AffordableBaySolutiontestifiedthatPennAgsupportsSB724.Thatisnotaccurate.Atthe
timeofthehearing,thePennAgBoardofDirectorshadyettotakeapositiononSB724.
Sincethen,thePennAgBoardofDirectorshaveconvenedanddiscussedthemeritsofSB
724ascurrentlydraftedandhavealistofconcernsregardingthisbill.Atthistimeanddueto
theseconcerns,theofficialpositionofPennAgisDonotsupportthebillascurrentlywritten
duetoourissuesandconcerns.
PennAgstaffwouldliketomeetwiththeapplicablestaffaswellasotherindividualsor
groupstodiscussredraftingthisbillinamannertosatisfyourquestionsandconcerns.
Withthatsaid,PennAgissupportiveofinnovativetechnologiesandsolutionsas
referencedinourofficialstatementfrom2011(attached).Pleasenotethatwestipulateour
supportfortechnologieswhichadvancePennsylvaniaAgriculture.Withthat,Pennsylvania
Agricultureisverydiverseinsize,scope,commoditiesraisedinadditiontoavarietyof
topographychallenges.Thereforeanarrayoftechnologiesandsolutionsmustbeavailableto
trulymeettheneedsofourdiverseagriculturecommunity.

HouseBill1565wasintroducedinresponseto2010
changestoChapter102ofDEPsregulationsthatrequired150footstreambuffersin
ExceptionalValueandHighQualityWatersheds,Pennsylvaniashighestqualitystreams.
Theregulationsincludedawholeseriesofexemptionsandwaiversfromtherequirement,
including:aprojectsitelocatedgreaterthan150feetfromanamedwaterbodyactivities
involvinglessthanoneacresofearthdisturbanceactivitieswhenapermitisnotrequiredunder
Chapter102activitieswherethepermitwasacquiredbeforeNovember19,2010road
maintenanceactivitiesrepairandmaintenanceofexistingpipelinesandutilitiesoil,gas,timber
harvestingorminingactivitiessinglefamilyhomesnotpartofalargercommonplanor
developmentandactivitiesauthorizedbyaDepartmentpermitunderanotherChapterortitle.
BythetimeiswassignedintolawasAct162inlate2014,
thebillwasopposed
by
environmentalgroups,butstillsupportedbythePABuildersAssociation.
ThefinallanguageallowedDEPtoimposethestreambufferoranotheroptionor
optionsthatweresubstantiallyequivalenttoariparianbufferinallwatersheds.
ForprojectsinExceptionalValueandHighQualityWatersheds,Act162requiredthat
developersoffsetanyreductionintotalsquarefootageofforestbufferproposedasanalternative
toabuffertobemadeupbyareplacementstreambufferinanotherpartofthewatershed.
ThePABuildersAssociationisnowunhappy,again,withthewayDEPisimplementing
thelawtheAssociationsupportedbecausetheythinkitstoocomplicated.

specificallyauthorizesit.
NowtheBuildersAssociationissayingDEPsprocessistoocomplicated,toocostlyand
tooslow.DEP,theysay,missedthepointofAct162,whichtheysaidwastosimplifythe
process.
DEPsaystheyarejustfollowingthelawandtheyare.
ItwasunreasonableoftheBuilderstoexpectthepermitprocesstobesimplerwhenthe
languagetheyagreedtohadundefinedtermslikesubstantiallyequivalent,allowedDEPto
evaluatealternativestobuffersandverygenerallanguageoutlininganoffsetprogramwhichdid
notevendefinewherereplacementscouldbesited.
AlthoughthefinallanguageofAct162wasasignificantimprovement,froman
environmentalviewpoint,overtheoriginalprohibition,thefactistheBuildersagreedtoamore
complexpermitprocess.Infact,theyandmembersoftheSenateatthetimeweretoldthat.
NowtheBuildersarecomplainingagain.
Withthosecomplaintstheyreveal,again,theirrealpositiontheydontwanttobe
burdenedbythebufferrequirement,eventhoughthedeveloperbehindtheBuilders
AssociationinitiativetoldtheChesapeakeBayFoundationtheyusebuffersandrecognizethem
asasellingpointintheirhighend,lakefrontdevelopments.
Yes,therewerelegitimate,verynarrowcircumstanceswhereDEPsoriginalChapter102
bufferrequirementdidcauseproblems.ButtheBuildersAssociationtriedtouseameataxe,
ratherthanascalpeltodealwiththeproblem,franklyliketheyusuallydo.
WiththeBuildersAssociationagitatingagainonstreambuffers,theenvironmental
communitywillhavetoonceagaingearupforbattle.
ThistimetheBuildersmightgoforwhattheyreallywanttoeliminatethebuffer
requiremententirely,eventhoughitisoneofthemostcosteffectivewaystoreducenutrientand
sedimentpollutiongoingtostreams.

