Parties slam AAP Govt. over circular

Party-led Delhi Government
came under strong criticism
from political parties here on
Sunday after it gave its De-
partments the go-ahead to
seek legal recourse against
news items with “defamatory
imputations against the Chief
Minister”.
Terming the circular, is-
sued by the Directorate of In-
formation and Publicity
(DIP) on May 6, a result of
“repeated exposures by
media of the Arvind Kejriwal
Government’s misdeeds”, the
Bharatiya Janata Party (BJP)
accused the Chief Minister of
being a “hypocrite”.
“He talks about unfettered
freedom of speech but he
wants everyone else’s throat
to be throttled. This is the
height of hypocrisy,” BJP
spokesperson G.V.L .Narsim-
ha Rao said.

“virtual censorship”, adding
that it was not only an attack
on the media but also on
democracy.
“As soon as his party came
to power, he had stopped
media’s entry in the building
(the Delhi Secretariat). He
should not have a problem
with the media as his party

help,” Mr. Maken said.
According to the circular, if

rector (prosecution), an of-

item whether aired or pub-
lished, the Principal Secreta-
ry will refer the matter to the
Law Department and obtain
the sanction under Section
199 (4) of the Criminal Proce-
dure Code (Cr.PC).
After the sanction is ob-
tained, the Home Depart-
ment will forward the case to
the public prosecutor for
making a complaint under
Section 199(2) of the Cr.PC.
The move comes days after
the Delhi Government issued
an order for close monitoring
of all news channels.
“There are laws that punish
defamation, but to start a spe-
cial drive against the media is
a subtle intimidation. Inde-
pendent and active media is
essential for democracy, and
the media knows that irre-
sponsible reporting can lead
to a loss of credibility for
them,” said D Raja, CPI leader
and Member of Parliament.
A senior Government offi-
cial, however, said the circu-
lar was a reiteration of
existing rules. “The said cir-
cular is an internal communi-
cation and is not a new rule or
law which has been enacted
by the Government; there is
nothing more to be added to
it,” said a spokesperson.

The artist, who has been
living in Delhi since 2009 and
works both from her studio in
Delhi and from Jaipur, where
she gets her bronze pieces
cast, is mainly a self-taught
sculptor.
She has divided her works
into three categories — chil-
dren’s games, children’s atti-
tude and children’s message.
Through these, she reminds
the viewer of carefree child-
hood memories that are
bound to fade away with time
or are suppressed somewhere
in our sub-conscious minds.
The artist, in her realistic
sculptures, has explored the
dialectics between childhood
and adulthood, and has even
made sculptures of people en-
gaged in actions that inspire
joy, compassion or reverie.
The “children’s games” cat-
egory has a series of sculp-
tures showing children
playing games and a child’s
ability to be happy without
needing a reason to be.
She has used colour-paint-
ed bronze to create these
works.
The “children’s attitude”
series has been created as a
result of various attitudes the
artist observed over time that
are the signs of the under-
lying qualities of children.
These include qualities like
trust, goodness, and playful-
ness.

Leopards seek a safe haven ‘Monitoring’ news makes headlines

The idea may not be viable due to proliferation of news channels in the past years

GURGAON: As many as six leop-

ards, including an eight-
month-old cub, have been re-
ported dead in Gurgaon in less
than a year.
While two cases pertain to
road accidents wherein the
big cats were hit by speeding
vehicles, the remaining four
carcasses found near a golf
course in Manesar are sus-
pected to be cases of poison-
ing and the matter is pending
in the court.
The Aravalli Range, the nat-
ural habitat of these big cats,
is the oldest fold mountains in
India. The northern end of the
range continues as isolated
hills and rocky ridges into Ha-
ryana, ending in Delhi.
The undulating hills of Ara-
valli not only provide unbe-
lievable natural ambience,
but also act as lungs for the
whole National Capital Re-
gion.
Beside support to human
population, the range also
supports the important and
already exhausted faunal di-
versity (as established by
wildlife census report 2012
which found seven carnivores
species on Aravalli Range).
According to wildlife ob-
servers, leopards are very shy
and are the most adaptable of
the large cats and typify wild-
life that lives outside forests.
Leopards have always lived
outside forests, be it tea gar-
dens, fringes of forests, in cro-
plands and they have been
reported even from urban
areas.
A ban on mining by the Su-
preme Court a few years ago
in the Aravalli area led to an
improved habitat which is the
primary factor for leopard
survival.
The importance of this area
is also increased by the fact
that it is surrounded by Asolla
Bhatti Wildlife Sanctuary on
Delhi side and a continuous
Aravalli chain in Rajasthan
which extends up to Sariska
National Park.
The Aravalli area, which
has a good leopard habitat and
is rich in floral and faunal di-
versity, is also exploited by
human greed, mainly because
of its proximity to Delhi.
“As many as four roads, in-
cluding two highways, pass
through the Aravalli range bi-
furcating the natural habitat
of the leopard. And two more
roads — Kundli-Manesar-Pal-
wal Expressway and Dedicat-
ed Freight Corridor — passing
through the mountain range

