y During EMC Planning Group’s August 8 and August 23, 2006 site
reconnaissance visits, various oil containers, used car batteries, rusted airplane
parts, scrap metal, and scrap lumbar were found stored inside and adjacent to the
portable hangars. Although these may have originally been stored in appropriate
cabinet and storage facilities, since the airfield closed in 2002 they have likely
been abandoned. These items should be properly stored or disposed of if
buildings are to be removed or demolished.
y The unnamed tributary to the Carmel River culverted north to south through the
property along Lilac Lane and gradually curving west left of Poppy Road was
previously an open drainage. A culvert was installed in the late 1960’s. Fill
material used to level the property was obtained from an unknown source.
Possible contamination of the fill material is unknown and further investigation is
recommended.

investigation is not necessary.
California. Any exceptions to, or deletions from, this practice are described in Section
1.4 of this report. This assessment has revealed no evidence of recognized conditions in
connection with the property.
1.1 Purpose
The purpose of this Phase I ESA is to identify Recognized Environmental Conditions
(RECs) in accordance with the American Society for Testing and Materials (ASTM)
Standards on Environmental Site Assessments for Commercial Real Estate (E 1527-00).
Recognized environmental conditions are defined as “the presence or likely presence of
any hazardous substance or petroleum products on a property under conditions that
indicate an existing release, a past release, or a material threat of a release of any
hazardous substances or petroleum products into structures on the property or into the
ground, ground water, or surface water of the property.” (E 1527-1.1.1)
A search of available regulatory agency databases for the site and for properties located
within a specified radius of the site was conducted to evaluate environmental impacts.
This records search will locate known hazardous waste sites, landfills, leaking
underground storage tanks, permitted facilities that utilize underground storage tanks,
and facilities that use, store, distribute, or dispose of hazardous materials. In addition to
agency records, historical documents, including aerial photographs, Sanborn Insurance
Maps, Building Department Records, and Reverse City Directories will be reviewed.
Site Visit
A site visit will be performed to identify potentially contaminated areas, improperly
stored hazardous materials, and possible sources of polychlorinated biphenyls (PCBs). A
visual review of the surrounding land uses and properties will also be completed to
determine if any potential impacts to the site may have occurred.
Report
A Phase I ESA report will be prepared to document findings and to provide opinions
and recommendations regarding possible impacts to the site. The document will include
color photographs taken during the site visit, historical maps, the United States
Geological Service topographic map, and a site map. The report will be prepared
following the guidance issued in ASTM E 1527.
conditions or potential geologic hazards. In addition, it should be noted that the scope of
a Phase I ESA typically does not include analysis of the following: asbestos-containing
materials, methane gas, radon, lead-based paint, lead in drinking water, wetlands,
regulatory compliance, cultural and historic resources, industrial hygiene, health and
safety, ecological resources, endangered species, indoor air quality, and high-voltage
power lines. (E 1527-12.1.4)
The airfield has been significantly disturbed by human activity. An informal trail circling
the airstrip is currently used, with the permission of the property owner, for recreational
pedestrian traffic that includes pets. The remainder of the east side of the property
contains weedy vegetation mowed frequently for fire suppression purposes.
Poppy Road. The drainage provides habitat for a modest stand of trees at the corner of
Ford Road and Lilac Lane. The project site slopes gently from the northeast to the
southwest with increasing degree immediately east of the former airstrip. The paved
airstrip is currently in a severely deteriorated condition whereas the asphalt has broken
off of the edges and holes are worn in the asphalt.
The project site is vacant with the exception of three portable aircraft hangars. A dirt
road runs east to west along the perimeter of the property between Lupin Lane and the
old airstrip. Currently, a large drainpipe is located on Lupin Lane where it curves to
intersect with Ford Road. At time of inspection, this pipe had flooded a portion of the
roadway along the airstrip below Lupin Lane with storm water. Some portions of the
airstrip paving, primarily along Poppy Road, remain, but it is mostly overgrown with
ruderal vegetation. Three large hangers are present on the property between El Caminito
Road and Lilac Lane, in addition to a small shed, a camper, and some discarded solid
waste. There are no permanent structures located on the property and the three existing
hangars do not have windows, foundations, plumbing or electricity. The field has been
significantly disturbed by human activity. An informal trail adjacent to Lilac Lane is
currently used, with the permission of the property owner, for recreational pedestrian
traffic that includes pets. The remainder of the east side of the property contains
unmanicured vegetation one to three feet tall. An intermittent unnamed blue line
drainage is culverted north to south through the property to the Carmel River along
Lilac Lane and gradually curving west left of Poppy Road. The creek provides habitat
