data applications. This presentation will discuss and explain some of
these, and demonstrate the scope, growth and business opportunities
both in offering such services, but more importantly, the business
opportunities in integration, equipment supply, novel services and quite
simply, the benefits of using this unconventional approach to mobile
data networks and technologies.

White space refers to the frequency bands allocated to some users but
unused in specific localities for certain periods of time and thus
available for reuse by other applications. South Africa and CSIR are
actively involved in white space technology development and testing,
including a geo-location spectrum database, a large trial completed and
another being carried out. In one of the trials, ten schools with some
9000 users in Cape Town have been provided broadband Internet using
TV frequency bands in UHF. CSIR also developed a geo-location
spectrum database to manage the white spaces. The talk discusses
results and possibilities available with the white space technology.

The ITU highlights the need for radio frequency spectrum
and national
spectrum management as the result of societys increasing use of radiobased technologies; and the tremendous opportunities for social development
that these technologies provide. Radio spectrum is a finite, albeit invaluable
resource. It is thus imperative that this resource is managed properly. The
benefits of managing spectrum properly, but equally so, the result of
improper spectrum management can have significant consequences for a
country. The components of a comprehensive spectrum management
system will be discussed, as well as the critical importance of a dynamic link
between spectrum management and spectrum monitoring. Industry best
practices and challenges will also be discussed.

To protect the radio astronomy telescopes MeerKAT and SKA through the
AGA Act, astronomy friendly alternative telecommunications services
must be deployed. Alternative communication solutions must be financially
and technically viable, and sustainable. Trunked mobile radio
(Radiotelephone) systems that offer Karoo dwellers the mobile voice and
data services operating outside SKA frequency range will be deployed. The
Karoo trunked radio technology will be used by the farming community
having strong interest with one another. The trunked radio network will
also be interconnected to the public telecommunication network to allow
the Karoo farming communities in the astronomy reserve to receive calls
and make calls to the cellular phones and fixed telephone networks.

Andr graduated with a B.Sc. Eng (Elec) in 1985 and received a Ph.D. in 1991 from Wits
University. Andr was appointed as Research Officer in 1986 at Wits and became Assistant
Professor in 2001. He resigned from academia in 2005 after lecturing the final year
antenna course for eighteen years. Andr was author and co-author of around 50
academic papers and 4 books on antennas and computational EM.
