lanka must accelerate


resettlement of IDPs- UNDP
(DM - 13/10/09) Sri Lanka, which won its war
against terrorism has a responsibility by its people
to win the peace by accelerating the resettlement
process of the IDPs belonging to all communities,
UNDP Director for Asia and the Pacific, Ajay
Chhibber told Daily Mirror online today.
Mr. Chhibber said while the UNDP welcomed the
Sri Lankan governments efforts to annihilate
terrorism it fervently hoped that Sri Lanka
respected the time table it has given the UN for
resettling the IDPs.
While we understand the governments concern
to have proper logistics in place before the IDPs
return to their places of origin, we have conveyed
to the government that an undue delay in the
process will go to undermine the faith the IDPs
and the international community have on the
government said the UNDP Regional Director.
We sincerely hope that Sri Lanka will respect the
commitment it made to its people and the
international community he added reminding that
the UNDP has set aside a big budget to help the
returnees once the government sends them to
their places of origin.

Colombo High Court Judge Kumuduni
Wickramasinghe on two accused in connection
with former Foreign Minister Laxman
Kadirgamars assassination.
The prosecution commenced leading evidence
from the late Kadirgamars personal guard Major
Suranga Niroshana Manathunga (36) of the
Commando Regiment after the accused pleaded
not guilty.
Attorney - General filed indictment against six
including LTTE Leader Velupillai Prabhakaran
and Pottuamman for conspiring to assassinate
Laxman Kadirgamar and committing the crime at
his residence in Longden Place, Colombo on
August 12, 2005.
The Court served indictment on Muttaiyah
Sahadevan and Isithor Arokyanathan alias Babu.
The other names were removed from the
indictment after the Court was informed that they
were dead. Major Manathunga in his evidence
stated that he was appointed a guard to the
former Minister in 2001 when he was a Captain.
The Minister was residing at his official residence
but once in a while he went to his own residence
at Bullers Road. Minister had received threats to
his life from the LTTE.

Canadian stuck in 'limbo' of

(DM - 12/10/09) TORONTO - A Canadian has
been detained in Sri Lanka for almost five months
under the country's controversial anti-terrorism
measures, the Canadian Tamil Congress said
Thursday.
Ratnarajah Thusiyanthan, 35, was working as an
Internet Technology Consultant for a World Bankfunded project in the capital, Colombo, when he
was arrested outside his office on April 29, the
group said.
Thusiyanthan, who immigrated from Sri Lanka in
1989 and returned in 2002, had not been charged
but is being held under the Prevention of
Terrorism Act, said the CTC.

The army headquarters said that 629
engineer soldiers, assisted by seven welltrained dogs and fourteen flail machines
are presently at work to clear ten Grama
Niladhari Divisions (divisional
administration units) in the Rice Bowl
area. Out of those ten, eight Grama
Niladhari Divisions have
already been de-mined and
made ready for construction of
infrastructures before resettlement of IDPs (Internally
Displaced People).
During de-mining operations,
the troops have recovered
around 4,391 anti-personnel
mines, one anti-tank mine and
1,110 unexploded ordnance
including Improvised Explosive

delegation visit to SL
CHENNAI: Chief Minister M. Karunanidhi on
Sunday clarified that it was the collective initiative
of his party, the Congress and the Viduthalai
Chiruthaikal Katchi that led to a 10-member team
of MPs going to Sri Lanka and that it would
submit its report to the leaders of the parties.
In a statement here, the Chief Minister said that
neither the Centre nor the State government
would have to bear the expenditure for the visit.
"Instead, the parties will bear the expenses of
their members visit. The delegation has been
allowed by both the Indian government and the
Sri Lankan government."

discussed a number of proposals made in this
regard by the Tamil Diaspora and also met with
the Tamil community in Oslo at a public forum and
also held individual consultations.
The first step in the formation of the PTGTE will
be the election of a constituent assembly. The
constituent assembly allows for broad
participation and inclusion of diverse points of
view.
The Advisory Committee discussed details of the
election process. These details included: the
minimum age requirements to vote and stand for
elections; the voter registration process; the
minimum criteria required for registration; the
nature of the proof of such criteria; a hybrid
system which allows people to register in
advance as well as participate in the election with
adequate proof and the mechanism for direct
election to the constituent assembly.
The Advisory Committee also discussed gender
representation in the elected body. It explored the
possibility of engaging national and international
organizations in planning and monitoring the
election process.
Country Working Groups (CWG) will be organized
to undertake the ground work for the formation of
the PTGTE including assisting in the election
process and in the dissemination of information to
Diaspora communities and the International
Community. The Secretariat of the PTGTE will be
established in Geneva to co-ordinate the activities
of the CWGs and to attend to the immediate
humanitarian priorities, the release added. (DM