for a modest stand of native oaks at the corner of Ford Road and Lilac Lane. The project
site slopes gently from the northeast to the southwest with increasing degree
immediately east of the former airstrip. The decomposed granite airstrip is currently in a
severely deteriorated condition whereas the asphalt has broken off of the edges and holes
are worn in the asphalt.
Sewage and potable water are currently unavailable at the site. There are two wells
located on the property. Electricity and natural gas are available through PG&E;
however these services are not currently connected.
The reconnaissance involved a walking tour of the site and visual observations of
adjoining properties. The following sections describe EMC Planning Group Inc.’s
observations made during the site reconnaissance. At the time of the site reconnaissance,
the weather was clear, with a temperature of approximately 75 degrees Fahrenheit.
The following paragraphs list the additional chemicals found onsite, arranged by
portable building.
Portable Hanger 1 (westernmost): This hangar is set on crushed rock and contains a car,
fabric material, foam, eight quarts of automotive oil, a full waste oil recycling container,
fluorescent bulbs, and a small fire extinguisher.
Portable Hangar 2 (center): This hangar is partially set on a concrete pad and contained few
items, most of which await disposal. Minimal surface staining was found on the
concrete slab, presumably residual from parking a small aircraft within the hangar. An
old refrigerator, spare rusted aircraft parts and tools, and 6 rolls of house insulation were
found within the hangar.
Portable Hangar 3 (easternmost): This hangar is set on crushed rock and is primarily empty.
A lawn mower, two sacks of cement, two car batteries, a portable generator, fire
extinguisher, and an empty crate were found within the hangar. Some surface staining
was apparent on boards left on top of the hangar floor.
A small shed is located east of Hangar 3. Within this shed, a discarded oil pump, sink,
and toilet were found. Plumbing connections for the sink and toilet were not visible. It is
unknown if these were ever connected to water/wastewater service or were operated as
a pit toilet.
Between the shed and Hangar 3, four piles of scrap lumber and scrap metal are neatly
piled. Two open fifty-five gallon drums are present within the hangar area—both of
which appear to contain scrap metal or trash and were used as trash receptacles.
Evidence of Releases
Evidence of chemical releases on the site, i.e., odors, stressed vegetation, leaks, pools of
liquids, and spills were not observed during the site reconnaissance. Minor surface
staining was identified in the three portable hangars.
Wastewater Systems
There are no wastewater systems on the subject property.
Wells
Two wells were installed in the summer of 1996. These wells have not been used,
however water quality results indicate that water pulled from the wells could be used for
potable water given minor treatment for total dissolved solids.
Fill Material
The unnamed tributary to the Carmel River culverted north to south through the
property along Lilac Lane and gradually curving west left of Poppy Road was previously
an open drainage. The culvert was installed in the late 1960’s. Fill material used to level
the property was obtained from an unknown source. Possible contamination of the fill
material is unknown.
Site Geology
The subject property is found within the Cenozoic era, tertiary system, Miocene series
rock stratigraphic unit. The geologic age is identified as stratified sequence.
According to the documents reviewed, the site is underlain by five seperate soil types:
Lockwood channery loam, Xerothorents, variable, Chualar loam, Arroyo Seco gravelly
loam, Santa Lucia channery loam
Santa Lucia channery clay loam is listed in hydrologic group C, which is characterized
by slow infiltration rates. Soils have layers impeding downward movement of water, or
soils have moderately fine or fine textures. Soil drainage is well drained, with an
intermediate water holding capacity. Depth to water table is more than 6 feet.
Surface Waters
The subject property is within ½-mile of the Carmel River. The watershed surrounding
the subject property supports multiple unnamed tributaries to the river. The tributary
crossing the subject property has been heavily modified.
Groundwater
The project site is along the coast of the Monterey Bay and is relatively level. Elevation
is approximately 29 feet above sea level. Topography within a one-mile radius varies
between 0 and 148 feet above sea level. Groundwater flow generally west.
Two wells are located on the subject property. Preliminary water quality testing
indicates that high nitrates and total dissolved solids are present within the groundwater
at the site.
Three wells are listed within ½-mile of the project site under the FRDS PWS and CA
WELLS databases:
y Well 1 is located between ¼ and ½ mile west southwest from the subject property
at a lower elevation. The well name is listed as Parrott Ranch Road Water 1, and
has three violations recorded for high levels of lead and copper.
y Well A2 is located between ¼ and ½ mile south southwest from the subject
property at a lower elevation. The well name is listed as Robles Well 03.
y Well A3 is located between ¼ and ½ mile south southwest from the subject
property at a lower elevation. The well name is listed as Robles Well 02. This
well is listed as having been destroyed.
Based on our review of historical sources, the site was vacant prior to 1939. The subject
property was first used as an airstrip in 1941. The following sections summarize
information obtained from the historical sources utilized for this assessment.

