for Contract Workers


Recruiting a Contract Worker
Across the UK&I all new Contract Workers are to be engaged through our selected Managed Service Provider Morson.
Morson is a market leader in engineering recruitment and also has access to an extensive network of second tier suppliers
covering all disciplines including support services. Legacy URS has been using Morson for the past five years.

Recruitment Process
for Contract Workers
New Contract Worker Vacancy
If you have a new vacancy for a Contract Worker please complete a Contractor Requisition Form (CRF) and send to
aecomcrf@morson.com. A Morson Consultant will contact you within 2 hours to confirm the brief and agree the plan to recruit.
You can access the CRF by clicking here.
Morson will charge a mark-up of 7.5% on all new Contract Workers they find for us.
If Morson are unable to find the right person for you within 3 days, or if your need is urgent or mission critical, they will agree
with you to engage with one of their second tier suppliers. The cost of using a second tier supplier will usually range between
10%-20%.

Pre Identified Contract Workers


If you have a pre identified Contract Worker you should still complete the CRF and send it to aecomcrf@morson.com, ensuring
you complete Section 4. Morson will contact the Contract Worker, complete all the required checks (eligibility to work, limited
company information, insurances etc) and issue a contract to them.
Morson will charge a mark-up of 3.5% for processing and paying these pre identified Contract Workers.
Please note that Contract Workers engaged through 3rd Party recruitment agencies can only work for AECOM if they are part of
the Morson 2nd tier supply agreement. AECOM cannot engage with 3rd Party recruitment agencies directly.

Contract Worker or Sub-Consultant


In simplistic terms, a Contract Worker is a non-staff member working under our guidance, usually in our office and completing a
timesheet. The AECOM definition of a Contract Worker is an External Party appointed as:
A Sole Trader
A Limited Company and Limited Liability Partnership with two or fewer employees (where the named individual is not able to
delegate completion of sub-contracted work to another company employee).
Working via or introduced by a 3rd Party Recruitment Agency
A PAYE Temporary Worker (including as and when arrangements)

Non Paid Workers


If you have an individual who is coming into the business and not being paid (e.g. work experience) please contact your HR
Shared Service centre who will agree the best method to engage the individual.

Use of Other 3rd Party Recruitment Agencies


Unless engaged through Morsons pre agreed 2nd tier arrangement, AECOM are unable to engage a Contract Worker through
a 3rd Party recruitment agency. If you are approached by a 3rd Party recruitment agency, even if they are a known supplier,
you should not be engaging directly. If an AECOM employee replies to a recruitment agency via email we are deemed to have
accepted their terms of business. If you receive an email, including approaches with speculative CVs, please respond with
AECOM have a Managed Service Agreement with Morson for the supply of Contract Workers. If you wish to get in touch with them

Hiring Manager Responsibilities
AECOM have a priority to complete as much work as we can internally. Engagement of Contract Workers changes our cost base,
risk profile and increases the supervision and due diligence checking required so this route should only be chosen if extremely
necessary.
There will however be circumstances where internal resource capacity or skill set does not match project requirements. If this
occurs, Hiring Managers should ensure that they have engaged with other internal groups, offices, regions and geographies to
check resource availability before engaging Contract Workers.
It is the Hiring Managers responsibility to correctly assess the difference between the engagement of a Contract Worker and
a Sub-Consultant.
When a Hiring Manager engages a Contract Worker, they have responsibility for submitting a Contractor Requisition Form
(CRF) to Morson (ensuring job description, pay, qualifications & insurance requirements are accurate), reviewing CVs,
selecting a Contract Worker, agreeing start dates, ordering equipment/logins and desk space, monitor performance/progress
against CRF, signing off timesheets (or delegating as appropriate), giving notice (terminating) and finalising the completion of
the contract (e.g. return of equipment).
When a Contract Worker is due to complete their assignment please inform Morson at aecomcrf@morson.com to ensure they
are terminated correctly.
Hiring Managers should not engage with 3rd Party Recruitment Agencies for the procurement of Contract Workers.
3rd Party Recruitment Agencies cannot be engaged as Sub-Consultants to provide Contract Workers across the UK&I as this
contravenes our contractual obligations with Morson.
