English Language Arts
Rubrics for Assessment in Grades 4, 8, and Regents
This document presents writing rubrics for grades 4, 8, and Regents from the New York State English
Language Arts Assessments in English and the eight commonly spoken languages in the State.
The purpose of providing these rubrics as an accompanying document of the New York State
Learning Standards for Native Language Arts includes:
(1) to support the implementation of the standards in bilingual and native language arts classes;
(2) to furnish appropriate tools that will support bilingual and native language arts teachers of
limited English proficient/English language learners (LEP/ELLs) as they progress in proficiency
in English; and
(3) to support informal assessment of LEP/ELLs through evaluation that mirrors the New York State
assessment system.
These rubrics form the basis on which their performance on all English Language Arts assessments
will be evaluated. By utilizing these rubrics during instruction in the native language, LEP/ELLs be
challenged to improve their writing abilities, so that metacognitive knowledge about the native
language and literacy can be transferred into learning and writing in English as a second language.
In addition, through use of these rubrics to evaluate the students growth in the native language,
LEP/ELLs will simultaneously become familiar with the kinds of writing tasks that are required on the
ELA assesments, as well as the criteria on which their writing will ultimately be evaluated in English.