IhaveappreciatedtheopportunitytomeetindividuallywithmanySenatemembers.Iam
gratefulforthetimeandcourtesyextendedtome,andIvalueourconversationsandthe
opportunitytoworkwitheachofyouinthemonthsahead.
IamhonoredtobenominatedbyGovernorWolftoleadDCNR.Theagencysprograms
andservicesaresteepedinhistory,withparksandforestsprogramsdatingbackmorethan100
years.DCNRisbuiltuponasolidfoundationestablishedbytremendousconservationleaders
includingformerGovernorGiffordPinchot,JosephRothrockandMauriceGoddard.
Inthelobbyofourbuildingthatbearshername,myportraithangsnexttoRachel
Carson,providingmewithadailyreminderofthefootstepsthatIfollowinandourlegacyof
conservation.
DCNRsmissionisjustasimportantnowasitwas100yearsagomaybeevenmore
andwillcontinuetoplayavitalroleinthefutureofPennsylvania:maintainingandimproving
stateparksmanagingstateforestlandstoassuretheirlongtermhealth,sustainabilityand
economicuseadministeringgrantandtechnicalassistanceprogramsthatpromoteland
conservationandsustainablecommunitiesandprovidingoutdoorconnectionsforourcitizens
andvisitors.
Iamveryfamiliarwiththedepartment,havingservedinseveralleadershippostsat
DCNR,includingasdeputysecretarywhereIledthedepartmentsconservationlandscape
programandoversawtheCommunityConservationPartnershipsgrantprogram
Evenmoreimportanttomypassionfortheenvironment,conservationandpublicservice,
however,wasmyDad,whoworkedasadivisionchiefintheformerDepartmentofForestsand
Watersandoftentookourfamilytovisithisprojectsinourstateparksandforestsforvacation.
Ialsohaveworkedintheprivatesector,leadingenvironmentalgroupsAudubonPennsylvania,
theAlliancefortheChesapeakeBayandCitizensforPennsylvaniasFuture.
Myhobbies,includingbirding,fishing,canoeingandhiking,alsomakemeacustomer
forouragencyaswellasanemployee.OnmanyweekendsIcanbefoundonatrailorthewater
inalocal,orstateparkorforest.
Andnow,Ifindmyselfinanewwayresponsibleforprotectingandenhancingthevery
resourcesandoutdooropportunitiesIhaveenjoyedmyentirelife.
ManyofyouaskedwhatIwouldliketofocusonifconfirmedassecretaryofDCNR.
Duringmytimeatthedepartment,IintendtoworkwithGovernorWolftoprovideparks
thatinspireforeststhatsupportjobsandwildlifeandtechnicalknowhowthatwillcreatea
greenerPennsylvania.
IalsowanttoimproveuponthethreepillarsofouragencysmissionStewardship,
PartnershipandService.
IwillexpectDCNRstafftocontinuetolookbeyondtheordinary.Wewilllookfornew
andimaginativesolutionstomoveourworkforward.IhavenodoubtDCNRemployeeswill
deliverwhatweaskofthem.
Ofcourse,Iwilllooktoforgestrongrelationshipswithyouandyourcolleaguesinthe
GeneralAssembly.Webothservethesameconstituents,soafreeandconstantdialogueis
necessarytosatisfytheirneeds.IpledgetoyouDCNRwillcontinuetobeaccessibleand
responsive.
Idliketoleaveyouwithanunderlyingthought.MostpeopledontthinkofDCNRasan
economicdevelopmentagency.
However,studiesshowthatthevisitorstostateparkshelplocalcommunitiesprosper,
generatingabilliondollarseachyearineconomicactivityandsupporting13,000jobs.Our
certifiedwellmanagedforestsystemsupportsthestatesmultibilliondollartimberandenergy
industriesaswellasprovidingcleanwaterandair,hikingandotheroutdooractivities,scenic
beautyandhabitat.
Someofthecountrysbiggestcities,likePittsburghandPhiladelphia,andPennsylvanias
smalltownslikeConfluenceinsouthwesternPennsylvania,RidgwayinthePennsylvaniaWilds
andJimThorpeinthePoconos,haverecognizedthevalueoftheirrivers,trailsandparksas
amenitiesthatspurbusinessdevelopmentanddrawpeopletodowntowns.
AsPennsylvaniaslargestlandmanager,recreationproviderandcommunityrecreation
partner,DCNRiswellpositionedtoleadoutdoorrecreationinitiativesthatwillinvigorate
citizensandcommunities,encouragehealthylifestyles,createjobsthatpayandpromote
environmentalstewardship.
Strengtheningandinstitutionalizingtheseandothereffortsthisyearandnext,and
workingtoconnectdeeplytocommunitiesandpartnerswillbeourfocus.
Myvisionforthisdepartmentistomakeitthebestconservationagencyinthecountry,