(ISL - 13/10/09) Government sources yesterday said
that there was absolutely no truth in the allegation
that it planned to settle Sinhalese in the post-war
Kilinochchi and Mullaitivu districts.
Tthe allegation had been made by the TNA at a
meeting with a visiting delegation of Tamil Nadu MPs
at India House in Colombo. This was nothing but a
barefaced lie, ministerial sources told The Island
adding that the TNA had recently pledged to work
with the government to resettle the war displaced.
This understanding had been reached at a meeting
chaired by President Mahinda Rajapaksa and Basil
Rajapaksa, the senior official in charge of
resettlement and rehabilitation.
Sources accused the TNA of taking advantage of
Saturdays meeting with visiting Tamil Nadu
politicians to embarrass the government. In fact,

UPFA spokesman Minister Dallas Alahapperuma told


a recent press conference at the Mahaweli Centre
the government would not in anyway try to change
the ethnic ratio in the northern and eastern provinces.
Alahapperuma had said that not a single outsider had
been allowed to settle in the East where resettlement
process was nearing completion. The governments
strategy in the north, too, would be the same.
Sources said that there was nothing clandestine
about Sri Lankas resettlement and rehabilitation
process.
The TNA had also alleged that action had not been
taken to clear mines in the Kilinochchi and Mullaitivu
districts. Military sources said that Sri Lankan forces
and INGOs engaged in humanitarian mine clearing
operations were deployed west of A9. Once they
completed clearing operations, humanitarian demining operations could be stepped up east of A9.

Sources said that after failing to throw a lifeline to


Velupillai Prabhakaran, LTTE propagandists were
now working overtime to discredit the government in
the eyes of the international community. Responding
to our queries, they said that Sri Lanka expected the
Tamil Nadu delegation to seek a clarification from the
Indian High Commission. Referring to the ongoing
propaganda campaign against the Sri Lankan
government, the sources said a recent allegation that
the Sri Lanka Navy had killed at least 50 Indian
fishermen during a fortnight last month came shortly
before a joint naval exercise involving Indian and Sri
Lankan navies. "Had we killed 50 Indians, would they
take part in a joint naval exercise in Sri Lankan
waters," they queried. Likewise, the TNA claim on
plans to change the ethnic ratio, too, would be
exposed in time to come, the sources said.

over the death threat on the Galle

Meeting of Expatriate Sri Lankans


with H.E. the President in Colombo
In his Address to the Nation in the immediate aftermath of
the country's liberation from terrorism, and also during the
Sixty First Independence Day address, H.E. Mahinda
Rajapaksa, President of Sri Lanka stated that an

the country due to terrorist atrocities to contribute
generously for the future development of their motherland.

Sri Lankan asylum seekers


threaten to blow up boat
(DM - 13/10/09) More than 260 Sri Lankan
asylum-seekers had threatened to blow up their
boat if the Indonesian navy forced them to
disembark at the port in Merak after the large
cargo boat they were piloting towards
Christmas Island broke down.
"We have gas canisters and we have told the
navy we will blow up the boat and jump into the
ocean if they try to force us off the boat," said a
spokesman for the asylum-seekers, who would
only give his name as Alex.
Alex said the Sri Lankans had each paid
$US15,000 ($16,533) to board the wooden
craft in Malaysia 13 days ago, after travelling
there by air from Jaffna.

Rubella vaccine program on


hold following girls death

(DN) The Healthcare and Nutrition Ministry has
appointed a special four-member committee to
conduct an investigation into the death of the
13-year-old schoolgirl from Minuwangete
Vidyalaya on Monday after receiving the
Rubella vaccine on Saturday.
The investigation will commence this morning.
The Rubella vaccine program has been
suspended with immediate effect, Public Health
Deputy Director Dr. Palitha Maheepala said.

Mental Health Day promoting Emotional
Wellbeing (enhancing treatment &
promoting mental health recovery) on 9th
October 2009 at Holywell Community
Centre, Tolpits Lane, Watford WD18 9QD
from 9.30 am 1.30 p.m.
Its aim was to breakdown mental health
stigma within local BME communities,
facilitating the right kind of support for
their emotional health and wellbeing and
to encourage the BME communities to
seek help and support early from the local
mental health services.
All health professional, voluntary and
community groups, service users and
those with an interest in mental health
promotion who were already in contact
with WACC were invited to the event. The
event was also published widely
throughout Hertfordshire. This including
advertising through Adult Care Services,
Children, Schools & Families,

