NAME
This council is to be named as
Malay : Majlis Perwakilan Pelajar Universiti Teknologi PETRONAS (MPPUTP)

MEMBERSHIP
All the UTP Students that registered full time as UTP Students in UTP automatically will be the members
of MPPUTP
STATEMENT 3
MANAGEMENT COMMITTEE
Management Committee is the team that responsible for the administration of the council and implements
the policies and activities of the MPPUTP.
The Management Committee is selected through the annual election process. Any student who wants to
participate in the election must abide with the election requirements setup by the Election Committee. There
are two divisions of the Management Committee which are:

HICOM are selected from the General Constituency Election and EXCO are selected from the Program
Constituency Department. The EXCO will also represent their courses right after they win the election.

Constitution of MPPUTP
The list of EXCO above is the suggestion and subject to change and depends on the HICOM of the tenure.
A student is not allowed to hold more than one portfolio in the council at one time except with the
permission by the university authorized.
The EXCO will select the Rakan EXCO from UTP students in the recruitment through the interview
session. The total number of Rakan EXCO is below 100 students excluding the Management Committees
and the division in the department is depends on the requirement of the departments.
Once any student has been appointed to be the Management Committees of MPPUTP, he/she needs to
resign from any posts that he/she holds before in any society or event in UTP. Shall he/she want to continue
his/her position or participate in any society or event; he/she should have the permission from the
MPPUTPs President who also acts as the Head of Management Committee.
The guidance of the scope of works and responsibilities of the Management Committees is as listed in the
Standard Operation Procedures of MPPUTP.

STATEMENT 4
SERVING PERIOD
Serving period for the Management Committee and Committees is for one (1) year or one (1) week before
the election process started. The selection of the next management committee must be done through the
election process and for committee through the interview session conducted by Management Committee.
STATEMENT 5
ELECTION PROCESS
Methodology
1. All the management committees must be selected through the election process.
2. For the general constituency, there will be seven (7) seats to be contested. For the program
constituency, there will be two (2) seats available for each course. If there are not enough candidates
to be participated, Rector will appoint any students based on suggestion from UTP management.
3. All the candidates must abide with the rules and regulations released by UTP management, which
are: UTP management has their right to amend any of the rules and regulations based on the
discussion with the latest MPPUTP.
4. The voting session should be committed manually whereby all the students need to cast their votes
at the election centre. This is in line with the current practice in our country.
5. The position of HICOM will be determined based on the UTP Management with discussion and
agreement of top seven (7) candidates that win the election.
6. The position of EXCO will be determined by the HICOM that win the election.

AD-HOC COMMITTEE
The Management Committee of MPPUTP may form the Ad Hoc Committee from time to time for the
specific mean or purpose with the acknowledgement from the Student Support Services Department of
UTP.
The Ad Hoc Committee will be dissolved when the jobs are done.
The organization structure of the Ad Hoc Committee is decided by at least two third of the Management
Committee.
STATEMENT 7
BANNED FROM THE MANAGEMENT COMMITTEE AND AD HOC COMMITTEE
Student/s who is/are waiting for the result of disciplinary trial or found guilty for any disciplinary
problem cannot be elected or continue to be one of the Management Committee or Ad Hoc Committee
unless there is a written statement from Rector or any UTP Management allowing him/her to continue
with his/her current duties.

SELECTION CRITERIA
A student must meet the criteria that released by the Election Committee in order to qualify to be the
Management Committee of MPPUTP. He/she cannot participate in the selection unless with the
permission of Rector or any UTP Management who had been delegated the authority to him/her.

STATEMENT 9
THE GENERAL OBJECTIVES OF MPPUTP
1. To produce the credibility and powerful leader that will inherit the leadership of the students
of the university and the nation in line with vision and mission of UTP.
2. To nurture the good values at the students level which are in line with the PETRONAS shared
values; loyalty, integrity, professionalism and cohesiveness.
3. To manifest, inculcate and strengthen the integration amongst the UTP students and also to the
outside community.
4. To be the platform of students movement in order to involve the UTP students with the
beneficial activities.
5. To be the bridge between the UTP management and students.
6. To represent UTP students in the Students Leaders activities outside the university.
7. To act as the council that is able to bring the changes and positive improvement to the UTP and
fragrant the name of UTP.
8. To cultivate the values of being a good citizen who has a strong loyalty toward the nation and
religion.