designate lands in the Aravalli
range as forests, other than
those formally recorded as
such.

up elevated depots for park-
ing trains that would be op-
erational on the upcoming
corridors under Phase-III.
Two of Delhi Metro’s up-
coming depots will have
many of their major compo-
nents constructed on elevat-
ed decks for better space
management, officials said.
All the existing eight metro
depots have been construct-
ed at grade level.
A metro train depot gen-
erally requires about 2.5
lakh square metres space for
the setting up of stabling
lines, inspection bays, work-
shops, washing plants, etc.
However, for both the up-
coming Vinod Nagar and
Kalindi Kunj depots, the
space available was limited
and inadequate.

its prospectus from the up-
coming academic session.
The varsity, which enrolls
54,000 students every year in

leges, sells over 2.5 lakh pro-
spectuses every year.
“The prospectus, priced at
Rs. 100, used to be printed at
the varsity’s press. However, it
has been recommended this
year that there will be no print-
ing of prospectus and the uni-
versity will be able to save the
printing cost,” a member of the
admission committee said.
The DU prospectus will be
available for download on the
varsity’s website.

nicipal Council (NDMC) has
decided to adopt a ‘zero toler-
ance’ policy on burning of
leaves, plastic and garbage in
open areas.
“No lenient view will now
be taken regarding such inci-
dents. We have decided to
adopt a zero tolerance policy
towards burning of leaves,
plastic or garbage in open ar-
eas, and the officials have been
instructed about the same,” a
senior NDMC official said.
“Two teams have been con-
stituted which conduct field
inspections and keep a check
on such incidents in order to
curb air pollution,” he said.
Last month, the Tribunal

NDMC over its failure to
check burning of nearly one
tonne of leaves in Lodhi Gar-

ing garbage, leaves, plastic and

continue to remain what Dr. B.R. Ambedkar called
“sinks of localism, dens of ignorance and narrow-min-
dedness”. How else could one see certain recent in-
cidents reported from Tumakuru in Karnataka about
village barber shops denying haircuts for Dalits, temple
festivities remaining out-of-bounds for Dalit families,
and other forms of prevalent discrimination? By all
accounts these are not isolated incidents. Discrimi-
nation against Dalits is widespread and ingrained in the
psyche across India, in rural settings in particular. In
some places it takes the form of violent oppression, in
others it is disguised yet omnipresent. To be fair, when
the incidents in Tumakuru came to notice, the adminis-
tration took corrective steps immediately. This sug-
gests responsiveness on the part of the state to issues of
social justice at least in some cases. But recurring acts
and persisting practices against the Dalit community
beg the question whether state response and constitu-
tionalism alone are enough to overcome longstanding
social injustice and prejudices in India’s villages.
In other words, has political justice — achieved in
some respects over time by means of affirmative action
— managed to overcome social injustice at all? The
alacrity shown by state authorities in the Tumakaru
cases reflects to some extent the political power gained
by Dalits in India and the efficacy of the rule of law.
After all, the Constitution guarantees the right to equal-
ity of all citizens and affirmative action for Dalits. Years
of following the policy of affirmative action has yielded
a high degree of participation and representation of
Dalits in politics and in governance. But without pro-
gressive social consciousness permeating society at
large, constitutionalism, state actions and political
equations simply do not suffice. It would help if the
political actors who have accommodated Dalits among
their party and governance structures, due to the their
sheer weight of numbers as a representative section,
also believed in and worked as conduits for social trans-
formation. Perhaps if Dalits were not merely accommo-
dated but were accorded leadership roles in parties, that
could aid this process of social activism. A recent study
pointed out that barring exceptions such as the Bahujan
Samaj Party, the leadership of major political parties
suffered from a clear diversity deficit, with Dalits being
severely under-represented in the leadership across
parties. Being made part of the political leadership —
one way of being among the elite in the country — will
not by itself guarantee the eradication of social preju-
dice, but it will be a step in the right direction.

