CP02 Quality Control of Asian Concrete Batching Plant

Dear Sir,
PIC inspected Asian Concrete Batching Plant on June 05, 2015. At the time of
visit, it is found that there were being different coarse as well as fine aggregates
with different colors stocked together at its stock yards.
Asian Batching Plant person-in-charge reported that these materials are used for
some other projects not for CP02 package. The Concrete Supplier also added that
he has several clients with different concrete quality requirements to supply at
the same time.
From point of quality control, stocking several aggregates at the same location
shows the inadequacy of the Internal Quality Control at batching plant. Therefore,
Asian Batching Plant is requested to perform the following actions to improve its
quality control:

The contractor has to provide their procedure for Internal Concrete Quality

Control at Asian concrete batching plant and perform it by themselves.

Fine and coarse aggregates to be used for production concrete and supply

to CP02 must be stocked separately and covered by roof. Material invoices

indicating material source should be presented to PIC on monthly basis.
The contractor is requested to check materials at the batching plant and
make sure that all materials are up to standards with sufficient quantities

in comparison to supply schedule. Prior to batching, he shall inspect

materials and batching plant conditions under witness of PIC inspector(s).
During concrete production/mixing, the contractor has to assign one

QC Engineer at the Batching plant for superintending materials, mixing

and concrete quality.
As a part of quality control, the contractor is also requested to perform
sieve analysis tests of fine and coarse aggregates at the batching plant on
weekly basis.

In case of no improvement is observed, PIC will reconsider the performance of

Asian concrete batching plant. In the extreme/worst circumstance, removal of
this batching plant from the project shall be weighed. It is advised that PSC may
start seeking for an alternative qualified batching plant and propose it to PIC and
MRB.