Hertfordshire Partnership NHS


Foundation Trust, Hertfordshire PCT's,
Watford &Three Rivers and Hertsmere
Borough Councils, local newspapers and
MA TV.
A total of 130 people attended the event.
Yogesh Joshi, the Vice Chair of WACC,
welcomed the audience. The Chief Guest
for the event was Cllr Keith Crout, the
Chairman of Watford Borough Council.
He spoke about current services in
mental health.
Krishna Pujara, the Manager, conducted
the proceedings and gave a brief outline
of the activities of WACC. The
event commenced with a short
session on relaxation breathing
by Yogesh Joshi.
Pravina Patel, the Community
Development Worker, who also
was responsible for organizing
the event, gave an update on
Community Engagement
Project research outcomes with
her colleague
Minakshi Amin from Guideposts
Trust.
A brand new BME DVD was
launched on the day for
promoting good mental health
amongst the Black & Minority
Ethnic communities in

There were presentations from
Psychiatrists on mild and moderate
symptoms of mental health and
treatments available. The Service User's
perspectives were very informative and
insightful.
This was followed with an interactive
performance The Big Fight by the I Can't
Believe We're Not Better (ICBWNB)
Theatre Company.

day's points and Kamala Shan from Herts
Tamil Centre thanked all the speakers,
services users and other guests.
Finally the event was brought to a close
by Ruth Shadwell's taichi relaxation
before enjoying a lunch of traditional

The overall feedback from the audience
has been very positive. They appreciated
the organization, the atmosphere, the
presentations, the information provided by
the speakers, the venue and
refreshments.

400 Lankan asylum

are interviewed to see if they fall within
Australias obligations towards refugees an
if they dont then they are either voluntarily
or forcefully repatriated.
Most of the asylum seekers are sent back
voluntarily under protection. But there are
those who refuse to go back and those
people are forced to return, the spokesman
said.
Asked to comment on a specific case
where it was reported that one Sri Lankan
who was sent back was reportedly arrested
on the charges of being involved in people
smuggling, Mr. Logan said that his
department had heard about it through the
Australian High Commission in Sri Lanka
and added that he was now in the hands of
the Sri Lankan legal system as there were
serious charges against him.

asylum seekers reached Australia over the
past 12 months and were shifted to the
Christmas Island detention Centre, the
Australian Department of Immigration and
Citizenship said today even as some 260
Sri Lankans who were attempting to reach
Australia over the weekend continued their
standoff with Indonesian authorities.
Speaking to Daily Mirror online, Sandi
Logan, the spokesman for the Australian
Department of Immigration and Citizenship
also reiterated that there were no former
LTTE militants or any other terrorist group
among the refugees, who Australia terms
as Irregular Maritime arrivals. There have

Board (CEB) said the countrywide power
failure in the early hours of last 9th Friday
had not been due to sabotage.
It had been caused by a technical problem
in the Kelanitissa-Kolonnawa cable, Ceylon
Electricity Board Chairman E. A. S. K.
Edirisinghe said apologising to the public
fort the power failure.
"We are 100 per cent confident that there
was no sabotage," he told a press
conference yesterday at the CEB
Headquarters in Colombo.The CEB Chief
also said that they had rectified the system
without additional cost. It was the first time
in the history of the CEB that a power
failure of this magnitude had taken place,
he said.

Mutuhettigamas face

(ISL - 13/10/09) Controversial Galle UPFA


politician Nishantha Mutuhettigama, who had to
eat a great deal of humble pie at the tender hands
of popular actress Anarkali in the run up to
Saturdays polls, had egg on his face for a second
time, when he failed to poll the highest number of
preferential votes in spite of a vow in public to do
so. Earlier, in the race he had said he would resign
from the Council if he failed to secure the most
number of preferential votes and become Chief
Minister. He also offered ten million rupees to his
bte noire Krishantha Pushpakumara from the
UNP if the latter topped the UNP list.
Krishantha took up the gauntlet but offered to settle
for lessonly one hundred rupees from
Mutuhettigamabut offered one million rupees if
the latter achieved his goal.
Nishantha came first on the UNP list but
Mutuhettigama got beaten by two other
candidates.
A magnanimous Nishantha now says he does not
demand Muttuhettigamas resignation but he would
appreciate if he gets his one hundred rupees.
Would Mutuhettigama honour his pledge or choose
to remain a debtor?

Nishantha cries foul

Provincial Councillor Nishantha Mutuhettigama
who came third in his partys list polling 71,718
votes yesterday said that there had been some
miscounting when his preferential votes were
counted on Saturday night.
Addressing a press conference, at the Hotel
Galadhari in Colombo, Mutuhettigama said that he
had been informed that he had polled over
120,000 preferential votes at the end of the first
round of counting. "I went to bed with that news but
when I woke up this morning I was told that I had
received only 71,718 votes. I cannot fathom how
the number of votes I received in the first count
had come down drastically overnight," he said.
He challenged a recount of the preferential votes
received by his fellow candidates Anarkali Akarsha
and Sachin De Vass Gunwardena so that the true
figures would come out. "I went to the Ragama
Devale and smashed coconuts praying the God to
intervene and bring justice," he said.
He alleged that the counting officer had faulted. He
said that he had gone before Senior Presidential
Advisor MP Basil Rajapaksa and complained. "I
lodged a complaint against the Chief Counting
Officer at Police Headquarters in Colombo," he
said.