STATEMENT 10
FINANCIAL
1. Management Committee can conduct any money collection or asset from any sources in order to
organize events for this council such as the fees and sponsors.
2. Any reasonable expenses can be paid by the UTP Management if the Management Committee can
present reasonable claims which are supported with receipts and vouchers, with the permission
from the Rector or any UTP Management who had been delegated the authority to him/her.
3. The MPPUTPs account need to have four (4) name holders which are President, Vice President I,
Treasurer and one (1) representative from Student Support Services Department and any
transaction needs to have at least two third of the name holders from Management Committee and
a representative of Student Support Services Department.
4. All money transaction reports should be sent to UTP Management upon request.
5. All the events organized by MPPUTP need to use the MPPUTPs account and follow the Standard
Operating Procedures of the treasurer unless the event committee receives the permission from the
Head of Management Committee.

STATEMENT 11
PRESIDENT
1. President is also known as the Chief Executive in the MPPUTP. He is responsible for monitoring
all the MPPUTPs activities.
2. President has a responsibility to chair every meeting involving Management Committee, Annual
Grand Meeting and all other meetings that are related with the agreement of Management
Committee.
3. President has an authority to direct Secretary I to call all the Management Committee for meeting.
4. President is responsible in appointing a representative for MPPUTP on his name to carry out his
duties when he is not available for any event or meeting.
5. President will make the decision on management matters after having a discussion with
Management Committee with the acknowledgement from the Advisor.
6. President will approve the Minutes of Meeting (MOM) for every meeting he conducted.
7. President will also act as the Human Resource Managers together with the Secretary I.
8. President has the authority to call and direct any EXCO or Ad Hoc Committee to initiate their
meetings. President has also the authority to join the meeting and voice out his opinion.
9. President also has the responsibilities to perform the task assigned by the UTP Management.
STATEMENT 12
DEPUTY PRESIDENT
1. Deputy President will aid the President in all matters subjected to the management.
2. Deputy President is also responsible for taking over the presidents duty during the absence of the
President and Vice President l for any reasons.
3. Deputy President will be responsible to take in charge of the class representatives.
4. Deputy President should conduct Class Representatives Meeting (CRM) with all the classs
representatives at least once per month and focus on solving issue regarding students in UTP.
5. Deputy Presidents also has the responsibilities to perform the tasks assigned by the UTP
Management and President.

VICE PRESIDENT I
1. Vice President I will aid the President in all matters subjected to the management.
2. Vice President I is also responsible for taking over the presidents duty during the absence of the
President for any reasons.
3. Vice President I will be responsible to take in charge of the clubs and societies affairs.
4. Vice President I should conduct the Mesyuarat Persidangan Presiden-Presiden Kelab (MPPK)
with all the clubs presidents at least once per month and focus on solving issue regarding clubs
and societies in UTP.
5. Vice President I also has the responsibilities to perform the tasks assigned by the UTP Management
and President.
STATEMENT 14
VICE PRESIDENT II
1. Vice President II will aid the President and Vice President I in all matters subjected to the
management.
2. Vice President II will be responsible to take in charge of the international students affairs.
3. Vice President II will be responsible for taking over the presidents work during the absence of the
President and Vice President I.
4. Vice President II also has the responsibilities to perform the task assigned by the UTP Management
and President.
STATEMENT 15
SECRETARY I
1. Secretary I will act as the Human Resource Manager (HRM) together with the President and
prepare the documentation related to HRM.
2. Secretary I will be responsible to prepare the MPPUTPs Planner and documentation.
3. Secretary I will be the secretary for the Majlis Persidangan Presiden Kelab (MPPK) and
prepare all the documentations related to MPPK. She will also chair the meeting of Secretarial
Board.

4. Secretary I will be the person in charge to manage the Annual Grand Meeting (AGM) of
MPPUTP and prepare the annual report for AGM usage.
5. Secretary I is also responsible for preparing the documentation related to the external affairs.
6. Secretary I will chair the MPPUTPs Secretary Meeting at least twice per semester to
synchronize all the documentation of every department in MPPUTP and events under
MPPUTP. The format of the documentation as listed in Standard Operating Procedures of
Secretary.
7. Secretary I is responsible for monitoring the progress report of the department in MPPUTP and
events under MPPUTP.
STATEMENT 16
SECRETARY II
1. Secretary II will be responsible for preparing all the internal affairs record and minutes of the
Management Committees meeting (MOM) and engagement with internal organizations
including students and managements level.
2. Secretary II is responsible for presenting the previous MOM in MPPUTPs Meeting.
3. Secretary II will also responsible to prepare the foreword of President upon request by the
President.
4. Secretary II will do the work of Secretary I if Secretary I is not available.
5. Secretary II will also accompany Secretary I in MPPUTPs Secretary Meeting.
6. Secretary II will help Secretary I to manage the AGM.
7. Secretary II will be responsible to prepare the Meetings Agenda for every Management
Committee Meeting.