commerciallandownersfacedwiththechallengeofusingthesesitesforvaluableeconomic
purposes,eliminatingthesehazardsandpromotingtheproductivereuseofthesepropertiesfound
existingstatelawsandregulationsdidnotsetconsistent,uniformenvironmentalcleanup
standards,anddidnotofferaclearprocessforreviewingandapprovingcleanupplans
WHEREAS,Banks,otherfinancialinstitutionsandeconomicdevelopmentagencieswere
reluctantandoftendidnotevenconsiderprovidingfundingforthevoluntaryenvironmental
cleanupandreuseofindustrialandmanufacturingsitesbecauseofthelackofclearstandardsand
environmentalliabilityconcerns
WHEREAS,Thelackofavoluntarycleanupandreuseprogramresultedinaneroding
taxbaseandalossofjobsandeconomicopportunityincitiesandcommunitiesalloverthe
Commonwealth
WHEREAS,Farmlandandopenspacewaslostasdevelopmentpushedintogreenfield
areas,ratherthanhavinggrowingbusinessesreuseexistingcommercialpropertiesinalready
developedareaswiththeinfrastructureneededtosupportcommercialreuse
WHEREAS,TheSenateEnvironmentalResourcesandEnergyCommitteesawaction
wasneededtoattractprivateinvestmenttovoluntarilycleanuptheseenvironmentalhazardsand
initiatedaconsensusbuildingprocessonMay22,1992,withtheintroductionofSenateBill
1734,Sessionof1992,witheightsponsors
WHEREAS,InthenextsessiononApril22,1993,animproveddraft,SenateBill972,
wasintroducedwith46sponsors,andtheconsensusbuildingcontinuedutilizingboththeSenate
EnvironmentalResourcesandEnergyandCommunityandEconomicDevelopmentcommittees
duringatumultuousperiodoftimewhenthemajorityoftheSenatemovedfromonepartytothe
otherandthecommitteeresponsibilitiesmovedfromonesetofchairmantoanother

bipartisanwayholdingeightpublichearings,hearingfrom84witnesses,andsolicitedinputby