Munnethra Kalagham Party J.M.Aaron, presently
on a visit to Sri Lanka with a group of Indian
Parliamentarians, said that the IDPs in the camps
in the North did not seem to have been suffering as
the Media in India had painted.
He said so at a media briefing held in the hill
country, following a tour of the tea estate region at
the invitation of the secretary general of the Ceylon
Workers Congress.
The Indian team of parliamentarians visited the
IDP Camps in the North on the invitation of the Sri
Lankan Government, and found time to visit other
areas where Tamil people live, after completing the
tour to see the Internally Displaced People.

Karunanidhi clarifies
delegation visit to SL

(ISL - 13/10/09) CHENNAI: Chief


Minister M. Karunanidhi on Sunday
clarified that it was the collective
initiative of his party, the Congress and
the Viduthalai Chiruthaikal Katchi that
led to a 10-member team of MPs going
to Sri Lanka and that it would submit its
report to the leaders of the parties.
In a statement here, the Chief Minister
said that neither the Centre nor the
State government would have to bear
the expenditure for the visit. "Instead,
the parties will bear the expenses of
their members visit. The delegation has
been allowed by both the Indian
government and the Sri Lankan
government."
Reacting to the Oppositions criticism
that MPs of other political parties were
not included in the team, the Chief
Minister said if these parties were
genuinely interested in knowing the
conditions of Tamils in Sri Lanka, they
could have approached both the
governments.
"They dont take any initiative but always

criticise our efforts. Will it solve the


problems of the Sri Lankan Tamils?" he
asked, and recalled how the Opposition
parties had boycotted the all-party
meeting convened by the State
government to discuss the Sri Lankan
Tamils issue. On Ms. Jayalalithaas
earlier query as to how Deputy Chief
Minister M.K. Stalin could lead a team of
MPs, the Chief Minister said neither the
State government nor the Dravida
Munnetra Kazhagam had made any
announcement in this regard. "If she
issues a statement based on media
speculation, we can understand: shes in
a hurry."
"If the government has announced in
Parliament that it would send a team, it
can submit the report either to the
government or Parliament. Ms.
Jayalalithaa is not able to understand
this simple procedure," he said.
The Chief Minister refuted Pattali Makkal
Katchi leader S. Ramadoss allegation
that the team had gone to Sri Lanka as
guests of that countrys President. "The
fact is that they had gone there with
President Mahinda Rajapaksas
permission.

24 Councillors lose seats

(DM - 13/10/09) Twenty four (24) members in the
former Southern Provincial Council lost their seats
during the last Saturdays polls. Out of 12 former
JVP members, seven UNP and five UPFA lost their
positions.
About 19 new members from both ruling and
opposition parties have been elected to the
Council this time.
T. Ratne Gamage, Nishantha Perera, T.K.
Jayasundera, T.M. Jayaweera and K. Sumithra De
Silva in the Galle District, Sena Ratnayake, Lal
Premanath, S.U. Moulana in the Matara District
and Piyasena Ramanayake, Athula Welendagoda,
Sisira Kumara Wahala Thanthri and Jayantha
Wanniarachchi in the Hambantota District of the
JVP lost their seats. Ajith de Silva in Galle District,
Danny Abeywickrama, Nilanga Hendawitharana,
Susindra Handunge and Lakmal Nilantha in
Matara District of UPFA lost their seats as well.
From the UNP membership in the former Council
Sunil Senanayake, Ranjith Kumarage, Jayasiri
Nanayakkara and Ananda Abeywickrama from
Galle District, Prageeth Premathileke and
Jinadasa Gunawardena from Matara District and
Devaka Weerasinghe from Hambantota District
lost their positions.

