Road Monitoring Infrastructure study

MAIN ACHIEVEMENTS
Description of the situation before the project implementation:

There are several elements of infrastructure for road monitoring on A2 motorway in Romania but there is
still a demand for integration of these infrastructures. A study and pilot project for A1 motorway BucharestPitesti/Bucharest ring is needed.
In Romania there is no centralized information regarding the traffic and roads infrastructure status.
Different information exists at different Infrastructure Administrators or Authorities, but there is no system
gathering all the relevant information from one area and presenting it to the public.

Description of the solution implemented:

OBJECTIVES
A. National and International study on Road Monitoring Infrastructure.
B. The elaboration of the Technical Specification/tender documentation for the study and for the pilot
project

A. National and International Status on Road Monitoring Infrastructure

1) Operational applications at the National Level
The System used on Motorway A2
The Subsystem used for charging and tracing freight transport in the border points ACI
The Subsystem used for charging and tracing freight transport on the national road network EMCATR
The Subsystem used for preselecting freight transport to be investigated
The Subsystem to manage Bridges
Pavement Management System
The Technical Road Data Base

2) Definition of regional corridor, project area limitation, corridor description, administrators, operators,
technological level;
3) Identification and definition of monitoring elements (pavement, parking areas, equipments and systems,
bridges, signs, vehicles)
4) Identification and definition of ITS solutions for monitoring (sensors, cameras, operators, drivers,
travelers)
5) Planning of ITS deployment on road monitoring (phases, sources of information, actors, users, political
aspects, connection with other modes of transport and corridors)
6) Interfaces with other ITS systems a minimal ITS architecture for Road Monitoring
7) System components that creates the ITS infrastructure for road monitoring Data Quality