maynotbesoidyllicafterall.Anewreportfromthe
ChesapeakeBayCommission
findsthat
allowinglivestockinstreamsharmsboththeanimalandthewater.
Unfortunately,Pennsylvanias
CleanStreamsLaw
includesaprovisionprovidinga
streamfencingrequirement.Section702says,NoadministrativeagencyoftheCommonwealth
oranypoliticalsubdivisionthereofshallrequireanypersontoerectafencealongastreamina
pastureorotherfieldusedforgrazingoffarmlivestockforthepurposeofkeepingfarmlivestock
outofthestream.
In
HealthyLivestock,HealthyStreams:PolicyActionstoPromoteLivestockStream
Exclusion
,thetristatelegislativeCommissionexaminesstreamfencingeffortsacrossits
memberstatesofMaryland,PennsylvaniaandVirginia.
Thesethreestatescontainmorethan3.5millionhoofedfarmanimals,includingcows,
horses,andsheep.
Livestockwithunimpededaccesstostreamstrampleboththebanksandbottoms,
releasingsedimentandassociatednutrientstoflowdownstream.Livestockfecesandurineare
alsoadirectsourceofnutrientsandbacteriacontamination.
Fencinglivestockoutofstreamsisoneofthosetrulywinwinpractices,said
CommissionChairmanandVirginiaDelegateScottLingamfelter.Itsgoodforthe
environment,itsgoodforthefarmanditworks.Weencouragefarmerstoadoptthisessential
practicesowecanmakerealheadwayincleaninguptheBayanditstributaries.
InVirginia,280streamshavebacterialevelshighenoughtobeahumanhealthconcern,
dueprimarilytolivestockinstreams.
Thehealthriskstolivestockthatloiterinstreamsarewellknowntobothfarmersand
veterinarians.Infectiousanimaldiseasesareeasilytransmittedinasharedstream,butfarmers
oftenlacktheresourcesortechnicalassistancetoprovidealternativesourcesofwaterandmany
arereluctanttochangeapracticethathasalwaysbeenthatway.
Withstatesfacingrequirementstoreducemillionsofpoundsofnitrogen,phosphorusand
sedimentfromtheChesapeakeBaytomeetaregulatoryTotalMaximumDailyLoad(TMDL)
pollutionlimitsplan,eventhemosttraditionalofagriculturalpracticesisgettingasecondlook.
OurBayrestorationeffortsshouldfocusonthosepracticesthatdontjustimprovewater
quality,butalsomakesenseforthefarm.Livestockstreamexclusionisoneofthosepractices,
saysRussellRedding,ActingSecretaryatthePennsylvaniaDepartmentofAgriculture.
Virginia,PennsylvaniaandMarylandallrelyheavilyonaFederalprogramknownasthe
ConservationReserveEnhancementProgram(CREP)tohelpfinancestreamexclusionefforts.
Butfundingremainsinadequate,andstringentrequirementsofFederalprogramsdiscourage
manyfarmersfromparticipating.
OtherchallengestowidespreadimplementationofstreamfencingincludethePlainSect
communitiesreluctancetoacceptgovernmentfunding,tradition,confusingoptionsandnot
enoughflexibility.
Virginiasawstreamexclusionskyrocketwhenitofferedtocover100percentofthecost
throughafarmerfriendlystateprogram.Undertheprogram,farmersneedtocommittoten
yearsofmaintenanceandimplementationofagrazingplan,buttheysayitisworthit.
Idonthavemanyvetbills.Ihaveverylittlescours(diarrhea)inthecalves,says
CharlieDrumheller,acattlemaninVirginiasShenandoahValleywhofencedhis40cowcalf
pairsoutofthestreamafewyearsago.Resistancetodroughtwasalsoafactor.Withoffstream
wateringIknowtheyvegotwater,andthattheyvegotcleanwater.
Overall,ourcowsarecleaner,andittakeslessworktopreparethemformilking,says
dairyfarmerMattEspenshadewhomilks80cowsinLancasterCounty,Pennsylvania.My
veterinarianhascommentedonhowmuchbetterthefarmjustlooks.
Inthereport,theCommissionannouncedfivepolicyactionsitwilltaketohelpproducers
reachalongtermgoalofgettingalllivestockoutoftheChesapeakeBaystributarystreams:
1)Betteraddressfarmersconcernsandwintheirtrust.
2)Amorethoroughunderstandingofthegapsthatcurrentlyexistinourregulatoryand
voluntaryprograms.
3)Betterverificationofinstalledpracticesandconcurrentbetteraccountingaswetrackstateby
stateprogressinachievingtheBayTMDLpollutionreductiongoals.
4)ProvidingBMPoptionsthatreduceunnecessaryrequirementsandoverengineeringconcerns.
5)Increasingengagementofstakeholderstopromotelivestockstreamexclusionandprotect
riparianbuffers.

legislators,weneedtomakesurethepublicpoliciesandprogramsareinplacetohelpthemin

pollutionreductionpracticesinplaceby2017and100percentby2025,asitcommittedtodoin
the
ChesapeakeCleanWaterBlueprint
.
TheBlueprintincludessciencebasedlimitsonthepollutionfoulingtheChesapeakeBay
anditsriversandstreamsasestablishedbytheU.S.EnvironmentalProtectionAgency.Alsofor
theBlueprint,statesdevelopedindividualplanstoachievethoselimitsandcommittedto
twoyearmilestonesthatoutlinetheactionstheywilltaketoachievesuccess.