as not to repeat any of his predecessor’s mis-

have done that and Mr. Modi may well have
done this too.
Chinese assertiveness in Asia
But, Nehru’s errors of judgment were not
inevitable. Indeed, we now know that as early
as on November 7, 1950, Sardar Vallabhbhai
Patel had cautioned Nehru about the trust
deficit in the bilateral relationship and of
China’s expansionist instincts in Asia. Patel’s
prescient and cautionary note to Nehru, bur-
ied in government files for decades, was made
public a decade ago and is now freely avail-
able on the Internet.
If China annexed Tibet in Nehru’s time, it
now seeks to usurp maritime territory in
South China Sea. Time was when Chairman
Mao Zedong dubbed the Soviets as “social
imperialists”. No one has yet so branded Chi-
na. However, unlike in the 1950s when the
world adopted a more benign approach to
China’s land grab, there has been greater
concern about China’s assertiveness in Asia
which has put its leadership on notice. While
the Western leadership seems to be in dis-
array in responding to China’s smart diplo-
matic forays, India has pursued a balanced

been the increased business-to-business and
people-to-people contacts between citizens
of the two countries. A highlight of Mr. Mo-
di’s visit will be a public meeting with the
Indian community in China. While this
draws attention to the increased presence of
Indians in China, India can do more to facil-
itate the travel of Chinese to India. Millions
of Chinese Buddhists would want to visit if
India were to become a more attractive desti-
nation. Institutional and professional inter-
action must also increase. Indian-Americans
in the U.S. are full of stories about how they

find it easier to travel to and work with Chi-
nese academics and businesses than with In-
dian counterparts. As a U.S. analyst once put
it, “China is a closed society with an open
mind, India is an open society with a closed
mind”.
The time has come for the bilateral rela-
tionship to move well beyond official govern-
ment-to-government relations, precisely
because the bilateral relationship has be-
come more stable, despite episodic provoca-
tion on the border by China. There are
several reasons why China may not want to
push India beyond a point. First, India has
demonstrated its ability to tide over a variety
of political and economic storms that have
engulfed it from time to time, thereby estab-
lishing the resilience of the Indian state; sec-
third, India’s flexible diplomacy has enabled
it to widen its geopolitical options; finally,
China’s assertiveness in its neighbourhood
has encouraged many Asian nations to take a
more benign view of India’s rise.
In a different league
The problem that India’s political lead-
ership has dealt with is the coming to terms
with China’s manifest, comprehensive na-
tional power. India was lulled into compla-
cency by the myth that the two civilisational
neighbours were somehow in the same
league merely because both had a population
of over a billion! Today, China’s economy is
five times bigger than India’s.
That China was already in a different
league was made brutally clear to India even
as early as in 1945 by none other than John
Maynard Keynes who refused to give India
the same voting share as that of China in the
newly formed International Monetary Fund.
Keynes’s student, J.J. Anjaria, representing
the government of India, fought for parity
with China but failed to convince Keynes and
the Americans. Then came the membership
of the United Nations Security Council and of
the Nuclear Non-Proliferation Treaty (NPT).
The ‘Asian century’
Recovering from the ignominy of the 1962
war, our political leadership went into a sec-
ond bout of self-delusion when it bought into

