Plan A
With the exception of $9,525.00 that OES has funded for the installment of 14 LPR
cameras, there would be no further involved cost. We would simply locate 8 random
Patrol cars through out BFO 1 and BFO 2 and place LPR units within those patrol
vehicles.
Problem/Issue with Plan A: The Dell laptop computers are nearing 4 5yrs old
and have less Memory or RAM then the newer Panasonic laptop computers.
Meaning, since we are introducing another computer application (LPR) into the
Dell, then the computer will run slower. Also, the Dell warranty is very close to
being expired.
Plan B
Captain Joyner has approved the use of the Panasonic laptop computers donated to OPD
by the Clorox Company. Therefore the initial $ 5,000 for the Panasonic computer is
removed from the equation. Furthermore, since the computers where donated by Clorox
and with the Mayors 100 Block Plan, we would place the LPR cameras into BFO 2
Patrol cars, putting more crime fighting tools within those Hot Spot areas.
Problem/Issue with Plan B: Cost is the main issue with Plan B. Although you
will be placing new LPR cameras with new Panasonic laptop computers, we are
looking to spend the following:

Points to consider:
The LPR software runs an application on the laptop computer alerting officers when the
LPR camera has discovered a stolen vehicle. Once the software has discovered the stolen
vehicle, the screen of the computer starts to flash, alerting that officer. By utilizing a
Panasonic computer, the computer will be running on 4G (Gigabytes) of RAM allowing
for improved performance where as the Dell is running on 2G of RAM.

The new LPR works fine with the Dell laptops, however, the
pictures does not process and populate on screen as fast as
the Panasonics. This may be due to the processing power