to UPFA and contested from that party and has

Opposition leader

Provincial Councillor Buddhika Pathirana would be
named the next Opposition Leader of the 55member council, party sources said yesterday.
He had received the highest percentage (61.09%)
of preferential votes polled for any single party as

a candidate in Saturdays SPC election securing


57,802 votes of the 94,614 received by UNP for
Matara District.
Asked for comment, Councillor Pathirana said that
he never ran after position or posts but they came
after him. He believes he would be appointed for
the post as had performed well despite heavy
opposition and suppression unleashed by the
ruling party candidates.
"People had placed me on the top in the district.
This result came for nothing. People know that I
have worked for the district and expressed their
gratefulness and elected me to serve them for
another term."
"I have obtained almost double percentage of
preferential votes received by leading candidates
of any district in the Province, I did my duty for the
party and hope that party will do likewise," he said.
Pathirana was the UNPs chief ministerial
candidate hopeful and the leader of the district
which had returned five of 18 candidates receiving
a 25.91 percentage of 94,614 total votes cast.
Those who came first in their party lists in the

guidelines on an emergency situation, so that

JVP jubilant over UPFAs poor

yesterday said that the UPFA government would
not call an early presidential election as widely
speculated in the run up to elections for the
Southern Provincial Council.
Responding to The Island queries at a press
conference at the JVP headquarters at Pelawatte,
he said that Saturdays result was nothing but a
setback for the UPFA, particularly in the
Hambantota District, where the ruling coalition
polled 192,961 votes (66.95 %) despite President
Mahinda Rajapaksa actively campaigning for UPFA
candidates. Silva said it was a sign that the
government could no longer afford to turn a blind
eye to problems faced by the ordinary people.
Asked whether the JVP could be happy as it, too,
had been reduced to just 3 councillors from 14
members, it had at the previous council (JVP
contested the last polls on the UPFA ticket), Silva
said that they had polled 11.01 % in the
Hambantota District.
He emphasised that it was an achievement when
compared with their performances at elections to
other provincial councils held by the Rajapaksa
administration. He expressed confidence that this
would give an opportunity for the JVP to build up at
the expense of the UPFA.
JVP General Secretary said that the government
had brazenly abused state resources and used the
media to its advantage but it had failed to deceive
the southerners.
JVP MP Vijitha Herath told The Island that the
government could no longer win elections merely
on war victories. Referring to an alleged move to
sideline Chief of Defence Staff General Sarath
Fonseka, the Gampaha District MP claimed such
moves had made the government unpopular.
Although, the government had believed that it
could do ever better than at the Uva Provincial
Council polls, where it polled 72 per cent of votes,
the South, particularly the Presidents stronghold,
depicted an entirely different picture, he said.
The JVP General Secretary said that the UPFA
and the state machinery targeted UPFA candidates
in the Hambantota District as part of their strategy
to undermine the JVP. He pointed out that the
UPFA had done better in both Matara and Galle
than Hambantota and this would cause trouble in

the ruling party. He added that the Rajapaksas


strategy to deceive the southern electorate by
accusing the Opposition of a conspiracy to topple
the government and haul the military leadership
before an international tribunal over alleged war
crimes, too, had failed to boost the UPFA.

Vinayagamurthy Muralitharan has been assigned
to organize the Eastern Province for a major
election to be announced in November.
The Minister said that both the Northern and
Eastern Provinces should be geared up for a major
election now. He said that he would mainly deal
with electioneering in Batticaloa, with Presidential
Co-ordinating Secretary Iniya Bharathi in Ampara
and Provincial Minister Navaratne Rajah in
Trincomalee.
My request for the people in these two provinces
is to be ready for an election which is now on the
card. Only next month, we will be able to know
whether it is to be presidential or parliamentary, he
said. Asked about the position of displaced civilians
in the event of declaration of such an election, he
said the government would be able to resettle a
bulk of such people by the time of an election. We
are discussing these issues now, he said.

Punchinilame was also going to contest the next
general election from the Trincomalee district.

representations to Inter-Parliamentary Union,
Commonwealth as well House of Commons next
week regarding harassment of Opposition MPs at
the hands of the Rajapaksa administration, a party
MP said.
The UNP will brief them of what Dr. Jayalath
Jayawardena, MP, Assistant Secretary in charge of
Relief and Human Rights, called ``rapidly
deteriorating democratic values in Sri Lanka.
Speaking to The Sunday Island, Jayawardena said
that UNP would not succumb to government
pressure but raise contentious issues
internationally, thereby embarrassing the
government. He said that denial of an opportunity
to Opposition MPs to visit so-called welfare
villagers which were nothing more than detention
facilities was an infringement of their rights.

group of Indian lawmakers had been allowed to
visit Vavuniya camps, they, too, should be
permitted to meet civilians held against their
wishes.

appoint Shaan Wijeyalal, who obtained the
highest number of preferential votes, as the Chief
Minister of the Southern Provincial Council,
according to highly placed political sources.
The decision had been taken at a meeting held
with the top government leaders, sources said.
The earlier decision had been to award the Chief
Ministerial position to the Matara District.
However, the fact that Shaan Wijeyalala had
received over 30,000 votes more than Hemal
Gunasekera of Matara who got the highest
preferential votes in the Matara District could have
affected the decision. It was said that Hemal
Gunasekera who got the highest votes in Matara
would receive another important position.

