COMMITTEE

REPORT OF THE TROY PLANNING COMMISSION

TO:

Mrs. Baker, President of Council

DATE:

June 10, 2015

SUBJECT:

DEDICATION OF RIGHT-OF-WAY; PART OF INLOT 9927; ALONG SOUTH STANFIELD

ROAD AND ALONG COMMERCE CENTER BOULEVARD

At the June 10 meeting of the Troy Planning Commission, the dedication of 0.098 acres of
existing part of lnlot 9927 for additional right-of-way was reviewed by the Commission. This is
being dedicated by the American Honda Motor Company, Inc. The right-of-way dedication is
part of a replot that has been approved by the City Engineer; however, the dedication of rightof-way is a matter that can only be accepted by Council action.
The new replot will encompass a 1.772 acre parcel along the east side of S. Stanfield Road at
Commerce Center Blvd. It will incorporate the current location of the existing sidewalk by
keeping the property line behind the sidewalk and will maintain a consistent distance from the
back of curb to the front face of the sidewalk. The new corner radius will allow for a design for
a better turning radius for semi traffic. Any radius improvement would be at the expense of the
developer at the time of development.
Attached are a copy of the communication to the Planning Commission and a copy of the
replot.
By unanimous vote, the Troy Planning Commission is recommending that the dedication of
0.098 acres of right-of-way of existing part of lnlot 9927 be accepted.
This recommendation is forwarded herewith for consideration of Troy City Council.

SUBJECT:

Dedication of Right-of-Way

Attached is a copy of a dedication of additional Right-of-Way along South Stanfield Road and along Commerce
Center Boulevard. The Right-of-Way to be dedicated is 0.098 acre of existing Part Inlet 9927. The replat is
considered a minor subdivision and does not require Planning Commission nor City Council approval. The new
replat will encompass a 1. 772 acre parcel along the east side of South Stanfield Road at Commerce Center
Boulevard.
The new plat will incorporate the current location of the existing sidewalk, by keeping the property line behind
the sidewalk and will maintain a consistent distance from the back of curb to the front face of the sidewalk.
The new comer radius will allow for a design which would allow for a better turning radius for semi traffic.
Staff is requesting that Planning Commission make a recommendation to City Council to dedicate 0.098 acres
of Part Inlet 9927 as additional Right-of-Way.

COMMITTEE

MEMORANDUM
TO:

Mrs. Baker, President of ' t }ncil

FROM:

Patrick E. J. Titterington

DATE:

June 10, 2015

SUBJECT:

BOARD OF PARK COMMISSIONERS SURPLUS LAND

Y~

RECOMMENDATION:
That Council declares as surplus and no longer needed for a public purpose 1.092 acres of Stonebridge
Park.
BACKGROUND:
Recently, the residents at 211 Washington Road approached the Board of Park Commissions seeking to
purchase a 50' strip of Stonebridge Park adjacent to their property. A copy of the communication to the
Board is attached. The Board explained the process to the resident, including if the Board determined to
recommend that the parcel be declared as surplus, and if approved by Council, it would then be offered
for sale by public bid. A lot split has been prepared and recorded for 1.092 acres, and a copy of that lot
split is attached. That size was determined to "square off' the park. This parcel does not have frontage
and it would not be a buildable parcel.
On June 2, 2015, the Board of Park Commissioners confirmed a motion to declare as surplus a 1.092
acre tract, part of In lot 10311 (Stonebridge Park). The remaining area of Stonebridge Park would be
2.162 acres.
REQUESTED ACTION:
It would be appreciated if you would assign to a Committee of Council consideration of declaring as
surplus the 1.092 acre parcel of Stonebridge Park.

To the Board of the City of Troy Parks Department,
We are the owners of211 Washington Road Troy, Ohio and we are interested in purchasing a
fifty-foot strip of land adjoining the south side of our property. Part of the land, owned by the
Parks Department, includes a portion of our geothermal recycling pond.

Although you may not be aware we have had issues in regards to safety. Last summer, we
discovered that several teenage children were using this parcel of land as a hangout. We found
evidence of bonfires and alcohol consumption taking place on several occasions. In addition, we
have witnessed, more than once, various children throwing rocks and other items at our ducks
and geese. With warmer weather right around the comer, these issues are sure to return.
It is our expressed desire to own this parcel of land with the intent of allowing it to return to a

natural state. At this point in time we are willing to erect a fence and pay a thousand dollars for
the land
Sincerely,