.(Casella)formultipleviolationsoftheSolid
WasteManagementActattheMcKeanCountyLandfillinKanefromMaytoAugust2014.
Inlieuofa$15,750portionofthemonetarycivilpenaltypaymenttotheDepartment,
CasellaandDEPagreedtoaCommunityEnvironmentalProjectinwhich315tonsoflandfill
disposalcapacitywillbeprovidedbyCasellaforthedisposalofsolidwastegeneratedbythe
demolitionandremovalofbuildingstructureslocatedonblightedpropertiesthroughoutMcKean
County.
CasellaWasteManagementincurredthepenaltyforfailingtomaintainthelandarea
intendedtopreventleachatefromleavingthelineddisposalarea.Thefailureresultedinthe
releaseofleachate.
Otherviolationsincludedanexcessivevolumeofexposedwasteonthelandfill,
inadequateintermediatecoverplacedoverwaste,andleakingcontainersofresidualwastestored
outsideofthelineddisposalarea.
InMay2014,DEPinspectedtheMcKeanCountyLandfillthreetimes.Duringthe
inspections,DEPobservedthewasteslopeastoosteep,exceedingthe50percentgradelimit.
Theslopewaspoorlymaintained,withlittlespaceintheperimeterbermtocollectstormwater.
Asaresult,heavyrainscausedsolidwaste,coversoil,andleachatetoflowoverthelined
perimeterberm.TwoNoticesofViolationwereissuedfortheviolationsidentifiedduringDEPs
inspections.
OnAugust1,DEPagaininspectedthelandfillandobservedeightleakingcontainers
filledwithresidualwastethatwerestoredoutsideofthelineddisposalarea.Inspectorsalso
foundahighvolumeofexposedwastewithinadequatecoverthroughoutthesite.Itwasalso
determinedthatoneslopestillexceededthegradelimitand,asaresult,severalerosiongullies
hadformedonsomeslopes.
AnadditionalNOVwasissuedonAugust5fortheseviolations.
Casellahaspaidthe$5,000penaltybalancetoDEP.
BlightedpropertiesareagrowingprobleminMcKeanCounty.In2013,thecounty
commissionerscreatedaBlightPropertyTaskForcetoaddresstheproblem.DEPbelievesthat
providingthetaskforcewith315tonsoflandfilldisposalwillplayabigroleinaddressingthis
issue.Byprovidingfreedisposal,thecountywillbeabletoaddressmoreblightedpropertiesin
aneconomicway.
Accordingtotheagreement,onlywastegeneratedfromthedemolitionofstructureson
blightedpropertiesinMcKeanCountyandapprovedinwritingbyboththetaskforceandthe
McKeanCountyCommissionerswillbeeligibleforfreedisposalunderthesettlement.

throughthestatesAlternativeandCleanEnergyprogram.
TheCFAinvestmentsareprojectedtoresultinnearly$93millioninadditionaleconomic
investments.
Theprojectsfundedinclude
AlleghenyCounty:DuquesneUniversityoftheHolySpirit
willreceivea$2milliongrant
fortheinstallationofacombinedheatandpowersystemfortheUniversitysEnergyCenter,
whichgenerateselectricityanduseswasteheatforheatingbuildingsoncampus.Theexisting
gasfiredboilerswillbereplacedwithloweremission,higherefficiencyboilers,increasing
capacity.
Theprojectisanticipatedtosave18,256millioncubicfeetofnaturalgasannuallyand
provide$82,154inannualcostsavings.Thetotalprojectcostisestimatedat$11,320,000.
CentreCounty:StateCollegeAreaSchoolDistrict
willreceivea$1,935,393grantforthe
renovationoftheStateCollegeAreaNorthHighSchoolintoahighperformancebuildingfor
theirDeltaProgramSchool,whichiscurrentlylocatedoffsite.Theschoolisbeingdesignedto
serve300students,grades5through12.Thenew,renovated161,275squarefootfacilitywill
includeahighefficiencyHVACsystem,energyefficientwindows,improvedroofandwall
insulation,LEDlightinganda83kWsolarphotovoltaicsystem.
Theprojectisanticipatedtoreduceenergyconsumptionby4,928MMBtuannually.In
addition,newlowflowwaterfixtureswillsavethedistrictover649,604gallonsofwater
annually,asavingsof41percent.TheprojectwillalsoachieveUSGBCLEEDGold.Thetotal
projectcostisestimatedat$19,353,928.
DauphinCounty:PennsylvaniaStateUniversity
willreceivea$940,000grantforthe
purchaseandinstallationofa6MWcombinedheatandpowerplantatthePennStateMiltonS.
HersheyMedicalCenterlocatedinDerryTownship.
Thecombinedheatandpowerplantwillgenerate38,858,291kWhonsite,offsetting29
percentoftheelectricitypurchasedfromelectricproviders.Inaddition,theCHPplantwilloffset
228,485MMBTuofthermaloutputfromtheexistingsteamboiler,a44percentsavings.The
totalprojectcostisestimatedat$18,991,278.
LancasterCounty:TheBoroughofColumbia
willreceivea$1,449,952loananda
$300,000grantfortheinstallationofananaerobicdigesterforuseatitswastewatertreatment
plant.Usinghauledseptageandfoodwastes,thesystemprovidesabeneficialreuseandwill
generatebiogas.Thebiogasgeneratedwillbeusedtofireacombinedheatandpowerunit,
whichisusedtooperatethefacilityandgenerateelectricitytopowertheequipmentwithinthe
treatmentplant.
Thenewsystemwillreducethefacilityscurrentelectricalusageby3,983kWh.The
totalprojectcostisestimatedat$3,499,942.
LycomingCounty:MontoursvilleAreaSchoolDistrict
willreceivea$2milliongrantfor
therenovationoftheMontoursvilleAreaHighSchoolintoahighperformancebuilding.The
renovated205,000squarefoothighschoolwillincludeahighefficiencyHVACsystem,energy
efficientwindows,improvedroofandwallinsulation,LEDlightinganda83kWsolar
photovoltaicsystem.
Theprojectisanticipatedtoreduceenergyconsumptionby14,408MMBtuannually.In
addition,newlowflowwaterfixtureswillsavethedistrictover425,000gallonsofwater
annually,asavingsof40percent.TheprojectwillalsoachieveUSGBCLEEDGold.Thetotal
projectcostisestimatedat$36,463,952.
PhiladelphiaCounty:CleanEnergy
willreceivea$519,280grantfortheconstructionofa
publicaccessCNGfuelingstationlocatedoffHighway1inPhiladelphia.TheCNGfueling
stationwillhaveacapacitytodispense3,331,463GCEofnaturalgasperyeartobothlightand
heavydutyvehiclesfromdistributioncentersandtheport.Thetotalprojectcostisestimatedat
$1,298,201.
WyomingCounty:SouthwesternEnergyNGVServices,LLC
willreceivea$725,503grant
fortheconstructionofaCNGfillingstationtobelocatedinTunkhannockTownship.Thepublic
accessCNGfillingstationwillincludetwofastfilldualhosepumpswithatotaloffour