The A - 12 highway from Nochchiyagama in
Anuradhapura district to Trincomalee will be
converted to a modern highway. The World Bank
will provide US $ 243 million to renovate 130
kilometre road.

historical roadway since Mannar, Vavuniya,
Puttalam and Anuradhapura districts have access

to resettle the IDPs in the Northern province.
The Tamil Nadu Parliamentarians, a total of 10 of
them, who came to Sri Lanka on a fact finding
mission, mostly about the Internally Displaced
Persons, presently quartered in the welfare
centres in Vavuniya, met yesterday Sri Lanka
President Mahinda Rajapaksa and urged for the
speedy resettlement of the IDPs, but they were
also appreciative of the actions taken by the
government so far, in this direction.
Sri Lanka President emphasized that de-mining
must be done first before any resettlement.
The Tamil Nadu delegation thanked the Sri Lankan
President for the invitation extended to them to
visit Sri Lanka and appreciated the arrangements
made for their visit and also the meeting with the
President.
With regard to discussions on a political settlement
to the ethnic question, the President Mahinda
Rajapaksa said that any settlement must be one
that is accepted by all communities and by Sri
Lanka's neighbor.

(UK) held a Charity Dinner & Dance at the
C&L Country Club , Northholt, Middlesex.
The association was formed in January
2008 with the express purpose of helping
patients effected by Leukaemia in Sri

Attending the launch were the first lady Mrs
Shiranthi Rajapakse, who was the chief guest of
the evening and the Secretary of Health and
Nutrition, Dr. Athula Kahandaliyanage, both
honorary patrons of 'My Wish Foundation'.
The aim of 'My Wish Foundation' is to grant a wish
to the terminally ill children who are wasting away
in our hospitals. These children and their families
are suffering substantial emotional and often
financial hardship. 'My wish Foundation' believes
that it is the social responsibility of the citizens of
Sri Lanka to develop a better care package for
these very sick children and their vulnerable
families. Therefore, 'My Wish Foundation' aims to
provide continuous and comprehensive help to

these children and their families.

Venerable Ajahn Bramavamso, known to most as Ajahn
Brahm, is the Abbot and Spiritual Director of the Buddhist
Society of Western Australia.

Ninth death anniversary

A great politician and the first woman Prime Minister of the world
No other woman in this whole wide world
dead or alive can boast of being even faintly
equal to our very own Sirimavo Bandaranaike
whose ninth death anniversary fell on
Saturday October10, 2009 This great woman
was thrice Prime Minister, twice Opposition
Leader. and the first woman Prime Minister of
the world.
Sirimavo Ratwatte Dias Bandaranaike (April
17, 1916 October 10, 200) served as Prime

Minister of Ceylon and Sri Lanka three times,


from 1960 to 1965, 1970 to 1977 and 1994 to
2000 and was the leader of the Sri Lanka
Freedom Party. (SLFP) for many a year.
As most of you know Mrs. Bandaranaike was
the widow of a former Sri Lankan prime
minister, Solomon Dias Bandaranaike
(SWRD) who was assassinated.
This St. Bridget's girl was born on April 17,
1916 as Sirimavo Ratwatte to a highly
respected and
wealthy family, in
Ratnapura and was a
practicing Buddhist
SWRD's
assassination resulted
in a brief period of
political instability and
the minority
government of the
United National Party
(UNP) was unable to
sustain itself in power
after the elections in
March 1960. Later in
1960 the country went
to the polls again. In
this election Mrs.
Bandaranaike
succeeded in
mobilizing a

for her party and to
become the first
woman prime minister
in the world. At the

Most civilised by both culture and
nature, he was also a true, sincere
and loving friend relishing in
entertaining everybody and anybody
whom he met and inviting one and all
to partake in a 'self-prepared' meal at
his home in Harrow. I can tell you that
his culinary skills were excellent and
his preparations were really out of this
world. That was not all for Herbert
was the kind of chap who will keep a
spare room in his home for visitors,
with good food and hospitality abound
that cannot be easily matched. Most
loyal to friends and loving to enemies
he was always willing to help others
in need. and was friendly, generous,
and welcoming to guests or people he

even met for the very first time.