STATEMENT 17
TREASURER
1. Treasurer is responsible for preparing and managing the MPPUTPs account and transaction
appropriately.
2. Treasurer is also responsible for preparing the financial documentation of MPPUTP including the
events under MPPUTP.
3. Treasurer will prepare the MPPUTPs budget for one year of MPPUTPs term.
4. Treasurer will chair the MPPUTPs Treasurer Meeting at least twice per semester to synchronize
all the financial documentation of every department in MPPUTP and events under MPPUTP. The
format of the documentation as listed in Standard Operating Procedures of Treasurer.
5. Treasurer will complete and inform the financial statement to the UTP Management.
6. Treasurer will prepare a copy of the account which is audited by the person competent and
recognized by UTP management to be approved.
7. Treasurer is responsible for taking care of the asset of MPPUTP and focal person for booking the
MPPUTPs room for meeting purpose.
8. Treasurer is also responsible to present the financial part in Annual Grand Meeting.
STATEMENT 18
MEETING
1. Management Committee should have a meeting at least once in two weeks; however the Head of
Management Committee has the authority to call all the Management Committee for a meeting if
necessary.
2. All the Management Committees are compulsory to attend the Management Committee Meeting.
If any member of Management Committee are not able to attend the meeting should get the prior
permission from the Head of Management Committee.
3. All the Management Committee are compulsory to attend the meeting that assigned by the Head of
Management Committee. If any member of Management Committee are not able to attend the
meeting should get the prior permission from the Head of Management Committee.
4. Any members who fail to attend the meeting without concrete reason will be issued the warning
letter signed by the Head of Management Committee.

5. The advisor of MPPUTP will meet those who have been issued the warning letter for more than
three (3) times.
6. Extraordinary General Meeting (EGM) will be conducted upon request by any Management
Committee and approval from the discussion of HICOM with Advisor. The EGM should be
attended by three forth (3/4) of the Management Committee and Advisor.
STATEMENT 19
ADVISORY
1. The Director of Student Services will be appointed as the Advisor of MPPUTP.
2. He will give support, advice and approval to the MPPUTPs management and activities under
MPPUTP.
3. In case any of the management committee is found that he/she cannot perform well nor has
commitment which the warnings from the Head of Management Committee are already given more
than 3 times or it is the result of the entrusted vote in the EGM, the advisor has the authority to
report to the rector for dismissing him/her from the management committee.
STATEMENT 20
DISSMISAL AND REPLACEMENT OF MANAGEMENT COMMITTEES
1. The dismissal of any Management Committees shall be done owing to 2 cases :
a. Entrusted Votes
Entrusted Votes to any Management Committees of the society can only be done in a
Extraordinary General Meeting (EGM) with condition that it has been discussed by the
other Management Committees as one of the meetings agenda. The designation of the
Management Committee later will be determined through the consensus of Management
Committees Meeting with agreement of two third members of the Management
Committee.
b. Consideration of the advisor
Refer to the Statement 18 (III).
2. In case of the dismissal, no addition of Management Committees can be made. However, the
reconstruction can be done by the consensus of the Management Committee meeting with the
approval from Rector.

STATEMENT 21
OBEDIENT TO CONSTITUENCY AND UTP RULES
MPPUTP will refer to the IPTS Act 1996, UTPs Constituencies and rules, conditions as well as guidelines
that have been enforced in UTP.
STATEMENT 22
OTHER MATTERS
1. All amendments regarding the MPPUTPs Constitution may only be made in the Extraordinary
Grand Meeting (EGM). The amendment is approved by the two third votes in the EGM.
2. All MPPUTPs Management Committee and Committee must abide with the MPPUTPs
Constitution and fail to abide will be subjected to the punishment on agreement of two third of
Management Committee.

1. To establish a platform that combines the voice of students at every levels of student

3. To cultivate an intellectual discourse and debate among students in order to propose
solution to the management.
4. To produce a quality graduates, who are critical and idealists in preparing future leaders
of the nation.
5. To ensure the students voices are recognized in the formulation of university policies
and regulations.
6. To enhance the relationship between SRCUTP 2014 and the students as a major front
liner in solving students welfare issues.

