REGULAR SESSION MINUTES

CITY OF HIRAM COUNCIL MEETING


Tuesday, May 5, 2015 @ 6:30 PM
The Regular Session for May 5, 2015 of the City of Hiram was called to order by Mayor
Doris A. Devey at 6:30 pm
Meeting attendees: Mayor Doris Devey, Mayor Pro Tem Kathy Bookout, Councilperson Derrick
Battle, Councilperson Kathy Carter, Councilperson Teresa Philyaw, Councilperson Pep Rollins,
Robbie Rokovitz, Kelly Hundley, Cynthia Geyer, Jody Palmer, Jason James, Chief VandeZande,
Melissa Chosewood, Vernon Collette, Helene Fitzgerald, Alice Hicks, Jerri Schoenbeck, Bob Bookout,
Carmen Rollins, Jackie Jordan, Bob Tressel, Adam Harper, Nikki Celidonio, Anita Eberly.

Invocation and Pledge of Allegiance Rich Erdman


Approved the minutes for April 7, 2015 Regular Session; April 28, 2015 Work Session; April
28, 2015 Special Session Minutes.
Approved the reconditioning of two Hiram Police Department Crown Victoria Vehicles for a
total price of $34,966.54 to be paid using SPLOST Police Funds.
Approved the financing of two Hiram Police Department vehicles for two, 2016 Ford
Interceptor Utility Vehicles for a total of $71,247.00, to be paid using SPLOST Police Funds.
Authorized the City Manager to redeem City of Hiram Certificates of Deposit, maturing on May
7, 2015, totaling $1,067,810.70, to be deposited into the Money Market Account to fund the
Hiram Sewer Project.
Adopted City of Hiram Ordinance 2015-01, to amend the Litter Control Ordinance, Chapter 16,
Article III, to comply with the Georgia Department of Natural Resources, Environmental
Protection Division, the Georgia Water Quality Control Act and the Federal Clean Water Act.
Approved Shepherds Rest Ministries request to use Ben Hill Strickland Park Amphitheatre for
the 2015 Domestic Violence Candlelight Vigil event on October 2, 2015.
Nikki Celidonio, Co-owner of the E-Cig and Vapor Bar business, located at 5337 Wendy
Bagwell Parkway, spoke during visitor business regarding the business-owned delivery truck,
which is wrapped with graphics and the business name, being parked in front of their business.
She requested consideration to be allowed to maintain the truck there even though the City of
Hiram Code of Ordinances considers it a mobile sign, which is prohibited. Mayor Doris A.
Devey directed her to speak with Robbie Rokovitz and Jody Palmer regarding the situation.
Entered into Executive Session for the purpose of discussing property acquisition.
Entered back into Regular Session.
During Council comments, Councilperson Teresa Philyaw requested more information
concerning the current bid for the Main Street Project. Robbie Rokovitz displayed the bid
document and engineer plans for the project which are available for review at City Hall.
Mayor Doris A. Devey reminded everyone of upcoming events: National Day of Prayer, May 7;
Salute to America Veterans Air Show, May 8; Hiram Hounds Dog Park Leash Cutting, May 9;
Olde Town Hiram Business Association Memorial Day Block Party, May 23; City Hall closed
for Memorial Day, May 25; Council Work Session, May 26.
The Regular Session was adjourned.