He wasn't a 'so called' gentleman'
but a 'real gentleman', most
understanding, educated, sensitive
and well mannered unlike many who
puts on a 'boru' show and pretends to
be a what he's not. He was never
crazy about clothes but he dressed in
style, well, and appropriately. He had
grasped etiquette very well indeed
and followed the protocols of social
interchange between people of
quality. Herbert always spoke wisely
and said the right thing at the right
time. This quality of is I observed
when he spent a longish holiday in
Colombo months prior to his passing
away. He was never self centered
and was extremely honest in his
dealings. He was not the type of chap
who had fun at your expense and
never spoke ill of others in a
demeaning manner. As for me I would
much rather associate with a true
gentleman who is just a plain guy on
the outside (like my dear friend
Herbert), than with a man who

appears on the outside to be a


gentleman, but on the inside is a
arrogant, selfish and mean person.
Once I remember Herbert giving a
lecture to a mutual friend of ours who
failed to behave like a gentleman.
Herbert who was in the front seat of
my car told our mutual friend
occupying the rear seat that his
performance while coming out of the
super market was most unbecoming
of a gentleman. All this triggered after
our mutual friend came out of the
super market allowing the door to
close almost injuring an old lady
behind him. Herbert said; If you are a
gentleman you should be most willing
to do things for other people whom
you may not even know. A perfect
example was holding that door open
for that lady immediately behind you.
It is much easier to hold open the
door than to open it. Only a few
seconds are lost.
This was Herbert the Gentleman
whom we lost two years ago.
May he rest in peace.

Rice with Chick-Peas

All family members, friends, relatives and


acquaintances mourn the death of Stanley
Fernando late of Norbury who passed
away on Tuesday, the 6th October at the
age of 73.
Stanley began his
Engineering career in 1955,
as a Trainee in the Irrigation
Department of Sri Lanka. He
married Irene Fernando in
1960 and immigrated to the
United Kingdom in 1962 with
his young family.
He qualified as a Civil
Engineer in 1970 and worked
for over 30 years in Local
Government, working for
various local authorities all
over the country beginning in Croydon,
GLC, Tower Hamlets and Leeds in that
order until his retirement in 2001.
Stanley also leaves behind a younger
brother K.D. Fernando, a Senior Lecturer
in Town Planning at the Moratuwa
University in Sri Lanka and two sisters-in-

500g rice (basmati)
3 big onions chopped
2 big tomatoes chopped
5 cloves of garlic crushed

Soak the chick-peas over night and using fresh
water bring it to the boil. Heat the wok melt the
ghee, saut the onions, garlic, ginger. Then add
the tomatoes and the rest of the ingredients

2 dessert spoons of flour
1 egg
500 g boiled fish,(filleted)
1 1/2 cup of boiled small prawns (cleaned)
1/2 cup capsicum chilies
4 dessert spoons of butter
1 1/2 cups of fish stock or milk.
Bread crumbs
Heat the butter. Add the onions chilies and
parsley. Fry for few minutes and add the flour. Stir

around London for his musical talents.

children, eldest Eresha (20) currently at

genuine and kind friend to all he knew and
associated with displaying rare humane
qualities. May he soon attain Nibbana, the
highest peace in after-life.

Wattakka (Pumpkin)
Lankan Curry
2 cups of pumpkin, cut in 1 inch chunks
2 tbsp of raw rice
2 tbsp of grated coconut
1 tbsp vegetable oil
1 Onion, chopped
2 green chilies, chopped
Sprig of Curry leaves (optional)
1/2 tsp fenugreek seeds
1/2 tsp turmeric powder
1 tsp chili powder
1 tsp curry powder
1 inch piece of cinnamon (optional)
2 cloves of garlic, chopped
1 cup coconut milk
1 tbsp of ground mustard seeds
Roast the rice and coconut in a pan till golden
brown, taking care not to burn. Let it cool.
Stir fry the onions, green chilies, garlic, curry
leaves, fenugreek, cinnamon chili powder, curry
powder and turmeric for a few minutes. Add
pumpkin. Stir fry for a couple of minutes. Season

with salt. Add a cup of water. Cover and cook for a


few minutes.
Now grind the rice, coconut mixture into a powder.
Dissolve in coconut milk and add to the pumpkin.
Add the ground mustard and cook a couple more
minutes. Add salt to taste.

Deepavali the Festival of lights

Hindus all over the world celebrate Deepavali


as the Festival of Lights. They light diyascotton
string wicks inserted in small clay pots filled

with oilto signify victory of good over the evil


within an individual.
As per Hindu calendar, the five day festival of
Deepavali is centered on the new moon day
that ends the month of Ashwin and begins the
month of Kartika, beginning on the 13th day of
the dark half of Ashwin (Ashwin 28th) and
ending on the 2nd day of the bright half of
Kartika (Kartika 2nd). The main day of
celebration varies regionally.[2][3][4]
Deepavali is a Sanskrit word - Deepa meaning
light and Avali, meaning a row. It means a row
of lights and indeed illumination forms its main
attraction. It symbolises that age-old culture of
India which teaches us to vanquish ignorance
that subdues humanity and to drive away

darkness that engulfs the light of knowledge.