Aerial Photographs Reviewed
1939: The subject property is agricultural land. Carmel Valley Road has been
constructed, however Carmel Valley Village is limited to what presumably are single
family residences. The drainage through the project site is present, and is narrowed by
encroachment of agricultural fields.
1956: The subject property contains an unimproved airstrip. Residences are present to
the north, south, east, and west of the project site. The drainage through the project site
is present, but is disturbed by encroaching and crossing roads.
1961: The subject property includes a recently graded airstrip. Residences are present to
the north, south, east, and west of the project site. The drainage through the project site
is present, but is disturbed by encroaching and crossing roads.
1971: The subject property includes a paved airstrip. Residences are present to the north,
south, east, and west of the project site. The drainage through the project site no longer
shows a surface connection across the site.
1981: The subject property includes a paved airstrip. Residences are present to the north,
south, east, and west of the project site. The drainage through the project site does not
show a surface connection across the site.
1989: The subject property includes a paved airstrip. Residences are present to the north,
south, east, and west of the project site. The drainage through the project site does not
show a surface connection across the site.
2002: The subject property includes a paved airstrip. Residences are present to the north,
south, east, and west of the project site. The drainage through the project site does not
show a surface connection across the site.
Permits
A request for air district permits requested from the Monterey Bay Unified Air Pollution
Control District identified eleven permits in the vicinity of the subject property (pers.
com., Cindy Searson, September 19, 2006). Of these eleven, seven have been cancelled.
The remaining four include the following locations: 11 Carmel Valley Village Center for
a perchloroethylene dry cleaning facility by Yong Sun Kim, 53 Carmel Valley Road for
an emergency internal combustion engine set for the County of Monterey Housing
Authority, 26 Via Contenta for a gasoline dispensing facility by the Carmel Valley Fire
Protection District, and 26 Via Contenta for a emergency internal combustion engine
generator set by the Carmel Valley Fire Protection District. Due to the distance and
lower elevation of these facilities from the subject property, the potential for
contamination is considered low.
City Directories
EMC Planning Group contracted with EDR to conduct a city directory search of the
subject site and vicinity. Business directories including city, cross reference and
telephone directories were reviewed, if available, at approximately five year intervals for
the years spanning 1980 through 2005. No address records were returned.

land for road purposes, and two strips of land, each 15 feet in width, over said
land for pipeline purposes.

a school is present. One structure was previously identified in the 1947 USGS map. The
second and third structures are in the northwest corner and are long and linear, likely
classroom buildings. Three residences are present immediately south of the project site
between the alley and Sonoma Avenue. A church is shown west of the project site.
Residences are shown surrounding the property.
1947-1968: Three structures are identified on this map. All were previously identified in
the 1950 USGS map. Surrounding properties include the church and residences on all
sides of the subject property.
Interviews
Parties contacted include Alan Delfino, property owner, and Ben Roeder with RINC
Organization.
The following table (Table 3) identifies sites in the vicinity of the subject property with
records listed in the database search and includes a discussion of the regulatory status of
the listed facilities and any potential impact to the subject site. The groundwater gradient
information provided indicates whether the individual facility is upgradient of,
downgradient from, or crossgradient to the subject site in terms of groundwater flow.
Ground water flow direction in the vicinity of the subject site is southwest based on local
topographic information (groundwater flow often follows local topography) and data
collected for neighboring properties.

5.2 Conclusions
We have performed a Phase I Environmental Assessment in conformance with the
scope and limitations of the American Society for Testing and Materials Practice E
1527-00, of the Carmel Valley Airport located in Carmel Valley, Monterey County,
California. Any exceptions to, or deletions from, this practice are described in Section
1.4 of this report. This assessment has revealed evidence of recognized conditions in
connection with the property.

the Resource Conservation and Recovery Act ( RCRA) of 1976 and the Hazardous and Solid Waste Amendments (HSWA)
of 1984. RCRAInfo replaces the data recording and reporting abilities of the Resource Conservation and
Recovery Information System(RCRIS). The database includes selective information on sites which generate,
transport, store , treat and/or dispose of hazardous waste as defined by the Resource Conservation and
Recovery Act (RCRA). Conditionally exempt small quantity generators (CESQGs) generate less than 100 kg of
hazardous waste, or less than 1 kg of acutely hazardous waste per month. Small quantity generators (SQGs)
generate between 100 kg and 1,000 kg of hazardous waste per month Large quantity generators generate over
1,000 kilograms (kg) of hazardous waste, or over 1 kg of acutely hazardous waste per month. Transporters are
individuals or entities that move hazardous waste from the generator offsite to a facility that can recycle,
treat, store, or dispose of the waste. TSDFs treat, store, or dispose of the waste.

Program Facility Sites with Deed / Land Use Restriction. The DTSC Site Mitigation and Brownfields Reuse Program
(SMBRP) list includes sites cleaned up under the program’s oversight and generally does not include current
or former hazardous waste facilities that required a hazardous waste facility permit. The list represents deed
restrictions that are active. Some sites have multiple deed restrictions. The DTSC Hazardous Waste Management
Program (HWMP) has developed a list of current or former hazardous waste facilities that have a recorded land
use restriction at the local county recorder’s office. The land use restrictions on this list were required by
the DTSC HWMP as a result of the presence of hazardous substances that remain on site after the facility (or
part of the facility) has been closed or cleaned up. The types of land use restriction include deed notice, deed
restriction, or a land use restriction that binds current and future owners.
