TCPS Mission Statement
Consistently delivering on our Expect More. Pay Less. brand promise by assuring that our vendor partners
operate efficient, safe and ethical factory environments, capable of producing safe, reliable, quality products.
Ethical Quality Assurance Behavior
QA processes are not only business requirements but help ensure that product is safe and in compliance with
the law. Target's expectation is that no vendor or factories producing product on behalf of the vendor will
attempt to circumvent Target's QA process through unethical conduct. No vendor or factory at anytime may
circumvent any Target requirement through modification, substitution, forgery, alteration or withholding
information. This includes not only QA requirements but any process or requirement included within Target's
Partners Online website. Failure to meet Targets ethical expectations regarding Quality Assurance will result
in a chargeback, a change to your Global Compliance Vendor Performance Rating, and/or termination of your
business relationship with Target.
Examples of unethical behavior include but are not limited to:
Any attempt to deceive or mislead TCPS during any QA process.
Counterfeiting, tampering with or cutting the Black, Yellow, or Red Seal. Altering product after
TCPS has sealed it.
Altering 3rd party product testing reports, TCPS documents or any email communications.
Withholding top
of production
testing
documentation
in order
to ship the product.
Substituting
products
or cartons
during
TCPS inspection
process.
Forging the signatures or initials of a TCPS team member.
Forging any documentation
Misrepresenting the factory of production
Modifying materials or product construction after product testing approval.
TCPS Team
TCPS is a worldwide staff, with a wide variety of educational backgrounds, manufacturing experience and
product expertise. TCPS Field Teams are located throughout the world at local offices and are the direct
contact for vendors and factories. Assuring quality means active engagement of the TCPS Field and
Headquarter (HQ) teams.
Quality Assurance HQ
o Maintain Target product integrity
o Develop product testing protocols and QA requirements
o Review and approve product testing results and follow up on quality and safety issues
o Provide technical support
Quality Assurance Field Teams
o Conduct Factory Evaluations, Pre-Production Planning and Product Inspections
o Provide product and technical expertise to factory
Global Compliance (HQ and Field Teams)
o Protect Target brand and ensure ethically produced products in accordance with Targets
Standards of Vendor Engagement, Vendor Conduct Guide, local laws

2.TargetBusinessOverview&Definitions
Vendor Types
Target vendors are categorized as TSS or Non-TSS:
TSS Vendors sourced through Target Sourcing Services (TSS).
Non-TSS - Also referred to as Direct Import DI vendors.
Product Divisions
Target merchandise is organized within the following Divisions
Apparel &Accessories (A&A) = Apparel, accessories, handbags, jewelry, shoes, etc.
Soft Home (SH) = Bedding, Bath, Window & other Domestics.
Hardgoods (HG) = Products that are not apparel, accessories or domestics. This may also be referred
to as Hardlines (HL) product.
o Hardgoods A = Toys, Luggage, Sporting Goods, Electronics and Entertainment, Household,
Personal and Baby (HPB) and Health, Beauty and Pharmacy (HBRx)
o Hardgoods B = Home Dcor, Stationery, Holiday/Seasonal, Small Appliances, Lighting, and
Furniture
o Hardgoods C = Home Improvement, Auto, Garden Place, Pet Supplies, Super Target and Target
Consumables.
o Target up&uptm brand consists of all products characterized by the up&uptm packaging and are
usually merchandised near an identified comparable national brand. up&uptm products can include
Hardgoods A, B, and C items.

Vendors producing Target Owned Brands are expected to:


Implement good processes in their factories.
Ensure their products meet all applicable safety, regulatory and performance requirements through
product testing.
Manage and train every level of their supply chain, including agents and factories (domestic and
foreign) using
the TCPS
QA Requirements outlined in this document and processes posted to POL
(including
Factory
Education).
Vendors will have escalation plans in place with their agents or factories to address failures in
inspections (Inline or TCPS) or 3rd party testing results.