Deepavali, the festival of lights even to-day in
this modern world, projects the rich and
glorious past and teaches us to uphold the true
values of life. In Hinduism, across many parts
of India and Nepal, it is the homecoming of
Rama after a 14-year exile in the forest and his
victory over Ravana In the legend, the people
of Ayodhya (the capital of his kingdom)
welcomed Rama by lighting rows (avali) of
lamps (dpa), thus its name: dpwali. Over
time, this word transformed into Deepavali in
Hindi and Dipawali in Nepali, but still retained
its original form in South and East Indian
Languages. In Dravidian languages it is called
as Deepavali and the same is used in Malaysia

and Singapore. South Indians never say Diwali


as it means Firebucket.
In Jainism, Deepavali marks the attainment of
nirvana by Mahavira on 15 October, 527 BC.

Kidha is celebrated for a differing
number of days by different
communities. Though the core
days are common and fall on
exactly the same set of days
across Nepal and India, they fall in
different Gregorian months
depending on the version of the
Hindu calendar being used in the
region. The Amanta ("ending on the
new-moon") version of the Hindu
Calendar has been adopted as the
Indian national calendar. According
to this calendar, which is prevalent
in southern India and Maharashtra,
the 6-day celebration is spread
over the last four days of the month
of Ashwina and the first two days of
the new month of Kartika.
According to the Purnimaanta
("ending on the full-moon") version
prevalent in northern India, it falls
in the middle of the month of
Ashwayuja/Ashvin. In the
Gregorian calendar, it falls
generally in the months of October
or November. In Nepal, it is
celebrated according to Nepalese
calendar. The festival marks the

his boys are busy preparing for India's tour in
the month of November, 28-year-old
Chrishantha Charles Jerome Peiris is leading
his set of boys in the Indoor Cricket World Cup,
which commenced in Brisbane, Australia on
October 11.
Surprisingly, the team from Emerald Isles is the
only one representing Asia at the prestigious
event.
The 2009 Indoor Cricket World Cup is being
held in Brisbane, Australia, at the Brisbane
West Indoor Sports Centre, from 11 to 17
October under the auspices of Cricket Australia
(CA).
The Indoor Cricket World Cup is the premier
international championship of both men's and
women's Indoor Cricket. The event is organised
by the sport's governing body, the World Indoor
Cricket Federation (WICF) and is held every
two or three years. The first Indoor Cricket
World Cup contest was organised in England in
1995..
"The countries now competing are Australia, Sri
Lanka, South Africa, New Zealand, Wales and
England, with play opening on October 11",

(DM - 14/10/09) President Mahinda Rajapakse
who visited Kalutara on Monday has reportedly
been furious with the lethargic Sri Lanka Cricket
(SLC) interim committee officials for neglecting the
construction of the international cricket ground at
the Surrey Village in Maggona, and had ordered
Sports Minister Gamini Lokuge to expedite the
matters.
SLC were due to finish the construction of the
ground in August 2007, but have not even been
able to finish the planting of grass in the outfield.
The President, who had visited the ground site last
year to monitor the progress and given SLC
instructions to speed things up, had been shocked
on Monday to learn that his instructions had been
ignored and work on the facility not completed.
Following the opening of the Football ground, the
President had promised in his address to the
people of Kalutara to give them an international
cricket ground very shortly in addition to the
international football ground they had just received.
Minister Rohitha Abeygunawardene had thanked
football official Manilal Fernando for building an

international stadium in such a short period of time


and had ridiculed SLC for failing to even plant
grass at the stadium more than two years after the
scheduled date of finishing.
Sports Minister Lokuge who summoned SLC
officials for an emergency meeting on Monday
evening had also slammed their lethargy.
SLC officials will now visit the Maggona ground this
week on the Ministers orders to decide whether
they are capable of finishing the construction or
not.
SLC has been instructed by Minister Lokuge to
hand over the ground to Minister
Abeygunawardene to complete the work if they
(SLC) are unable to finish its construction.
Planting grass on the outfield was estimated to
cost Rs. 2.8 million, and SLC who failed to do the
job on time however have already spent more than
three million rupees just to maintain the facility,
according to sources.
Sources added that Paul Sheldon, Chairman of
English county Surrey which pumped in over Rs.
100 million for the housing project and the ground
following the 2004 tsunami was very disappointed
with SLC for failing to come up with three million
rupees and complete the project.

both days, Nalanda College,
Colombo escaped with a draw in
their schools under 19 cricket
tournament against Trinity College
concluded at the Asgiriya stadium in
Kandy. On the first day nearly 25
overs were lost due to bad light and
rain on the second day about 15

St. Patricks and Bandaranaike meet in historic cricket match
tiresome 10 hour journey in more than two and half
decades to reach the Jaffna peninsula by A9 road to

Although the result of the match is vital for both