blinded by China’s bright lights and seduced
by its charms, have been holding forth how
the 21st Century will indeed be China’s. De-
fensive American analysts have responded
with arguments to claim that the U.S. will
brook no challenge and will, if necessary,
contain China.
Multipolarity and the world
Make no mistake. The 21st century will not
be China’s century alone nor will it remain
America’s. The geopolitical and geoeconomic
conditions that enabled Britain to become
‘Great’ in the 19th century and claim that
century for itself, building a global empire,
and that enabled the U.S. to emerge as the
dominant world power of the 20th century
do not exist for China or anyone else today.
The “unipolar” world of the British and
American empires was a historical aberra-
tion. European scholarship wrongly viewed
all great powers in history as “global powers”.
The global moment of many of them was
short-lived. At best they were all continental
powers. Multipolarity or polycentric disper-
sal of power and prosperity defines the nor-
mal state of the world.
If China succeeds in becoming both a pre-
dominant maritime power of the Indo-Pacif-
ic region and the predominant land power of
the Eurasian land mass, it would of course
emerge as the dominant world power of the
21st century. China’s control of Tibet and its
sway over the Eurasian land mass, on the one
side, and its control over South China Sea and
the Indo-Pacific region on the other become
central to any quest for unipolar dominance.
But that is not inevitable.
If China seeks to dominate the land to its
west and the waters to its east and south and
thereby emerge as the hegemon of the centu-
ry, it will force all other major powers, in-
cluding Russia at some point, to come
together and resist such a build-up. On the
other hand, if China rejects such an imperial-
ist view of history, and truly believes in the
creation of a multipolar world of the pre-
imperial era, then it can work with India and
other powers of Europe and Asia. What path
China chooses for itself will determine how
other nations respond to its rise.
For India, the task is cut out. At the end of a
year of hectic diplomacy, Mr. Modi would
have discovered that all the king’s horses and
all the king’s men cannot put the Humpty-
Dumpty of national power back in shape if its
economy crumbles under the weight of bad
policy. A country’s international stature and
power is built in its fields, factories, class-
rooms, laboratories and neighbourhoods.

practice, a formal meeting of Pakistani corps
commanders in Rawalpindi on May 5 blamed
India’s external intelligence agency, the Research and
Analysis Wing (RAW), for “whipping up” terrorism in
Pakistan. In a six-paragraph statement, which dwelt at
length with Pakistan’s internal security challenges, the
corps commanders, often described as the real cabinet
of Pakistan, took “serious note” of RAW involvement in
spreading terror. The statement came just days after
Prime Minister Nawaz Sharif had telephoned his Indian
counterpart Narendra Modi and conveyed his condo-
lences over the recent loss of lives in the Nepal-centred
earthquake. Earlier, in an interview to Saudi Gazette
Mr. Sharif had expressed disappointment at the lack of
progress in resuming talks with India despite his “ex-
ceptional decision” last May to visit India for Mr. Mo-
di’s swearing-in ceremony. It is evident from the corps
commanders’ statement that the Pakistan Army doesn’t
share Mr. Sharif’s stated interest in improving relations
with India. So what exactly is Army Chief Raheel Sha-
rif’s game here? One, he is signalling to his civilian
Prime Minister that India policy is in his domain. Two,
as he takes on some of the terrorists seriously in Pakis-
tan, he wants to keep the India bogey alive. Friendship
with India remains anathema to the Army despite
American efforts over the years to convince Rawalpindi
that it might not be such a bad thing. Central to the
Army’s ideology as the defender of the nation is its
anti-India position: any dilution in such an approach
will be considered a sign of weakness, or so General
Sharif and his commanders seem to believe. The Gener-
al has also strengthened his foreign policy role in Pakis-
tan by opening up to the Afghans and Americans,
something his predecessor Ashfaq Kayani failed to do.
Clearly, he is a sought-after man. And during his tenure,
ties with Kabul and Washington have improved a lot.
The charge that RAW is involved in fomenting trou-
ble in Balochistan or Karachi is not a new one. Other
than one line in the statement, the Pakistan Army has
come up with precious little evidence to prove it. As
Mumbai was attacked in 2008, the bravery of martyred
policeman Tukaram Omble ensured the capture of one
of the attackers, Pakistan national Ajmal Kasab — the
most potent piece of evidence ever collected by India
pointing to a Pakistani link to terrorism on Indian soil.
Statements, in themselves, don’t mean much; only hard
evidence counts. While India takes note of the Pakistani
charge, the relationship as it stands is unlikely to
change. Not much has happened in one year in the
bilateral relationship, and there are no signs otherwise.

while Attorney-General Mu-

last hearing, held on April 7,
and told the court that the
matter was being considered
by the Home Ministry and a
decision would be communi-
cated soon.
According to sources, the
Home Ministry has had to
consider several variables
while formulating its re-
sponse that will decide the
fate of thousands of Bangla-
deshi Hindus living in 19
States. Because the period in
question is since 1971, the
first variable is the number of
Hindu migrants that the case
will cover. Second, it has to fix
Hindus and other minorities from Bangladesh,
migrating to India to escape religious persecution,
must not be bracketed with illegal migrants and