TheproposedfacilitywillbeadjacenttoUGIEnergyServicesManningnaturalgas
compressionstationlocatedinWyomingCounty,Pennsylvania.
NaturalgaswillbesuppliedbyitsAuburngatheringsystem,whichtransportsMarcellus
Shalegasproducedfromlocalwellstomajorinterstatepipelinesservingmarketsinthe
MidAtlanticregion.
TheLNGplant,whichwillincludebothliquefactionandlocalstorage,isexpectedtobe
infullcommercialoperationbyearly2017andhavethecapabilityofproducing120,000gallons
(or10,000Dekatherms)ofLNGperday.Thetotalcapitalinvestmentwillbeapproximately$60
million.
UGIEnergyServices,throughitswhollyownedsubsidiaryUGILNG,Inc.,currently
ownsandoperatestheTempleLNGfacilitylocatednearReading,Pennsylvania.Thisfacility
includes15milliongallonsofLNGstoragecapacityandaliquefactionplantthathasbeen
recentlyexpandedtoproduceupto120,000gallonsofLNGperday.
TheproposednewfacilityinWyomingCountywilleffectivelydoubleUGIs
liquefactioncapabilityandincreaseitsLNGsupplydiversity.
OurexistingLNGplantatTemplehasbeenahighlyreliableandvaluableassetenabling
ustoprovidecriticalnaturalgassupplyduringperiodsofextremenaturalgasdemand,aswellas
providefirmLNGsupplytolargetruckfleets,suchasUPS,saidJohnWalsh,Presidentand
CEOofUGI.ThenewplantwillallowustoexpandtheavailabilityofLNGtoservegrowing
naturalgasutilitypeakshavingdemandsandemergingLNGmarkets.
BradHall,PresidentofUGIEnergyServices,commented,Themarketforliquefied
naturalgascontinuestogrowthankstoitsaffordablecostandenvironmentalbenefitswhen
comparedtootherpetroleumproducts.Asaresult,truckfleets,oilandgasdrillingrigsand
remoteindustrialusersnottiedtothenaturalgasgridcontinuetoswitchtoLNG.Inthecoming
years,wealsoexpecttheuseofLNGtoincreaseinmarine,rail,andminingapplications.
Mr.Halladded,WehavemanagedourinvestmentriskbyexpandingLNGcapacityin
stagesinordertokeeppacewiththegrowingLNGmarket.Eachstageisbackedbyasignificant

annualelectricdistributionrates.