PROPOSAL FOR STUDENT PARLIAMENT 2014/1
1. Cluster 1 Finance
Payment can only be done manually and also through email
Only 3 staffs can open the email, it would be better for student to make a payment
manually
Student must settled their registration during add drop period as the invoice can
only be issued after the add drop period
Finance Open Day are already conducted to provide extra counter for student to
pay
Payment through CIMB bank would be better as other payment through another
bank will take times for the transaction.
2. Cluster 2 Residential Village
Online registration will be conducted
The students only can register their room after register their course
It based on 1st come 1st serve basis so it will be fair to everyone
For stating of this system, it will ensure that the housemate is from different races
and nationality to promote unity. It is a policy of University

3. Cluster 3 Academics
The academic structure will be remained as what have been setting as it meet
demand from industry
A class representative must discuss the problem arise regarding the venue,
incompatibility of the lecturer, and others problem with respective management.

Bus driver will be increase in order to increase the service of bus
Bus service for Hari Raya Aidilfitri will be provided for the international students
Roof walkway will not be implement since most of company want physically fit
graduate and we are training the student to be fit physical and mental
The trees will not be cut in any way to protect the environment and landscape
The summon is implement to all students and staff to educate the person especially

More CCTV will be requested to maintenance to avoid stolen

STUDENT PARLIAMENT PROPOSAL: UPHOLDING MODESTY AND MORALITY AMONG
STUDENTS
ISSUE: Morality is often overlooked by the campus society, by both students and management.
This can be substantiated by observing the trends in sexual-related cases among students, and
the rising hedonistic culture in events. (Publicly hugging, kissing, touching, close proximity,
revealing attire, etc)
A good reference is to see the social culture of other private institutions especially those in the
central region, whereby a lot of the students have low morality (exercise free-sex culture and
inappropriate interactions between male and female students same example as mentioned
above) regardless of religion and race. Preventive actions must be taken to cater this unhealthy
issue. We have to seriously raise the students morality and and uphold the dignity of female
students in general.

1) A proper regulation / guideline for event must be set up by management, MPP and
president club compromising of proper code of conduct & disciplinary action.
2) Tighter control on promiscuous activities by security department frequent patrols at
hotspots

the Discipline Guideline, but not seriously enforced) students must wear proper attire
not only when attending classes / offices but also anywhere public such as cafes (e.g : hot
pants should not be worn in public)

money refers to the money that WE STUDENTS PAY (activity fees). Possible causes :
students who organize these events are not aware of the clashes when they propose the
event
a. They get approval from different entities whose planner are not synchronized. For
example, 2 events falling on the same date: 1 may have received approval from
SSSD, the other one from Co-Q Unit.
b. They are not aware of the planner of other clubs and societies
3. Overlapping of objectives Many clubs or student bodies organize events which have
similar objectives. This splits the time, energy, manpower, money and also crowd for both
events which is seemed to be a waste since both events are trying to achieve the same
objective and focusing on the same target group this also contributes to the clashing of
events problem.
4. Racially dominated clubs and events There are a number of clubs and societies who
apparently and perhaps unconsciously exercise racism, whereby almost the entire board
members is of the same race. This becomes a problem as students start to label clubs
based on what race dominates that club, which demotivates some students to join for not
being that race having the fear of not being able to fit it or being isolated later on. This
is also an unhealthy culture and promotes racism and disunity.

Solution for Problem 1: Cronyism in Committee Recruitment
Set a regulation that all clubs and events must conduct recruitment drive for committee
recruitment recruitment by direct approach is not allowed. Online recruitment drive is
permissible, followed by shortlisted interview

