Dear Under Secretary Clark:

/ am writing to request participation in the Delegation of Authority Program


pursuant to 287(g) ofthe Immigration and Naturalization Act. Civen our past and present
relationship with ICE, this partnership will enable us to better serve and meet the needs
of the residents of the Hudson County, NJ.

I would like to propose the following:

Establishment ofan Identification Review Officer at the Hudson County Department


of Corrections.

Train fifteen (J 5) Corrections Officers assigned to Receiving/ Intake processing,


with a minimum of 2 years experience, who have passed a security background
acceptable to ICE

Training facilities are available where instructors can utilize computer training aids,
videos and any other materials they may need in instructions.

This program wHi allow us to enter into a Memorandum of Understanding


that will enable us to participate with ICE in identifying criminal illegal aliens who
pose a risk to the citizens of Hudson County.

I look forward to your speedy endorsement of this request and moving


forward with this program for the benefit of all.

Thank you for your interest in the 287(g) delegation of immigration authority program. The
287(g) Program Management Office and the Office of the Assistant Secretary for U. S.
Immigration and Custom s Enforcement (ICE) are in receipt of your request for training for the
Hudson County Department of Corrections.

On May 4, 2007, the Program Manager for 287(g) Delegation of Authority at ICE
Headquarters forwarded your request to the Special Agent in Charge (SAC) Newark, NJ, and
the Field Officer Director (FOD) of Detention and Removal, Newark. Local representatives
from these two di visions will be in contact with you soon to conduct a preliminary assessment
and determine whether the 287(g) program is the appropriate application to address your local
law enforcement challenges.