Develop a student planner app (for Android, iOS and other OS) for which displays all
the events happening throughout the year / semester in calendar/planner format you
can click on the date and it shows all the events and activities (either organized by students
or UTP) happening on that day - serves as a guideline for students (event organizers) in
choosing their event date. Enable students to be informed of upcoming events which helps
promotion. Convenient for students to plan out their schedules as they are aware of what
activities will be going on and can synchronize it with their own personal planner. As a
result, we will be able to see what events are going on from Week 1 to Week 14 for the
whole semester and can plan our time (including holidays) accordingly. The app should
be under the authority and supervision of ITMS, where all approved-events are informed
to them (by management, not by students) to be included in the student planner.
Estimated cost : approx. RM10,000 (source : app developer) a worthy investment
All clubs, student bodies and societies are required to submit their semester planner (all
events and activities organized next semester) to SRC (or any body agreed upon) 2
months before the semester starts (during the previous semester) to be synchronized and
DISPLAYED virtually by social media and on a planner board (takwim) as done in other
institutions. This practice has been carried out by RCD department of SRC for years,
however enforcement from the management side should be enhanced to ensure that
all clubs submit their planner on time action should be taken on clubs who fail to comply,
for example no budget allocation, or possibility of abolishment. Prior to having this done,
all presidents are called for a grand meeting (in the beginning of each semester) to discuss
and present all the events they propose, and can sync the dates there and then meaning
that the planner that is submitted to SRC is already clash-free, and even if there are
clashes, SRC will be responsible to advise them on changing the dates (possible as the
event is proposed to be next semester sufficient time for changes). This can also solve
the problem of overlapping of objectives (explained below).
During the grand meetings done at the beginning of each semester as mentioned above,
when the club leaders present and discuss the events that they propose to organize we
will strongly encourage clubs who plan to have similar-objective events to
COLLABORATE and form a partnership/collaboration to organize the event. This can

unify their manpower, and budget allocation and both entities will be given credit for the
event. This can also inculcate integration between students on an organizational-level.
Why split out our manpower, time, energy and money, when were trying to achieve the
same objectives and targeting on the same target group. Hence, these events will receive
better coverage and better participants due to the joint-venture between these two or more
clubs or societies. Club advisors should be more open and flexible to these sort of
collaborations
Set a quota based on race and local-international basis to ensure that all clubs and events
have ratio-balanced composition of students this will enable integration between
students through event management (a very good way to inculcate integration) and also
ensure that the discussions and decisions made are viewed from various angles and
consider various factors which may be overlooked when the board members are all of the
same background (better decisions making). The quota should be set on percentage
basis and reflect the actual composition of students in UTP the figures can be
obtained from Registry Department. For example if there are 20% of Indians in UTP, then
a quota of 20% must be allocated for indian students in clubs and events.

structure C to D.

4. Centralize the academic system between registrar and also finance.
SUGGESTION OF SOLUTION
1. According to the current final examination draft, there are still some students have 3 exams
in 2 days. This issue gives mental pain for students thus affect their academic
performance, student needs some time to rest their mind as engineering subjects requires
a lot of thinking and it is definitely a torture for students who have 3 papers in 2 days. We
would like to suggest ACS to review back the timetable and we do not mind to extend the
duration of exam period but students definitely cant tolerate 3 exams in 2 days.
2. Changes in the academic structure C to D has not been verified to the students. Structure
D students are clueless as they dont know who to refer if they were to encounter any
problem. For example Electrical and Electronic students find the new structure is limiting
them from learning more comparing to previous structure students. Proposed solution for
this issue would be, lecturer need to make the students clear on what they will be studying
the whole semester. At the same time the lecturers have to upload lecture notes
beforehand (Benchmark from Curtin University).
3. Even during academic free time (Wednesday 2pm until 5pm) some students are having
classes, this restrict students from attending any talk or event that been conducted at that
time.
4. Students are forced to move to registration department and finance department just to get
clearance for academic transcript or get examination result. It would be convenient for the
students if all academic related problems to be solved in one place (centralize system).
Finance department and registration department need to be centralized so that students
dont have to move a lot.

PART 2 : FACILITIES
ISSUE
1) Jogging Track
Jogging track at UTP field is not convenient enough for athletics during their training.
There is issue that students who are having classesat academic block which is far
away from Student Centre (Pocket C or D and Chancellor Foyer) have difficulties to
buy food and drinks during their breaks. Otherwise they need to walk for about 5 up to
10 minutes to get them. Besides, there is no variety in choosing the type of menu.
SUGGESTION OF SOLUTION
1) Jogging track
We are proposing to have synthetic track around UTP field to ease the athletics during
their training.
In order to give maximum support to our sports team that will be representing UTP in
any tournament, this suggestion really helps them.

franchise kiosks in between block 21 &22, block 18 & 17 as well as in between block
2 & 3 would be the very best spot for students who are having difficulties to buy food
and drinks and also providing variety kind of menu.
While for types of kiosk, we are suggesting Coolblog, Nelsons, Each a Cup and etc.
or perhaps kiosk that can be operated by students hence, giving opportunities and
better platform to students to inculcate business skills in themselves.

function as advertising media for other relevant products and services. Signage on
the machine can point to other options, including online services accessible from
